At the online conference on primary school enrollment and high school graduation exam 2025, organized by the Ministry of Education and Training on the afternoon of March 28, Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, informed that after a month and a half of implementing Circular 29, the number of centers with the function of teaching and learning in Hanoi and registered businesses increased significantly. According to initial statistics, up to this point, Hanoi has about 15,000 centers and businesses providing teaching and learning in Hanoi.
According to the Director of the Hanoi Department of Education and Training, through surveys and inspections at the commune and ward levels, the fee for extra classes, although voluntary, is much higher than before.
The current difficulty is that we do not have sanctions to handle violations related to extra teaching and learning. Therefore, the head of the capital's education sector requested that the Ministry of Education and Training soon issue specific instructions for implementation.
In addition, according to Mr. Cuong, a problem that has arisen after more than 1 month of implementing Circular 29 is that the pressure of time and resources for inspection at the commune level is very difficult, and the number of people performing the task is very small.
Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that with Circular 29, the industry agreed to implement it. Currently, the Department of Education and Training of Ho Chi Minh City has organized more than 11 inspection teams to inspect more than 31 schools from primary to high school.
The city recorded the number of tutoring units at the time of implementing Circular 29 at about more than 10,000.
Of which, 93% of schools here have switched to teaching 2 sessions/day. With the high rate of schools teaching 2 sessions/day, Mr. Quoc hopes that the Ministry of Education and Training will have specific instructions to unify and create favorable conditions when implementing Circular 29.
Mr. Quoc proposed that to ensure fairness and transparency in extra teaching and learning, it is necessary to comprehensively implement testing and evaluation work, because there are still some schools that use scores to require students to participate in extra classes.

"Teaching and learning extra is no longer a pre-order, but an order of the whole industry"
Deputy Minister of Education and Training Pham Ngoc Thuong emphasized that the Ministry of Education and Training is implementing the spirit of not encouraging extra learning and teaching by any means.
With “5 no’s” and “4 promote”, the Ministry of Education and Training will persistently implement. The Ministry of Education and Training will summarize all opinions, absorb them, and in May will issue instructions for the Circular regulating extra learning and teaching.
According to the Deputy Minister, to effectively implement this Circular, the Ministry of Education and Training has established a channel for receiving and reflecting, including receiving petitions from parents about the disguised forms of extra classes and tutoring, and reporting, verifying, and handling them.
“We welcome the units and departments that have been determined, in the spirit of not beating the drum and giving up, working resolutely and regularly. For the Departments of Education and Training, we suggest that teachers, having done well, having done resolutely, need to do even better, such as Circular 29 to create consensus, unity, benefits, and remove obstacles and difficulties. With the spirit of reviewing and amending to manage this work better and in line with the goals,” said the Deputy Minister.
Deputy Minister of Education and Training Pham Ngoc Thuong requested the Departments of Education and Training to advise the Provincial People's Committees to soon issue guidelines in accordance with the spirit and responsibility of the localities. Ending extra teaching and learning is no longer a draft order, but must become an order of the entire sector.
"That is an order of responsibility, an order for the quality of students, an order to educate students to develop comprehensively, an order to implement the 2018 General Education Program, according to the direction of the Party, State and Central Committee, bringing education back to the inherent principles of education, giving back childhood to students," said Deputy Minister Thuong.
He also requested that the Departments of Education and Training need to be determined and strict with violations, not to be lax or compromise. He requested that the Departments strictly implement the Prime Minister's telegram and well implement Circular 29, which brings very good humanistic values and benefits to the common good.
Criticize 19 provinces and cities for not reporting on extra teaching and learning
Dr. Thai Van Tai, Director of the General Education Department (Ministry of Education and Training), said that currently, there are 4 provinces nationwide that have regulations on extra teaching and learning, including: Long An, Ca Mau, Hai Duong, and Binh Duong.
Nationwide, 44 provinces have reported, and the Ministry has severely criticized 19 provinces that have not reported on the implementation of extra teaching and learning.
Regarding the shortcomings, the Ministry of Education and Training assessed that there are still some managers and teachers who are insiders who do not fully understand the regulations and spirit of Circular No. 29, so when propagating the contents of the circular, they are not coherent and clear. In addition, the slow issuance of guiding documents by localities has caused confusion in implementing regulations on extra-curricular teaching, so some teachers who need to teach extra classes are confused and worried.
