After 2.5 days of urgent and serious work with a spirit of solidarity, democracy and high responsibility; The 24th session of the 18th Provincial People's Council has completed all the contents and programs set out.

Based on the reports and submissions of the Provincial People's Committee; reports of the Standing Committee of the Provincial People's Council, the Provincial People's Council Committees; reports of the People's Procuracy, the People's Court, the Provincial Civil Judgment Enforcement Agency; Report on the results of the 8th Session of the 15th National Assembly of the Provincial National Assembly Delegation; announcement of the Provincial Vietnam Fatherland Front Committee on the work of the Front participating in government building and synthesizing voters' opinions and recommendations sent to the session; the Provincial People's Council spent time discussing and giving opinions on the contents presented at the session; through the discussion, there were many profound opinions, with a high sense of responsibility and many concerns about the development of the province; the opinions expressed not only reflected the practical issues raised, as well as reflected the opinions and aspirations of voters, but also proposed and recommended solutions to overcome difficulties and limitations, to implement the goals and tasks of socio-economic development, management and operation of government agencies in the coming time.

At this session, performing its supervisory function, the Provincial People's Council directly questioned and answered questions on 3 groups of issues: (1) Questioning the Director of the Department of Planning and Investment on the progress of implementing a number of direct investment projects, especially large-scale, key projects of the province, which are still slow and have not met the set progress requirements. (2) Questioning the Director of the Department of Natural Resources and Environment on the environmental pollution caused by production and livestock farming that still occurs in a number of localities; the overload situation at many landfills in the province; the slow progress of implementing projects to treat domestic solid waste. (3) Questioning the Director of the Department of Information and Communications on digital transformation, application of information technology in State management, development of the digital economy in a number of sectors and fields; misinformation and fake news on the media are still widespread and have not been thoroughly handled.

During the question and answer session, 19 delegates raised questions, and the Department Directors and Vice Chairman of the Provincial People's Committee answered and clarified the issues raised by the delegates. The question and answer session took place in a democratic, frank, responsible atmosphere, with a highly constructive spirit; focusing on clarifying the current situation, causes, and responsibilities of relevant agencies, organizations, and individuals, and proposing solutions to remove difficulties, overcome shortcomings, and limitations.

At the meeting, based on the opinions and questions of the delegates, the Chairman of the Provincial People's Committee spoke to clarify the direction and administration of the Provincial People's Committee, the results of the implementation of tasks in 2024 and measures to direct and implement tasks in 2025.

Also at the meeting, the Provincial People's Council reviewed and voted to pass 38 resolutions, deciding on many important contents for 2025 and the following years.

In 2024, in the context of many difficulties and challenges; however, with the attention, leadership and direction of the Provincial Party Committee, the Provincial People's Council, the proactive and flexible management of the Provincial People's Committee and the active and responsible participation of all levels, sectors, the Fatherland Front, organizations, the companionship and efforts to overcome difficulties of the business community and all classes of people, our province has achieved comprehensive results in all fields. The economy grew highly; agriculture developed quite comprehensively, with good harvests and prices; many key industrial products maintained stable production and increased output; service sectors grew well; budget revenue reached the highest level ever. Social culture changed progressively; the quality of comprehensive education was improved, key education and high-performance sports remained in the leading group of the country. Successfully organized many major political and cultural events that had a widespread impact on society; Proactively take the lead in implementing the campaign "Supporting housing construction for poor households, policy households, and households with housing difficulties". National defense and security are maintained, social order and safety are ensured.

Excited with the results achieved, but with a frank and open-minded spirit, the Provincial People's Council recognized that there are still shortcomings and limitations that need to be promptly overcome, namely: The implementation of public investment plans in some localities and investors has not met the requirements. The progress of some key traffic projects, projects in the fields of culture, tourism, industry, infrastructure of industrial parks, industrial clusters, domestic waste treatment projects... is still behind schedule. Environmental pollution due to production and livestock farming still occurs in some localities and enterprises. The granting of land use right certificates to people in some localities is still slow. The situation of surplus and shortage of teachers has not been overcome. Some district-level hospitals and hospitals in mountainous areas have difficulty implementing the financial autonomy mechanism. The political security situation, social order and safety still have potential factors causing instability. Discipline and administrative discipline in the performance of public duties are not strict in some places; Some cadres, civil servants and public employees have limited capacity, lack enthusiasm, are afraid of responsibility, push things around, avoid work, work half-heartedly, and cause trouble in solving problems.

Based on the limitations and weaknesses that have been pointed out, the Provincial People's Council requires the heads of sectors, localities, agencies and units to seriously learn from experience and have quick solutions to overcome shortcomings, limitations and weaknesses, creating clear changes in each sector, field and locality.

