Continuing the program of the 17th Session, the 18th term People's Council of Ha Tinh province, this afternoon (December 7), delegates continued the question and answer session.

Opening the question and answer session on the afternoon of December 7, conveying the issue that many voters are interested in, Secretary of the Provincial Party Committee - Chairman of the Provincial People's Council Hoang Trung Dung asked the "commander" of the Construction sector: Up to now, the Ha Tinh Provincial Planning for the period 2021 - 2030, with a vision to 2050, has been approved for more than a year. How have the specialized departments, the Department of Construction and other specialized departments implemented the steps to realize the planning?

Answering questions from the meeting chair and voters, Director of the Department of Construction Nguyen Quoc Ha said: The planning of Ha Tinh province for the period 2021 - 2030, with a vision to 2050, was approved by the Prime Minister on November 8, 2022. The approved planning is considered a "railway", along with the Resolution of the 19th Provincial Party Congress for departments, branches and localities to implement the planning contents from now until 2030 with a vision to 2050.

As a specialized sector, identifying the realization of the provincial planning as the most important task, the Department has included this content in the framework program and plan for implementing the tasks of the construction sector; focusing on and coordinating with relevant departments and sectors to complete the draft Plan for implementing the Provincial Planning, currently seeking comments from ministries and sectors before submitting it to the Prime Minister for approval. The Department has also actively issued documents directing, propagating, and disseminating the planning contents to cadres, party members, and workers in the sector...

Director of Department of Industry and Trade Hoang Van Quang answered the chairman's question

Responding to questions about the promotional program "Proud of VinFast homeland" implemented in Ha Tinh and solutions to promote the program "Vietnamese people prioritize using Vietnamese goods", Director of the Department of Industry and Trade Hoang Van Quang said: In recent years, the entire political system, from the provincial level to localities, has deployed many synchronous solutions to carry out the campaign "Vietnamese people prioritize using Vietnamese goods" launched by the Politburo. The Provincial People's Committee and the Department of Industry and Trade have directed the promotion of products produced in the province, achieving many practical results, receiving the approval and support of many businesses and people.

VinFast Trading and Service Company Limited - the distributor of Vinfast cars in the area has implemented many promotional programs for Ha Tinh consumers, including the program "Proud of VinFast homeland" in 2021; in 2022 - 2023, there are many discount policies for buyers of electric cars and electric motorbikes such as 3% discount on electric cars, 25% discount on electric motorbikes for teachers, officials and employees working in the education sector; 3 - 5% discount on electric cars, 25% discount on electric motorbikes for monks and lay people of the Vietnam Buddhist Sangha.

Along with the discount program, Vinfast also has a customer care policy, discounting spare parts and equipment for Ha Tinh people.

This promotion program was supported and highly appreciated by Ha Tinh people with 2,500 electric cars and 1,300 electric motorbikes of Vinfast sold in the area.

Regarding the field of culture - sports and tourism, delegate Nguyen Thi Nguyet - Secretary of Thach Ha District Party Committee requested the head of the Department of Culture, Sports and Tourism to clarify the current situation of the tourism industry and solutions for the coming time?

Responding to the concerns of delegates, Director of the Department of Culture, Sports and Tourism Bui Xuan Thap said that Ha Tinh tourism has had a positive recovery and development; tourism indicators have increased significantly compared to the plan. Director of the Department of Health Nguyen Minh Duc replied: Previously, the procurement of medical supplies and equipment encountered many difficulties due to regulations in procurement and bidding. However, recently, the central ministries and the provincial People's Committee have issued policies, mechanisms, and guiding documents to remove the obstacles, so there are not many obstacles. In particular, currently, medical drugs have met the needs of medical examination and treatment and short-term prevention in the area.

The “Commander” of the health sector replied: The type of cosmetic service provision is not a type that requires a license to operate, but must have documents proving that it meets the conditions for operation. Currently, in the province, there are the Provincial General Hospital and Ha Tinh General Hospital licensed to provide cosmetic examination and treatment, and 123 facilities have announced their registration for cosmetic service activities.

From 2020 to present, authorities have inspected 28 cosmetic service establishments, fined 4 establishments, and required 7 establishments to stop operating because they did not meet the requirements.

The Director of the Department of Health affirmed: The potential risk of insecurity as delegates and voters worry about is real. Therefore, it is recommended that competent authorities issue stricter regulations; strengthen inspection and examination, resolutely handle violating establishments and widely publish information about violations; direct localities and units to strengthen the management of medicine and pharmacy in the area, including cosmetic services.

Answering the question of delegate Thai Van Sinh (Deputy Head of the Culture - Social Committee of the Provincial People's Council) about "How has the situation of spam messages, spam calls, and online scams that cause public outrage been handled and prevented?", Director of the Department of Information and Communications Dau Tung Lam said: Previously, because network operators, agents, and businesses were racing for sales, they registered a large number of SIM cards and sold them in bulk to the market without registering user information.

Some bad guys have taken advantage of buying and using (not the owner, or not registered) to send messages to scam, harass, and insult the reputation and honor of organizations and individuals. This situation happens a lot, nationwide, even many scammers are abroad.

Faced with this situation, the Ministry of Information and Communications has established a hotline (Call Center 5656) to receive feedback and reports on spam messages and calls with the purpose of fraud and harassment for timely handling. The Ministry of Information and Communications has also issued regulations on handling the responsibility of network operators if they allow the sale of SIM cards without the owner's name.

In Ha Tinh, the Department of Information and Communications has also coordinated with the provincial police and other relevant departments and agencies to strengthen information and propaganda work to inform people about the tricks and activities of online scammers to minimize damage to people. In addition, the department also requires network operators and agents to remove unauthentic information to prevent this.

Director of Department of Labor, Invalids and Social Affairs Nguyen Tri Lac answered questions from delegates

Questioning Director of the Department of Labor, Invalids and Social Affairs Nguyen Tri Lac, delegate Dao Thi Anh Nga asked about state management of enterprises operating in the fields of export and labor.

Answering questions from interested delegates, Director of the Department of Labor, Invalids and Social Affairs Nguyen Tri Lac said: Currently, Ha Tinh has over 76,191 people working, studying and living abroad - one of the three provinces with the highest number of people living and working abroad under contract in the country.

In the first 11 months of 2023 alone, the whole province had 12,205 workers going abroad to work under contracts in 31 countries and territories, mainly concentrated in markets such as Taiwan, Japan, Korea, Hungary, and Poland.

In the province, there are 3 enterprises licensed by the Ministry of Labor, Invalids and Social Affairs to send workers to work abroad for a limited period of time and 20 enterprises licensed by the Department of Labor, Invalids and Social Affairs to provide employment services under the authorization of the Provincial People's Committee. In addition, every year, more than 20 enterprises exporting labor from other provinces register to recruit local workers to work abroad under contracts.

Through inspection, it was found that over 25% of organizations and individuals could not provide licenses for labor export consultancy activities issued by competent authorities. To overcome the above situation, in the coming time, the Department recommends that departments, branches and localities promote information and propaganda work on sending workers to work abroad under contracts; provide foreign language training, vocational skills, career orientation for workers, create a quality supply source to participate in the labor market; improve the capacity of the Ha Tinh Employment Service Center in consulting and supporting sending workers to work abroad under contracts. In addition, strengthen inspection, examination, supervision and evaluation of sending workers to work abroad under contracts to have effective solutions.
