According to the plan of the Provincial Party Standing Committee, the arrangement and consolidation of agencies, units and organizations of local governments when arranging district-level administrative units (DVHC) must ensure the principle of unity and be associated with the arrangement of party organizations and socio-political organizations at the same level according to the instructions of competent authorities.
Import the original state of party agencies, government, Vietnam Fatherland Front, socio-political organizations, and similar units of the two districts, ensuring compliance with the principles and regulations of the law.
The number of leaders, managers, and the number of civil servants and public employees in the Party, government, Fatherland Front, socio-political organizations, and public service units of Que Son district must not exceed the total number of leaders, managers, and existing staff before the arrangement.
Develop a project and decide on the establishment of a party organization, organizational structure, and staffing of agencies and units in the new district-level administrative unit on the basis of merging and consolidating the original status of the corresponding agencies and units in the district-level administrative unit before the arrangement; arrange the heads and deputy heads of each agency and unit according to regulations.
The arrangement of organizational structure, assessment, classification, and assignment of staff, civil servants, and public employees at newly established agencies and units must be carried out synchronously and interconnectedly to ensure balance and harmony in the arrangement of personnel numbers of merged units.
Establishing new administrative units is associated with planning the arrangement and assignment of tasks to cadres, civil servants and public employees in accordance with job positions, clearly identifying the number of redundant personnel associated with streamlining the payroll; the arrangement of the number of leaders and managers in new agencies and organizations and redundant cadres, civil servants and public employees must have a roadmap suitable to the characteristics of each locality and within the prescribed time limit.
In the immediate future, the number of leaders, managers, and staff in the new agencies and units must not exceed the total number of leaders, managers, and staff before the reorganization. The number of deputies in the merged agencies and units must not exceed the current number of deputies plus the number of heads who are not assigned to be heads after the reorganization.
No later than 5 years (60 months) from January 1, 2025, the number of leaders, managers and the number of cadres, civil servants and public employees of agencies and organizations in the administrative unit after the rearrangement must comply with regulations.
