To continue implementing and maximizing the effectiveness of the one-stop and one-stop mechanism in handling administrative procedures, Ninh Binh province has implemented many solutions and initiatives to improve the quality of handling administrative procedures.
Innovation and modernization of the administrative system
One of the outstanding solutions to maximize the effectiveness of the one-stop and one-stop mechanism is that Ninh Binh province has issued the Regulations and organized the operation of the Public Administration Service Center; 100% of the People's Committees of districts, cities and each agency have also issued the Regulations on organizing the operation of the One-stop Department under their management function to serve the reception and settlement of administrative procedures (TTHC).
Up to now, 18/18 departments, branches and 2 central agencies in the area (Provincial Police, Provincial Social Insurance) have received and resolved administrative procedures centrally at the Provincial Public Administration Service Center; 8 district-level One-Stop Units and 143 commune-level One-Stop Units. 100% of One-Stop Units at all levels have received, digitized and stored records in resolving administrative procedures in accordance with regulations. According to statistics, in the first quarter of 2024, departments, branches and localities in the province have received 112,239 records, of which 99.97% were resolved on time and before the deadline; only 0.03% were overdue; 5,853 records are being processed within the deadline.
Determining that the innovation and modernization of the administrative system must have a synchronous and leading information technology infrastructure. Therefore, in recent times, the province has invested in and upgraded the equipment to serve the operations of the One-Stop Department at all levels. Up to now, the whole province has a total of 5,511 computers, 1,659 printers, and 326 scanners. With the above number of devices, it has basically met the requirements for receiving and handling administrative procedures. The province's information system for handling administrative procedures is regularly reviewed and upgraded, and currently meets the requirements for digitizing records and results of handling administrative procedures according to regulations.
The innovation of management organization, connection, and data sharing to serve the simplification of preparation, reception, and settlement of administrative procedure records under the one-stop and one-stop mechanism has also been of interest. In particular, the Provincial People's Committee has developed a Plan to implement the Project to innovate the implementation of the one-stop and one-stop mechanism in settling administrative procedures, associated with digital transformation in the provision of public services in Ninh Binh province and has set specific targets, objectives, and roadmap for implementation.
Currently, the Ninh Binh Provincial Administrative Procedures Information System has been deployed and maintained stable and effective operations for 172 agencies and units in the province; the complete list has been updated and the provincial administrative procedure settlement process has been made public on the System. The Ninh Binh Provincial Administrative Procedures Information System has opened 20 information fields to look up and authenticate information in the national population database to serve the reception and settlement of administrative procedures. The number of administrative procedure records that have exploited population data to serve electronic identification and authentication is more than 51,400 records.
Regardless of administrative boundaries
Ninh Binh is one of the three provinces that connected the earliest in the country with the database system and specialized software of the Central Ministries and branches. According to statistics, currently, the Provincial Administrative Procedures Information System has connected with 19 databases and specialized software such as: National population database; National database on business registration; System for granting codes of units related to the budget; Information system for managing shared electronic catalogs of state agencies serving the development of Vietnam's e-Government... The Provincial People's Committee is continuing to direct the completion of the connection with a number of databases such as: Connection with the VneID Identification System; connection with the National Information System on Business Registration; interconnection with the Public Service System for changing driving licenses.
The interconnection of the database system is an important basis for Ninh Binh province to expand the reception and settlement of administrative procedures in a direction that is not dependent on administrative boundaries on the basis of applying information technology in implementing the one-stop, one-stop mechanism. Currently, the Provincial People's Committee has deployed 8 administrative procedures to receive and settle regardless of administrative boundaries such as: Procedures for certifying contracts and transactions related to assets that are movable property, land use rights and housing; Procedures for certifying wills; Procedures for certifying documents refusing to receive inheritance; Procedures for certifying documents on the division of inheritance where the inheritance is movable property, land use rights and housing; Procedures for certifying copies from original documents and papers issued or certified by competent agencies and organizations of Vietnam; Procedures for certifying signatures in documents and papers (applicable to both cases of fingerprint certification and cases where the person requesting certification cannot sign or fingerprint); Procedures for notarizing amendments, supplements, and cancellations of contracts and transactions; Procedures for issuing certified copies of originals of notarized contracts and transactions.
It is noteworthy that the Provincial People's Committee selected 28 public services under the jurisdiction of departments, branches and sectors to pilot a number of services that do not accept paper documents, and some days do not accept paper documents. The results so far have received 12,656 online documents (no paper documents accepted), reaching 66.3% of the number of documents arising, thereby contributing to improving the efficiency of using online public services, gradually improving the quality and efficiency of operations, creating satisfaction for people and businesses when implementing administrative procedures.
