The image of Uncle Ho's soldiers of Division 316, both responsible for helping people build a new life and close to the people, encouraging them to know what is right, avoid what is wrong, not be lured or seduced by the illegal organization Duong Van Minh, and maintain a peaceful life, is always imprinted in the hearts of the people of Minh Huong commune, Ham Yen district, Tuyen Quang province.

Recalling the past, comrade Trieu Van Binh, Chairman of Minh Huong Commune People's Committee, excitedly said: In 2022, Minh Huong was one of the "hot spots" for the activities of the illegal organization Duong Van Minh. Local forces encountered many difficulties in approaching, propagating, and mobilizing people, especially those who believed in Duong Van Minh. Faced with the above situation, officers and soldiers of Division 316 and agencies and units of Military Region 2 promptly advised, coordinated, and supported localities in propagating and educating to raise people's awareness; helping people repair rural roads, schools, repair houses, clear drainage ditches, prevent and fight epidemics, organize visits and give gifts to families with preferential treatment, provide medical examinations, and provide free medicine... thereby mobilizing people to actively participate in activities with the army, trust the army, and avoid being lured by the activities of the illegal organization Duong Van Minh.

Colonel Lam Dung Tien, Party Secretary and Political Commissar of Division 316, said: Fully performing the functions of the working army, the Party Committee and Command of Division 316 lead and direct the Party Committees and Commands of the units to effectively carry out the skillful mass mobilization movement, build a good mass mobilization unit, with the motto: "All for the people to serve, the Army proactively comes to the people, not letting people in difficulty have to seek the army". At the same time, in carrying out mass mobilization work, the unit focuses on using experienced officers and soldiers who know how to help the people to achieve the best results and ensure absolute safety in helping the people.

With responsibility from the heart, the marching steps of the officers and soldiers of Division 316 have come to share difficulties, support and help the ethnic people in the area to eliminate hunger, reduce poverty and build new rural areas. Comrade Le Huu The, Secretary of the Party Committee of Khau Tinh commune, Na Hang district, Tuyen Quang province, shared: Before 2023, the people in the commune still followed the custom of raising livestock under stilt houses, causing unsanitary conditions and easily spreading diseases. Officers and soldiers of the Division have consulted and coordinated with local authorities to directly and persistently go to each house to mobilize and help 26 families move their livestock to a concentrated confinement area. After the troops withdrew, the model continued to be replicated throughout the commune. To date, 61 families in Khau Tinh commune and many families in neighboring communes have followed suit.

Carefully survey, skillful approach

We understand that mobilizing people to well implement the Party's policies, the State's laws and policies and eliminating long-standing habits and customs is a difficult problem in improving the quality of mass mobilization work. To overcome the above difficulties, the Party Committee and the Division's commanders have led and directed the Party Committees, commanders and functional agencies to well implement the "3-skillful mass mobilization" model: Skillfully grasping the local situation, skillfully propagating and mobilizing the people, and skillfully helping the people. Accordingly, before conducting mass mobilization work, the Party Committees and commanders must: Grasp the political security situation, order, social safety, cultural life, economic development situation of the locality; the ethnic situation, religion, customs and practices of the people in the area where the unit is stationed, where the unit conducts mass mobilization work and performs its tasks.

Next, the unit did a good job of advising and coordinating with local Party committees, authorities, socio-political organizations, twinned units, village elders, village chiefs, and prestigious people to survey and build local records to carry out mass mobilization tasks; to propagate and mobilize people through many forms and measures such as: specialized talks on law, oral propaganda, culture-arts, physical education and sports, through mass mobilization soldiers, comrades who know ethnic languages. At the same time, it advised and proactively coordinated to have skillful measures in approaching, mobilizing, and helping people, effectively implementing projects and tasks to build new rural areas, develop the economy, eliminate hunger, reduce poverty, and develop sustainably; build a cultural environment, repair the system of roads, schools, stations, cultural houses, intra-field canals, and help families with meritorious services; provide free medical examination and treatment and medicine to people; help people overcome the consequences of natural disasters, search and rescue.

From 2019 to present, the Division has organized 11 field trips to do mass mobilization work with the participation of nearly 4,000 cadres and soldiers, helping people with nearly 60,000 working days; coordinating with local Party committees and authorities to organize propaganda for people to implement and strictly comply with the Party's guidelines and policies, the State's policies and laws, and local regulations for more than 33,000 people. Helping local authorities and people dredge and clear 360km and assemble 125.5km of concrete intra-field canals; digging, leveling, and widening 50km of rural roads; clearing 860km of rural inter-village roads; pouring 76km of concrete rural roads. Repairing and consolidating 146 village cultural houses, 62 commune health stations, and 83 schools; Participated in 3 disaster recovery campaigns...

In terms of mass mobilization work, from 2019 to present, the Division has had 86 collectives and more than 419 officers and soldiers awarded at all levels. It can be said that the results of the mass mobilization work of officers and soldiers of Division 316 have actively contributed to building and consolidating military-civilian solidarity, while spreading the image of Uncle Ho's soldiers in the hearts of the people.
