Attending the Investment Promotion Conference of Bac Lieu province on the morning of March 7, Deputy Prime Minister Tran Hong Ha said that if Bac Lieu wants to move quickly, it must be methodical and scientific in selecting and developing zoning plans, detailed plans for urban, rural, construction, economic sectors... based on the three natural ecosystems of fresh, salty, and brackish water; considering climate change as the biggest challenge.
Identify the right potential and unique strengths
Bac Lieu is a young land with an important strategic position, not only famous for its unique cultural values such as traditional music or unique bird gardens, but also a land rich in potential with strengths in: Renewable energy; aquaculture, seafood processing and tourism economy...
In particular, Bac Lieu's most valuable asset is its heroic revolutionary tradition; Bac Lieu people with their generous and affectionate character typical of the South, with their desire to overcome difficulties and dynamism to become rich.
From those potential advantages, along with the determination and aspiration of the Party Committee, government and people to rise above the poverty line, Bac Lieu has correctly identified its own potential and strengths when choosing development pillars including: high-tech agriculture, renewable energy, tourism and trade-health-high-quality education, marine economy to become a bright spot on Vietnam's investment map.
"The projects that have been, are being and have been committed to by enterprises with a capital of more than 185.2 trillion VND, nearly 2.8 times higher than GRDP. This is the result of the efforts, determination, drasticness, science, and methodical actions between words and actions of the Party Committee, government, army and people of Bac Lieu province," said Deputy Prime Minister Tran Hong Ha.
According to the Deputy Prime Minister, Resolution No. 13-NQ/TW of the Politburo, Bac Lieu is identified as one of the renewable energy centers, a province strong in marine economy, high-tech agriculture associated with seafood processing industry.
To achieve that goal, especially in the context that Bac Lieu in particular and the Mekong Delta in general are being heavily affected by climate change, rising sea levels, and water resource exploitation activities in the upper Mekong River, the Party and the State have issued many guidelines and policies, innovated thinking, and created development to shift the growth model towards increasing efficiency and value; focused on developing synchronous infrastructure, linking localities in the Mekong Delta; with Ho Chi Minh City and the Southeast region; and expanded trade with countries in the ASEAN region, especially countries in the Mekong Sub-region.
Important infrastructure projects on roads, waterways, seaways, and airways are being vigorously and synchronously implemented, connecting economic spaces to create new spatial comparative advantages, new resources, and new driving forces. From there, Bac Lieu will become a province with a strong marine economy, with a synchronous infrastructure system, a beautiful natural environment, harmonious social development, improved people's lives, and become an "attractive destination" of the Mekong Delta.
In particular, with the advantage of being a latecomer, in the development process, Bac Lieu must choose the smartest model, synchronize infrastructure, green transformation economic model, digital transformation, and knowledge-based.
Clean energy, high-tech agriculture are competitive advantages
In the context of favorable conditions but also great difficulties and challenges, the Deputy Prime Minister shared with the Party Committee, government, people and business community of Bac Lieu province to turn difficulties and lessons into advantages.
First of all, the Deputy Prime Minister said that if Bac Lieu wants to move quickly, it must be methodical and scientific in selecting and developing zoning plans, detailed plans for urban, rural, construction, economic sectors... based on the three natural ecosystems of fresh, salty, and brackish water; considering climate change as the biggest challenge, water resources are the center of climate change. The infrastructure system must be synchronous in terms of transportation, water supply and drainage, energy, telecommunications... to withstand climate change.
Second, continue to exploit the potential of wind power and solar power. In the era of green transformation, economic activities related to carbon, Bac Lieu's attractive investment brand will be clean energy, renewable energy. Goods and industrial products manufactured in Bac Lieu will surpass new carbon standards and regulations to enter major markets around the world.
The province needs to have a more effective strategy to attract potential investors, bringing not only machinery and equipment but also research and technology transfer on renewable energy, green hydrogen, green ammonia..., with a commitment to work together and join hands with the locality to develop.
Third, focus on attracting investment in developing high-tech agriculture, because agriculture is always a unique product of Vietnam and Bac Lieu, originating from advantages in people, land, climate, and nature.
With the choice of agricultural economy, aquaculture is the spearhead, Bac Lieu needs to build very specific strategies following the trend of organic agriculture, industrialization from the stage of breed research, production process, harvesting, processing, connecting farmers with businesses, managers, scientists.
"How can farmers and salt workers have good income, stable life, and not have bad harvests and low prices?", the Deputy Prime Minister asked.
Fourth, promote the strengths of favorable natural conditions, traditional cultural advantages, and the unique features of Bac Lieu land and people that have been written in poetry... to develop tourism. From the series of events of the Vietnam Salt Festival, the Deputy Prime Minister suggested that Bac Lieu develop agricultural tourism products, associated with experiences in the livelihood space of people and communities, to contribute to building modern countryside, smart farmers, and ecological agriculture.
Fifth, quickly complete digital transformation, focus on reform, simplification, create favorable conditions, publicity and transparency in handling administrative procedures; meet the requirements and tasks of synchronous innovation of legal policies, apparatus, organization, and strong decentralization to localities according to the direction of the Central Government.
Sixth, strengthen regional linkages, linkages in production, processing and consumption chains, focus on the circulation system, reduce logistics costs, and bring products to market as quickly and cheaply as possible.
The Deputy Prime Minister said that the interest of investors and the new projects awarded investment decisions at the conference will create confidence in the near future, Bac Lieu will develop into one of the country's shrimp industry centers, the country's clean energy center and the tourism center of the Mekong Delta.
Coming to Bac Lieu, investors need to take advantage of renewable energy, focus on economic development with sustainable environmental protection, honor cultural values, contribute knowledge, train human resources... "truly accompany Bac Lieu", "be a Bac Lieu enterprise".
