Ho Chi Minh City Department of Transport supports the investment, renovation, maintenance and upkeep of 7 roundabouts combined with the purpose of promoting traffic safety.
The HCM City Department of Transport has just sent a document to the Department of Culture and Sports and the HCM City Football Joint Stock Company regarding investment, renovation and maintenance of 7 roundabouts to serve traffic safety propaganda.
Specifically, the Democracy Square roundabout; Cong Hoa six-way intersection; Le Duan – Pham Ngoc Thach intersection; Phu Lam roundabout; Phu Lam ship nose roundabout; Hoa Binh roundabout; Ly Thuong Kiet – Lac Long Quan roundabout.
Based on the proposal to invest in and renovate 7 roundabouts of Ho Chi Minh City Football Joint Stock Company, the Department of Transport said it supports the investment, renovation, maintenance and upkeep of roundabouts combined with the purpose of promoting traffic safety.
However, to ensure the most effective implementation of traffic safety propaganda and advertising (if permitted) at these locations as well as to ensure traffic safety and order, the Department of Transport requests that Ho Chi Minh City Football Joint Stock Company contact the Department of Culture and Sports for comments on propaganda and advertising and to comply with regulations.
At the same time, this company must comply with the regulations of the Ho Chi Minh City People's Committee on the management and temporary use of roads and sidewalks and pay fees when using roads and sidewalks for propaganda purposes.

Considering that the area of these roundabouts has a high traffic volume and density, the Department of Transport also noted that the operating time of LED screens at these locations must be suitable for the traffic characteristics of each intersection. During peak hours (morning from 6 to 9 am and afternoon from 4 to 7 pm), only static images for propaganda purposes will be prioritized.
The time frame from 10pm to 6am needs to increase propaganda and warnings about traffic safety, administrative violation penalties, "don't drive after drinking"...
In addition, do not display videos, moving images, or images with continuously changing brightness in a short period of time with high glare, which can reduce attention, affect vision, and the ability to observe of traffic participants, potentially causing accidents.
The Department of Transport also requires ensuring vertical and horizontal clearance of the pillars, LED screens do not obscure the road traffic signal system, do not obscure the vision of vehicle drivers...
