63 localities complete the integration of public service portals and electronic one-stop systems

The integration of public service portals and electronic one-stop systems of localities helps officials and civil servants process administrative procedure files conveniently, thereby minimizing slow and late processing.

Taking people and businesses as the center of service

The project to innovate the implementation of the one-stop shop and inter-connected one-stop shop mechanism in handling administrative procedures approved by the Prime Minister in March 2021 clearly identified the viewpoint: " Taking people and businesses as the center of service; The satisfaction of people and businesses is a measure of the quality and effectiveness of service of cadres, civil servants, public employees and competent agencies in handling administrative procedures under the one-stop shop and inter-connected one-stop shop mechanism; Meeting the goals and requirements of administrative reform, especially the reduction and simplification of administrative procedures through the application of IT".

One of the objectives set out in the above Project is to merge the public service portal with the electronic one-stop information system at the ministerial and provincial levels to create a unified and interconnected administrative procedure settlement information system between all levels of government from central to local.

In recent times, in documents urging the implementation of measures to improve the quality and efficiency of providing and using online public services, the Ministry of Information and Communications - in its role as the standing agency of the National Committee on Digital Transformation - has continuously reminded and guided on the task of building an information system to handle administrative procedures, on the basis of merging the public service portal and the electronic one-stop system.

Assessing the development of digital government, simplification of administrative procedures, and provision of online public services to people and businesses in May 2024, the Ministry of Information and Communications stated that the provision of online public services to people and businesses continued to be promoted with 80.53% of administrative procedures provided as online public services, of which 47.79% of administrative procedures were provided as full-process online public services.

In the document urging the implementation of Project 06 and the key administrative procedure reform plan for 2024, the Government Office also stated that recently, ministries, branches and localities have made efforts to promote administrative procedure reform, improve the quality of service for people and businesses in performing administrative procedures and providing public services.

Notably, to date, 63/63 localities have completed the consolidation of the public service portal and the electronic one-stop system into the Provincial Administrative Procedure Information System.

Along with that, 61/63 localities have completed connecting the electronic data management warehouse of individuals and organizations on the provincial administrative procedure settlement information system with the electronic data management warehouse of the National Public Service Portal. This is to share and reuse digital data to serve the implementation of administrative procedures and the provision of public services.

The rate of reuse of digital data of ministries and provinces is still low.

However, the Government Office also said that through monitoring and synthesis, there are still some tasks that have not been completed on schedule or the implementation results are not high. Specifically, 9/22 ministries and branches have not ensured information safety and security to connect and share data between the administrative procedure settlement information system at the ministry level and the National Population Database; 4 ministries and branches have not completed the publication of the list of administrative procedures under their management that are eligible to perform full-process online public services; the reuse rate of digitized data information is still low, more than 10.3% for localities and 1.13% for ministries and branches.

To continue improving the effectiveness of administrative procedure reform, serving people and businesses, on June 4, the Government Office requested 9 ministries and branches including: Industry and Trade; Education and Training; Planning and Investment; Science and Technology; Natural Resources and Environment; Labor, War Invalids and Social Affairs; Agriculture and Rural Development; Health; Ethnic Committee to urgently complete the upgrading and completion of the information system for handling administrative procedures at the ministerial level to meet the regulations in Decree 107 dated December 6, 2021 of the Government and the connection and sharing of data with the National Population Database.

Along with requesting 11 ministries, branches and 2 provinces of Bac Lieu and Phu Yen to complete connecting the electronic data management warehouse of organizations and individuals on the administrative procedure settlement information system at the ministry/province level with the data management warehouse on the National Public Service Portal, the Government Office also reminded 7 ministries to complete the restructuring of the process of providing 12 online public services on the National Public Service Portal in accordance with the Prime Minister's direction.

In addition, the Government Office also requested the People's Committees of 26 provinces and centrally-run cities to complete the connection and integration between the provincial administrative procedure settlement information system with the tax database and the National Public Service Portal. The purpose is to provide online payment services for financial obligations in the implementation of land administrative procedures for enterprises.

According to data from the Ministry of Information and Communications, by the end of May 2024, ministries, branches and localities had completed the implementation of 43/53 essential public services; more than 96% of administrative procedure handling information systems of ministries, branches and localities were connected to the system for monitoring and measuring the level of service provision and usage, also known as the EMC system.
