The Government has just issued Resolution No. 102/NQ-CP dated June 29, 2024 on ensuring the direction and operation of natural disaster prevention and control during the period of perfecting the civil defense command and direction agencies at all levels.
The Government assigns the Minister of Agriculture and Rural Development and the Chairmen of the People's Committees of provinces and centrally run cities to continue using the existing organizational apparatus, means and equipment to organize monitoring, supervision and direction of natural disaster prevention and control (including the organization of operation of reservoirs according to the Inter-reservoir Operation Procedures on river basins), advise the Government and the Prime Minister to direct natural disaster prevention and control work in accordance with the provisions of the law on natural disaster prevention and control from July 1, 2024 until the time when the National Civil Defense Steering Committee and the Civil Defense Command Committees at all levels are completed in accordance with the provisions of the Law on Civil Defense and come into operation to ensure that natural disaster prevention and control work is operated smoothly, promptly and effectively, without gaps or interruptions in the monitoring, supervision, consultation, direction and operation of natural disaster prevention and control (especially at the present time when it is the peak period of natural disaster prevention and control). risk of storms, floods).
The Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment, in accordance with their state management functions and assigned tasks, shall preside over and coordinate with relevant ministries and agencies to urgently review current regulations related to the responsibilities of the National Steering Committee for Natural Disaster Prevention and Control, Command Committees for Natural Disaster Prevention and Control and Search and Rescue at all levels, promptly advise and propose to competent authorities solutions for handling or amending and supplementing (if necessary) to clearly define the tasks and powers of relevant organizations and individuals, ensuring that natural disaster prevention and control work is operated smoothly, promptly, effectively, and in accordance with the provisions of the Law on Civil Defense, the Law on Natural Disaster Prevention and Control and other relevant legal provisions./.
