8 key tasks to accelerate and break through

Speaking to receive and explain the opinions and recommendations of the Provincial People's Council delegates and voters at the 24th Session of the 18th Provincial People's Council, on behalf of the Provincial People's Committee, Chairman of the Provincial People's Committee Do Minh Tuan respectfully thanked the Provincial People's Council, the Standing Committee of the Provincial People's Council and the Committees of the Provincial People's Council for always paying attention, accompanying, supporting, closely and effectively coordinating with the Provincial People's Committee, departments, branches and localities to promptly institutionalize the policies and directions of the Central Government and the Provincial Party Committee; remove difficulties, obstacles, institutional bottlenecks, decide on important issues, create momentum to promote the socio-economic development of the province. Thank the Provincial People's Council delegates, compatriots and voters in the province for being proactive, accompanying the Provincial People's Committee, highly appreciating the direction and administration of the Provincial People's Committee and all levels and branches; at the same time, frankly pointing out the limitations and shortcomings, contributing many dedicated, valuable and responsible opinions for the development of the province.

In his speech accepting and explaining opinions and recommendations, Chairman of the Provincial People's Committee Do Minh Tuan once again emphasized the results achieved in the province's socio-economic development in 2024. At the same time, he stated: The results achieved are very important, creating momentum and strength for us to confidently enter the implementation of the goals and tasks of 2025; creating peace of mind and trust of the people in the leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee and Party committees and authorities at all levels.

However, in addition to the achieved results, with the spirit of frankness, openness, and responsibility to voters and people in the province, the Provincial People's Committee has analyzed, evaluated and determined that in 2024, there will still be 6 groups of limitations and weaknesses, which have been stated very specifically and in detail in the report of the Provincial People's Committee, the supervision report of the Provincial People's Council and the limitations and weaknesses that the delegates have commented on, supplemented and analyzed.

Immediately after this meeting, the Provincial People's Committee and the Chairman of the Provincial People's Committee will direct the development of a specific plan to overcome the limitations and weaknesses; in which tasks and solutions are clearly defined, specific assignments are made to leaders of sectors, units and localities to directly direct the implementation, clearly define the products and completion time; and take the results of overcoming limitations and weaknesses as the basis for commenting and evaluating the level of task completion of sectors, localities and units.

Regarding the socio-economic development plan for 2025, the Chairman of the Provincial People's Committee stated: Based on analysis, forecast, and comprehensive assessment of opportunities, advantages, difficulties, and challenges in 2025, the Provincial People's Committee has developed and submitted to the Provincial People's Council at this session for consideration and approval of the socio-economic development plan, ensuring national defense and security in 2025 of the province, in which the general goals, 25 main targets and 10 groups of tasks and specific solutions have been identified for implementation.

The Chairman of the Provincial People's Committee emphasized: 2025 plays a particularly important role, is a year with many important events of the Party, the country, and the province, is the year of completion, deciding the results of implementing the Resolution of the 19th Provincial Party Congress, term 2020 - 2025 and the 5-year Socio-Economic Development Plan 2021 - 2025. Besides the basic advantages, there are still many difficulties, challenges, adversely affecting the implementation of the socio-economic development plan, ensuring national defense and security of the province.

In that context, to ensure the successful completion of the set goals and tasks, the direction and administration of the Provincial People's Committee and the Chairman of the Provincial People's Committee will continue to innovate in a flexible, creative, drastic, specific, focused and key direction; both focusing on directing strategic and long-term tasks to maintain the growth rate and nurture revenue sources for the following years; while paying attention to effectively solving outstanding, urgent and newly arising issues, directing areas with distinct and outstanding advantages to accelerate, make breakthroughs, and create truly clear changes in all areas; specifically in the following 8 key groups of tasks:

Firstly, focus on directing, operating, organizing the drastic, synchronous and effective implementation of tasks and solutions in each sector and field; strive to complete and exceed the goals and tasks of 2025; direct the review and assessment of the implementation of the 5-year plan 2021 - 2025, propose breakthrough solutions in the spirit of "any target that has not been achieved must be determined to be completed, any target that has been achieved must be improved in quality and efficiency", contributing to the successful implementation of the Resolution of the 19th Provincial Party Congress, term 2020 - 2025.

