Bac Ninh Quan Ho folk songs are recognized as an intangible cultural heritage of humanity[/caption]On January 1, 1997, Bac Ninh province was officially re-established according to the Resolution of the 9th National Assembly. Going through a quarter of a century with many difficulties and challenges due to the low starting point. However, overcoming all, with the attention and support of the Central Government and the will, aspiration to rise and the spirit of solidarity of the entire political system with the right steps in socio-economic development, creating a new look with proud achievements in all fields, affirming the position and strength on the path of integration and development.
Bac Ninh province is entering a new stage of development with the requirement of ensuring sustainable development, basically becoming a centrally-run city in the direction of civilization and modernity; requiring the mobilization of resources and creation of new driving forces. In particular, the 20th Congress of the Bac Ninh Provincial Party Committee determined: "Building Bac Ninh culture and people to develop comprehensively, truly becoming a resource and driving force for sustainable development" (1). This viewpoint comes from the great potential and strength of the cultural identity and good qualities of the people of Bac Ninh-Kinh Bac throughout the history of the nation. Those values have been and are being highly promoted in the current period of innovation: industrialization, modernization and international integration.

Tien Son Industrial Park – Bac Ninh[/caption]The economic scale ranks 8th nationwide; GRDP (at comparable prices) in 2021 reached 133.6 trillion VND, 23.8 times higher than in 1997, accounting for 2.71% of the country's GDP, up 6.9% compared to 2020, ranking 13th nationwide. The economic structure continues to shift towards industrialization and modernization. In 2021, the industrial - construction sector accounts for 77.3%; services 16.1%; agriculture, forestry and fishery 2.7%. In 2021, the industrial production value (current prices) reached 1,504 trillion VND, more than 1,000 times higher than in 1997 and ranked first nationwide; The scale of trade and service sectors increased rapidly, foreign trade activities made a breakthrough with the export turnover of goods in 2021 reaching 45.2 billion USD, ranking first in the country. Total budget revenue in the period 1997-2021 increased by an average of 23.4%/year; in 2021 it reached 33,257 billion VND, 168 times higher than in 1997, exceeding the estimate by 19.5%. Bac Ninh is a province that balances its own revenue and expenditure and has a central budget regulation, ranking 8th in the country.
The highlight of Bac Ninh's economic development over the past 26 years is the focus on developing infrastructure and concentrated industrial zones and clusters; attracting investors from 38 countries and territories around the world to Bac Ninh. Up to now, it has attracted 1,780 FDI projects with registered capital of 21.1 billion USD, 151 times higher than in 1997, ranking 7th in the country, with many large economic groups such as: Samsung, Canon, Pepsico, Amkor, ABB... creating a breakthrough in industrial development and urban construction of the province in a modern and civilized direction. Bac Ninh has basically become an industrial province and is one of 8 provinces in the country to complete the construction of New Rural Areas at the commune and district levels.
Along with economic development, the fields of culture, health, education, artistic activities, sports, information and propaganda, job creation, social security and other social fields have been gradually cared for and developed. Hunger eradication and poverty reduction have been directed with attention and participation from all walks of life in many diverse and creative forms. These results have changed the lives of many households, multiplying mutual love and affection. Some policies have gone ahead and been implemented at a higher level than the Central regulations, especially the goal of eliminating dilapidated level 4 houses for poor households and families with revolutionary contributions.
State management in the fields of: Planning, urban development, land management, capital construction, finance, environmental resources, etc. has been focused on and implemented in a synchronous, modern and sustainable manner. Local defense - military work and security and order have been strengthened; foreign affairs have been expanded; administrative reform has been promoted; the province's governance indexes have all increased in rank, of which the provincial governance and public administration efficiency index ranked 4th out of 63 provinces and cities (up 46 ranks); the SIPAS index ranked 9th out of 63 (up 7 ranks); the PAR Index increased by 3.1%, ranked 17th out of 63 (up 1 rank); the DTI index ranked 3rd out of 63 provinces and cities. Inspection, examination, public reception, complaint and denunciation settlement have been focused on and achieved many results; the fight against corruption and waste has been focused on.
The work of building the Party and the political system has been comprehensively implemented, which is truly the key step; implementing solutions to build a truly strong Party organization in terms of politics, ideology, organization and ethics, creating high solidarity and unity within the Party and among the People.
The study and following of Ho Chi Minh's ideology, morality and lifestyle, in conjunction with the implementation of the 4th Central Resolution (term XI, term XII, term XIII) on Party building and rectification, have achieved many important results. The effectiveness and efficiency of government operations, discipline and order have been increasingly enhanced. The content and methods of operation of the Fatherland Front and socio-political organizations have been increasingly innovated, creating substantial changes and gradually going into depth.
Promoting the value of cultural identity and people of Bac Ninh also aims to meet the requirements of the province in the era of modern scientific and technological revolutions exploding and global strategic competition becoming fiercer than ever. Innovation and knowledge become key issues, high-quality human resources become indispensable resources for the sustainable development process. These are common and irreversible issues in today's world conditions. On the other hand, besides the advantages of geographical location, Bac Ninh has no other advantages than the potential and strengths of cultural identity and people. This is a very important practical basis for Bac Ninh to transform its economic growth model towards in-depth development, attaching importance to factors of labor productivity, product quality, and overall economic-social-environmental efficiency, ensuring the construction of a centrally-governed city with sustainable development in the future. In an increasingly complex and rapidly changing world, the endogenous resources that create the greatest driving force for sustainable development are still the values of cultural identity and people.
It can be seen that 26 years - not a long period of time in the history, but it is an important milestone affirming the correct leadership, outstanding maturity, aspiration, and will to rise of the Party Committee, army and people of Bac Ninh in the cause of rebuilding and building the homeland. The achievements after a quarter of a century have changed the face, appearance and socio-economic picture of Bac Ninh from urban to rural areas. Looking back after 25 years, no one can imagine that from a purely agricultural province; infrastructure was both lacking and weak, prosperous villages have sprung up, large-scale works and projects with international brands have been and are coming into operation, becoming an attractive destination for domestic and foreign investors.
The former Bac Ninh town is now a dynamic, creative and modern type I urban city, striving strongly to integrate and develop. Tu Son, the homeland of the Ly dynasty, is now a young city on the rise. Que Vo, Thuan Thanh, Yen Phong, Tien Du, ... are also joining the general flow of development, on the path to becoming a town in the future. And, there are many other rural areas in the land of Bac Ninh-Kinh Bac, although still facing difficulties, with concerns and worries, but still wholeheartedly following the Party, promoting the cultural traditions and revolutionary heroes to build the homeland to develop and progress.
In recognition of the achievements, the Party Committee, government and people of Bac Ninh province were honored to receive many noble awards from the Party and State: Ho Chi Minh Medal in 2012, First Class Independence Medal in 2017. In particular, on the occasion of the 190th anniversary of its establishment and 26th anniversary of its re-establishment, Bac Ninh province was honored to receive the First Class Labor Medal.
Excited by the great achievements after 26 years of re-establishment of the province, the Party Committee, the political system, the business community and all classes of people of Bac Ninh continue to unite, unify, and determine to successfully implement the general direction and goals set out by the Resolution of the 13th National Party Congress and the Resolution of the 20th Provincial Party Congress.
