On the morning of May 20, the 7th Session of the 15th National Assembly solemnly opened at the National Assembly House, Hanoi to consider and decide on many important contents in legislative work, supreme supervision and decide on important issues of the country.
Attending the opening session of the meeting were comrades: Pham Minh Chinh - Politburo member, Prime Minister; Vo Thi Anh Xuan - Member of the Party Central Committee, Acting President; General Luong Cuong - Politburo member, Permanent member of the Secretariat, Director of the General Department of Politics of the Vietnam People's Army; Do Van Chien - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front.

On the National Assembly side, there was comrade Tran Thanh Man - Politburo member, Permanent Vice Chairman of the National Assembly - directing the activities of the National Assembly Standing Committee and the National Assembly; comrades members of the Party Central Committee, Vice Chairmen of the National Assembly: Nguyen Khac Dinh, Nguyen Duc Hai, Senior Lieutenant General Tran Quang Phuong; comrades members of the National Assembly Standing Committee, Heads and Deputy Heads of National Assembly delegations; National Assembly deputies from 63 National Assembly delegations of provinces and centrally-run cities.
The National Assembly delegation of Nghe An province consisted of 12 delegates led by comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council as Head of the National Assembly delegation of the province attending the meeting.
Before the opening of the session, leaders of the Party, State, Vietnam Fatherland Front and National Assembly deputies laid wreaths and visited President Ho Chi Minh's Mausoleum.
The 7th session of the 15th National Assembly will solemnly open on May 20, 2024 and is expected to close on June 28, 2024 in the form of a concentrated meeting at the National Assembly House, Hanoi. The 7th session will be held in 2 phases: Phase 1: From May 20 to June 8, 2024; Phase 2: From June 17 to the morning of June 28, 2024. The total working time of the session is expected to be 26.5 days.
The 7th session has a huge workload, many important contents, high requirements on quality and progress, contributing to ensuring the completion of the tasks of the 15th term. In particular, the National Assembly will elect the President, the Chairman of the National Assembly; consider and approve 10 draft laws, 3 draft resolutions; consider and give opinions on 11 draft laws and 16 socio-economic issues, state budget, supervision and other important issues. The session will spend 2.5 days on question and answer activities.
Speaking at the opening of the session, Permanent Vice Chairman of the National Assembly Tran Thanh Man - who directs the activities of the National Assembly and the National Assembly Standing Committee, stated that the 7th Session of the 15th National Assembly took place in the heroic atmosphere of the historic May days, commemorating the 134th birthday of President Ho Chi Minh; the 70th anniversary of the Dien Bien Phu victory; and the 9th Conference of the 13th Party Central Committee, which had just ended successfully.
The Standing Vice Chairman of the National Assembly said: Legislative work is the key content, taking up nearly two-thirds of the session's time with 24 draft laws and draft resolutions. Of which, the National Assembly will consider and approve 10 draft laws; 3 draft resolutions on legal norms and discuss and give initial opinions on 11 other draft laws.
Comrade Tran Thanh Man suggested that National Assembly deputies promote democracy and intelligence, focusing on contributing comprehensive opinions on both the content and technique of the draft law to ensure the highest quality when it is considered and approved.
For draft laws that the National Assembly has given its first opinion on, it is recommended that the delegates and the National Assembly pay attention to thoroughly discussing the political basis, legal basis, principles, goals, major viewpoints, and important policies; the rationality and feasibility of the regulations to serve as a basis for agencies to continue to complete and submit to the National Assembly for consideration and approval at the next session.
Regarding socio-economic issues, the state budget and other important issues, the Standing Vice Chairman of the National Assembly said that the National Assembly will review and discuss the Government's reports on additional assessment of the results of the implementation of the socio-economic development plan and the state budget in 2023; the implementation of the socio-economic development plan and the state budget in the first months of 2024; and approve the state budget settlement in 2022.
The Standing Vice Chairman of the National Assembly asked the National Assembly deputies to analyze objectively and comprehensively, focusing on major issues, thereby assessing the quality and issues that need to be learned from experience in management and operation, especially the work of forecasting and estimating the state budget.
Regarding the situation in the first months of the year and the main tasks and solutions for the remaining months of 2024, we recommend that National Assembly deputies closely follow the requirements, goals and solutions in the Resolutions of the National Assembly and the Government on socio-economic development...; pay attention to the impacts and new difficulties arising due to the complicated developments of the situation in the country, the world and the region to properly assess the important results achieved, the shortcomings, limitations and weaknesses, propose practical and effective solutions to best fulfill the socio-economic, financial and budgetary goals and targets in 2024, creating a premise for successfully implementing the socio-economic development tasks for the period 2021-2025 according to the Resolution of the 13th National Congress of the Party.
At the same time, the National Assembly will consider, decide and give opinions on the Investment Policy of the National Target Program on Cultural Development for the 2025-2035 period; the investment policy of the North-South Expressway Construction Project in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section; adjusting the investment policy of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period; ratifying the document of accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership of the United Kingdom of Great Britain and Northern Ireland; the National Marine Spatial Planning for the 2021-2030 period, with a vision to 2050, and a number of other important contents.
The Standing Vice Chairman of the National Assembly requested that National Assembly deputies pay attention to discussing and contributing ideas on the suitability, feasibility and effectiveness of policies; consistency and synchronization with current legal regulations; ensuring the promotion of resources, taking advantage of development opportunities, and successfully completing the set goals and tasks.
Regarding supreme supervision, at this Session, the National Assembly will listen to the Central Committee of the Vietnam Fatherland Front report summarizing opinions and recommendations of voters and people sent to the 7th Session; consider the report on the results of supervision of the settlement of voters' recommendations sent to the 6th Session; conduct questions and answers; conduct supreme supervision on the topic "Implementation of Resolution No. 43 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023"; consider and approve resolutions on the Supervision Program and establish the National Assembly's Thematic Supervision Delegation in 2025; Reports of the Government, agencies of the National Assembly, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, and State Audit have been sent to National Assembly deputies for study, review, and discussion along with related contents.
At this session, the National Assembly will consider electing the President, the Chairman of the National Assembly, and approve members of the National Defense and Security Council. Comrade Tran Thanh Man suggested that National Assembly deputies consider and discuss carefully so that the decision on personnel work is strictly ensured, in accordance with Party regulations and State laws, and achieves high consensus and unity.
Emphasizing that the workload of the 7th Session is very large; in order for the Session to achieve the best results, on behalf of the National Assembly Standing Committee, the Standing Vice Chairman of the National Assembly requested that National Assembly deputies promote democracy, uphold the spirit of responsibility, focus on thorough research, discuss enthusiastically, contribute many passionate, profound and quality opinions to meet the requirements and tasks of socio-economic development, ensuring national defense and security as well as the expectations of voters and people nationwide.