The year 2025 is of special importance, a year of breakthrough to strive to complete the goals and tasks of the Resolution of the 19th Provincial Party Congress and the 5-year Socio-Economic Development Plan 2021 - 2025.

Closely following the direction and tasks for 2025, based on Resolution No. 18NQ/TU, dated December 5, 2024 of the Provincial Party Committee; The Provincial People's Council highly agrees with the general goals, specific targets and main tasks and solutions to implement the Socio-Economic Development Plan for 2025 as proposed by the Provincial People's Committee; at the same time, emphasizing the following key tasks:

Firstly, focus on leading and directing the development and promulgation of legal documents under the authority of the Provincial People's Council and People's Committee according to the provisions of law, in order to create a legal corridor for State management in all sectors and fields, meeting the requirements of socio-economic development and resolving administrative procedures for people and businesses; especially the promulgation of legal documents to specify newly promulgated laws such as: Land Law, Housing Law, Real Estate Business Law, Property Auction Law, etc.

Second, for the sustainable development of the province, in 2025, all levels and sectors from the province to the grassroots must take drastic actions to remove difficulties to quickly implement non-budget investment projects, production and business projects, infrastructure projects of industrial parks, industrial clusters, tourism infrastructure, services... that have been approved for investment; as well as direct the settlement of land use fees for projects that have been allocated land, leased land... to create conditions for businesses to implement investment, soon put these projects into production and business, create new sources of revenue for the provincial budget, solve jobs for workers, and create an attractive environment for attracting investment to the province.

At the same time, it is necessary to focus on directing the acceleration of investment policy approval and selection of investors to implement new projects, such as: Nghi Son LNG Power, infrastructure investment in WHA Smart Technology 2 Industrial Park, Western Industrial Park of Thanh Hoa City, Vietnam - India High-Tech Pharmaceutical Industrial Park Phase 1... Review and resolutely revoke projects that are behind schedule, causing waste, and violating legal regulations.

Third, continue to review and complete the medium-term public investment plan for the period 2026-2030 to submit to competent authorities, clearly defining principles, criteria, and arranging priority order of capital allocation with focus and key points to start new important works and projects, with inter-regional nature, with spillover effects, creating momentum to promote socio-economic development of the province and inter-district areas; not to allocate capital widely, ensuring effective use of capital, avoiding loss and waste. In 2025, temporarily stop allocating capital from the budget to invest in and repair headquarters of agencies subject to merger, streamlining the apparatus according to the policy of the Central Government and the Standing Committee of the Provincial Party Committee.

In the medium-term public investment plan for the period 2026-2030, it is also necessary to review and propose to continue allocating investment capital for traffic, irrigation, and other essential infrastructure projects... which are key projects of the province, currently invested but still unfinished or stopped at phase 1... to continue allocating investment capital, putting the projects into operation, avoiding waste.

Fourth, continue to develop agriculture in the direction of concentrated, large-scale, high-value-added commodity production; clean, organic production, ecological agriculture, circular agriculture, creating high-quality, valuable agricultural products that are safe for human health and protect the environment. In the immediate future, by 2025, the agricultural sector needs to advise on building clean agricultural production areas and organic agriculture in the province, clearly defining the scale of area and quantity of each type of production for direction. At the same time, propose policy mechanisms to promote organic agricultural production in the province.

Fifth, improve the quality of cultural, educational and medical activities; focus on solving the shortage of teachers in the province; promptly study and remove difficulties in financial autonomy for public hospitals in 11 mountainous districts, especially highland districts, creating conditions for hospitals to maintain operations, serving the medical examination and treatment needs of ethnic people. Carry out well the work of job creation, poverty reduction, ensuring social security; speed up the progress of housing construction for poor households, policy households, and households with housing difficulties in the province, in the spirit of Directive No. 22-CT/TU of the Provincial Party Standing Committee.

Sixth, focus on leading, directing, and perfecting the organization, the political system, and making it lean, strong, and effective in operation according to the direction of the Central Committee. The process of arranging and perfecting the apparatus must focus on directing the smooth resolution of tasks, not interrupting work, and creating favorable conditions for people and businesses in production and business.

Tighten discipline, administrative discipline and responsibility of cadres and civil servants in implementing and solving work, especially the responsibility of leaders. Resolutely overcome the situation of talking but not doing, saying and leaving it there; eliminate the mindset of easy to do, hard to give up, overcome the disease of pushing, avoiding, and beating around the bush in solving work for people and businesses.