Second, direct the review and synchronous completion of institutions, mechanisms and policies; promptly and effectively remove difficulties, obstacles and bottlenecks, do not push or avoid responsibility, unblock resources, create new momentum, and strive together with the whole country.

Third, focus on reviewing and building a "Refined - Lean - Strong - Effective - Efficient - Effective" apparatus in accordance with the direction of General Secretary To Lam; the arrangement of administrative units at district and commune levels, thoroughly ensuring the conditions, after the arrangement, quickly stabilize the organization, operate effectively, and develop. At the same time, prepare well for the election, consolidate, arrange and assign cadres after the Party Congresses at all levels for the 2025 - 2030 term. Strengthen discipline, administrative discipline, enhance the responsibility of leaders and cadres, civil servants and public employees in performing public duties.

Fourth, direct continued improvement of the investment and business environment in a substantial manner; strengthen business support activities; effectively implement measures to manage State budget collection.

Fifth, strongly promote traditional growth drivers, focus on developing new growth drivers; continue restructuring the economy associated with growth model innovation, and enhance economic competitiveness.

Accelerate the disbursement of public investment capital from the beginning of the year, especially for important provincial programs and projects and national target programs. Innovate investment promotion activities in a proactive and selective manner. Promote new growth drivers, especially digital transformation, green transformation and new industries and fields.

Sixth, promote thrift practice and anti-waste according to the direction of General Secretary To Lam; Directive No. 27 dated December 25, 2023 of the Politburo; Official Dispatch No. 125 dated December 1, 2024 of the Prime Minister; Thrift practice and anti-waste program for the period 2021 - 2025 and annually of the province. All levels and sectors must always identify this as a key, urgent, and regular task of the entire political system and the whole society towards the goal of building a "culture of thrift".

Seventh, continue to improve the quality of cultural, educational and medical activities; thoroughly overcome shortcomings and weaknesses, speed up the implementation of cultural and tourism infrastructure projects; improve the quality of comprehensive education; effectively resolve the shortage of teachers and shortcomings in educational management; effectively implement measures to prevent and control epidemics and take care of people's health; direct careful preparation of conditions for welcoming the Lunar New Year of At Ty; ensure that everyone and every household can celebrate Tet joyfully, safely and economically, "leaving no one behind".

Along with that, continue to effectively implement the campaign to support housing construction for poor households, policy households, and households with housing difficulties, ensuring the completion of the set goals. By September 30, 2025, the whole province will have 5,000 poor households, policy households, and households with housing difficulties supported to build and repair houses.

Eighth , strengthen national defense and security, ensure social order and safety, avoid being passive and surprised; resolutely fight and suppress all types of crimes, prevent crimes from increasing; ensure traffic safety; prevent and fight fires and explosions; effectively prevent and fight natural disasters and search and rescue. Promote inspection activities, receive citizens; improve the effectiveness of handling petitions, complaints, denunciations, conflicts and disputes arising right at the grassroots level, prevent complicated cases from becoming hot spots.

Chairman of the Provincial People's Committee Do Minh Tuan said: At this session, the Provincial People's Committee has 36 submissions requesting the Provincial People's Council to consider and issue Resolutions. Up to now, the Provincial People's Committee has found that the delegates have expressed their agreement and high consensus and have no comments or recommendations on the submissions. The Provincial People's Committee would like to accept and highly agree with the examination reports of the Provincial People's Council Committees on the submissions and draft Resolutions. At the same time, it is requested that the Chairman of the session and the delegates of the Provincial People's Council consider and approve the Resolutions on the contents submitted by the Provincial People's Committee to the Provincial People's Council at this session.
