Speaking at the group discussion on the Draft Law on Road Traffic Order and Safety on the morning of November 10, General To Lam - Minister of Public Security said that the draft Law has content to protect the vulnerable, in fact the Ministry of Public Security has directed the traffic police force to pay attention to this issue.
“The images of traffic police leading babies and children across the street, giving first aid to people. Traffic police actually also participate in first aid. When women are about to give birth, or when they have an accident on the road, no one is as quick as traffic police. It is the responsibility of traffic police to do this, they have never learned to midwife, but they still have to do this, the press and public are very complimentary,” said General To Lam.
The Minister of Public Security also said that it is necessary to teach rescue forces, traffic police basic medical knowledge to serve this purpose.
Regarding the issue of vehicle registration, Minister To Lam said that there is currently public debate on this issue.
“We think we need to be transparent about this issue. The vehicle users are not the vehicle owners, so it is difficult to apply technology in management. Secondly, society is unhealthy, one person’s property is managed by another. Fighting corruption is very entangled in these matters,” said Mr. Lam.

They told me it wasn’t luck because the car was leading the convoy, so wherever it went, the control center would turn the light green,” said Minister To Lam, adding that he hoped that even if the car was leading the convoy, it would still need a green light to go.
He said that the opinions of the National Assembly delegates at the discussion session will be accepted by the drafting committee, from the type of transport to modernizing the traffic police force.

Because they operate automatically, when I entered their roads, my license plate was not in the system, so they did not open the barrier to let me go,” Mr. Lam said, adding that if the technical infrastructure was synchronized, cars with fake license plates could not travel on the roads.

Speaking, delegate Cao Thi Xuan (Thanh Hoa delegation) said that Article 8 of the draft Law on Road Traffic Order and Safety stipulates that the prohibited act is driving a vehicle while having alcohol concentration in the blood or breath.
According to the delegate, this regulation was legalized from Decree 100. Thus, all cases of participating in traffic with alcohol concentration in blood or breath are violations and will be punished.
Delegate Cao Thi Xuan suggested that the Government review, re-evaluate, and evaluate the impact of the implementation of Decree 100 in the past time. "The National Assembly must carefully consider and review the draft law before passing it because the above provisions have a huge impact," said Ms. Xuan.

Regarding the opinion that prohibited acts for drivers participating in traffic should be regulated based on the alcohol concentration in the blood or breath, Ms. Xuan asked: "What concentration must be present to be subject to punishment?". The female delegate requested that the drafting agency report to the National Assembly on the summary of Decree 100.
Also discussing this issue, delegate Vu Xuan Hung (Thanh Hoa delegation) agreed with the regulation that absolutely prohibits drivers from participating in traffic with alcohol in their blood or breath.
According to Mr. Hung, during the review process of the draft law, there are still many different opinions on the regulations on prohibited acts for drivers participating in traffic.
Regarding the first opinion, this delegate said that the draft law stipulates that Decree 100 requires a blood alcohol concentration of 0. This is aimed at reducing traffic accidents. This regulation is agreed upon by the majority of opinions.
Regarding the second opinion, delegate Vu Xuan Hung said many opinions suggested that prohibited acts for drivers participating in traffic under the 2008 Road Traffic Law should be regulated according to the alcohol concentration ratio in blood or breath.
According to the delegate, through a survey of 177 countries in the world on regulations to prevent the harmful effects of alcohol, 25 countries have regulations on blood alcohol concentration or breath alcohol concentration of 0. Thus, drinking alcohol and having alcohol concentration in breath is a violation. The remaining countries have different regulations on prohibited behaviors with different blood alcohol concentration and breath alcohol concentration ratios .
