5 Vietnamese agricultural and food products are under control in the EU market

Mr. Ngo Xuan Nam, Deputy Director of the Vietnam SPS National Enquiry Point and Notification Office (Vietnam SPS) said that the Vietnam SPS Office has received from the WTO Secretariat a notification from the European Union (EU) on temporarily strengthening official controls and emergency measures to manage the import of certain goods from some third countries into the EU.

Regarding this announcement, Vietnam has 5 agricultural and food products subject to EU control when exporting to this market.

In Appendix 1, the items subject to border inspection frequency include: bell pepper products with an inspection frequency of 50%; instant noodles with seasoning packets, seasoning powder or sauce with an inspection frequency of 20%. With the above frequency, these two items will remain the same as in 2023.

But in Appendix 1, durian is added with an inspection frequency of 10%.

For Appendix 2, agricultural and food products, in addition to being subject to border inspection frequency, must also provide additional certificates with sample collection and analysis results. Vietnam has two products, okra and dragon fruit, with inspection frequency rates of 50% and 20%, respectively. These two products are also included in the EU's notification for the last six months of 2023.

Thus, compared to the announcement for the last 6 months of 2023, we have 4 items including okra, instant noodles, bell peppers, and dragon fruit that still maintain the same inspection frequency as the previous period. Only durian will have an additional inspection frequency of 10%.

According to statistics from the Vietnam SPS Office, in the last six months of 2023, Vietnam only had three shipments of durian that violated EU regulations. Therefore, the EU has put this item under control.

Mr. Ngo Xuan Nam said that the fact that durian will be subject to a 10% inspection frequency will not have much impact on exports. Because in agricultural trade, border control of agricultural products is normal. Agricultural products and food imported into Vietnam are also subject to control according to Vietnamese law.

According to the General Department of Customs, as of November 2023, Vietnam's durian exports reached nearly 2.2 billion USD, an increase of 4.8 times over the same period in 2022. Besides China, Vietnam's durian exports to the EU increased the most.

Specifically, fresh durian exports to the Czech Republic increased by more than 28,000%, ranking 4th among the countries importing the most durian from Vietnam. In addition, exports to France increased by 32%.

According to EU regulations, every 6 months, the European Parliament and the European Council will meet to consider and propose rules related to the temporary increase/decrease of official controls when importing into the European Union certain food and feed of non-animal origin from certain third countries.
