FOCUS, KEY, PRIORITIZE
The draft Action Program focuses on 9 main tasks and solutions including: Focusing on thoroughly grasping, propagating, creating unified awareness, arousing the desire for comprehensive, faster and stronger development; promoting traditions and culture imbued with Nghe An identity to become the driving force and endogenous resources for development. Building and implementing well the work of planning and planning management; strengthening development linkages.
Promote economic restructuring associated with growth model innovation towards mainly relying on science and technology, innovation, creativity and digital transformation; develop green economy, circular economy; develop Nghe An to become the center of the North Central region in trade, logistics, industry and high-tech agriculture.
Focus on strongly developing the urban network, especially central cities; promote investment in building socio-economic infrastructure, especially synchronous and modern transport infrastructure; information technology infrastructure, digital infrastructure.
Focus on developing Nghe An into the center of the North Central region in education and training, science and technology, and healthcare; develop high-quality human resources; effectively implement social security policies, ethnic affairs, and religion.
Create breakthroughs in administrative reform, improve the investment and business environment; promote attraction and improve the efficiency of resource use for development. Strengthen management and effective use of resources; protect the environment; improve the ability to respond to natural disasters and adapt to natural disasters and climate change.
Ensure national defense and security, especially in border areas, airspace, seas and islands; improve the effectiveness of foreign affairs activities. Strengthen the building and rectification of the Party and the political system; improve the effectiveness and efficiency of management at all levels of government; consolidate the great national unity bloc.
The Provincial Party Executive Committee has led the comprehensive implementation of the main goals, targets, tasks and solutions according to Resolution No. 39-NQ/TW. In particular, it focuses on leading and directing the development, promulgation and implementation of key programs, projects, plans and schemes. The draft sets out 19 specific targets by 2030; at the same time, it sets out tasks and schemes to implement Resolution No. 39-NQ/TW.
Accordingly, in addition to focusing on implementing programs and projects under the Central Action Program; The Action Program of the Provincial Party Executive Committee plans to issue 22 programs and projects; 10 tasks for investing in key infrastructure projects; 20 lists of key fields and projects calling for investment in the province until 2030 in the following fields: Infrastructure; urban infrastructure, residential areas; industry; agriculture, forestry and fisheries; trade, tourism, services for implementation.
At the meeting, the members of the Provincial Party Committee discussed solutions, tasks, and investment portfolios to complete the Action Program, especially in the health sector for methods, solutions, and roadmaps for the Cardiovascular Hospital and the Tropical Diseases Hospital; identifying projects in the fields of culture, sports, and restoration of the Vinh Temple of Literature; and at the same time, effective solutions were found for developing land management plans and plans associated with strengthening inspection and control; and promoting the issuance of land use right certificates to effectively promote this resource.
Comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council exchanged opinions related to the organization and implementation work; accordingly, it is necessary to implement general orientations but also focus on specific things, close to life; especially, it is necessary to have solutions to research and produce Nghe An's agricultural varieties to ensure competitiveness; develop OCOP products; effectively connect tourist centers in the province because this is a weak link; at the same time, it is necessary to invest drastically in Cua Lo tourism; improve the effectiveness of organizing the implementation of resolutions of the Provincial People's Council.
The Vice Chairman of the Provincial People's Council also suggested that in the process of organizing the implementation of Resolution No. 39-NQ/TW, it is necessary to consistently maintain the development perspective of being calm, confident, and taking each step firmly.
Commenting on the draft Action Program, the opinion of the Provincial Party Committee Executive Committee member also mentioned solutions to respond to climate change. Comrade Hoang Danh Lai - Secretary of Quynh Luu District Party Committee proposed to add solutions to invest in renovating and upgrading sea dykes and embankments with focus and key points.
Comrade Ha Xuan Quang - Secretary of Dien Chau District Party Committee proposed that the Action Program should have specific solutions to minimize human and property damage caused by natural disasters, especially in mountainous areas.
In the field of Party building work, comrade Bui Thanh Bao - Member of the Provincial Party Executive Committee, Secretary of Tan Ky District Party Committee proposed adding the task of developing regulations and mechanisms to protect cadres who dare to think and dare to do.
Speaking at the conference, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung analyzed the advantages and difficulties in the process of organizing the implementation of Resolution No. 39-NQ/TW; especially the difficulties due to limited resources and time limits.
Therefore, the Chairman of the Provincial People's Committee requested the members of the Provincial Party Executive Committee to share and support the viewpoint that the implementation of socio-economic goals must have a focus, key points, and priority order when implementing the Action Program to implement Resolution No. 39-NQ/TW.
The head of the provincial People's Committee also emphasized that the most important task is to identify and supplement specific mechanisms and policies; Vinh city in particular has an outstanding mechanism. The viewpoint is that the mechanism needs to create more resources and decentralize and delegate power to create initiative. However, this is a difficult problem and the province as well as Vinh city are very concerned.
On the basis of sharing viewpoints, concerns and high determination to successfully implement Resolution No. 39-NQ/TW, with better results than the previous implementation phase of Resolution No. 26 - NQ/TW of the Politburo, the Chairman of Nghe An Provincial People's Committee hopes that each agency, unit, locality and especially each member of the Provincial Party Executive Committee will participate, share, shoulder the responsibility to join hands and join forces to implement.
THE MOST IMPORTANT IS THE ORGANIZATION AND IMPLEMENTATION
Concluding this content, based on the analysis of lessons learned and practical effectiveness of the past time, Nghe An Provincial Party Secretary Thai Thanh Quy proposed that the Provincial Party Executive Committee consistently develop and organize the implementation of the Action Program to implement Resolution No. 39-NQ/TW with focus, key points, and priority in the context of limited resources to create spillover and motivation for development. At the same time, it is necessary to closely follow the Central Government to have specific, outstanding mechanisms and policies and other mechanisms for the development of Nghe An province.
In particular, the head of Nghe An Provincial Party Committee agreed with the discussion opinions of the Provincial Party Executive Committee and repeatedly emphasized that the most important thing is the implementation organization.
Accordingly, the Provincial People's Committee must immediately have a plan to implement the Action Program; sectors and districts need to develop more detailed and specific plans to implement when the Action Program is issued.
With the above spirit, the Provincial Party Secretary analyzed and pointed out the issues of acceptance and reasons for acceptance to supplement the draft Action Program related to the fields of health and agriculture;...
On that basis, the Provincial Party Executive Committee has agreed with the contents of the draft Action Program. The draft will be supplemented, edited, completed and submitted to the Provincial Party Standing Committee for signing and promulgation.
