3 amounts of money schools are allowed to collect from students

Below are the amounts of money the school is allowed to collect from students, parents need to read carefully.


Tuition

Tuition is one of the first amounts of money that schools are allowed to collect from students. According to Clause 3, Article 9, Decree 81/2021, from the 2023-2024 school year onwards, the tuition fee framework will be adjusted at a rate appropriate to the local socio-economic conditions, the consumer price index growth rate, the annual economic growth rate and the people's ability to pay, but not exceeding 7.5%/year.

Accordingly, the People's Committee will submit to the Provincial People's Council to decide on specific tuition fees but not exceeding the prescribed ceiling.

Student health insurance

Decision 595/2017 of Vietnam Social Security stipulates that the health insurance premium for students is currently applied at 4.5% of the basic salary. The school only plays the role of collecting on behalf of the Social Security.

Amount to be paid = 4.5% x 1,800,000 VND x 12 months = 972,000 VND/year. Of which, the actual amount paid by students is 680,400 VND/year because the state budget has supported 30% of the payment.

Uniform

Pursuant to Article 9, Circular 26/2009, the budget for sewing, purchasing, renting, and borrowing uniforms and ceremonial costumes is taken from the school's regular expenditure budget, contributions from students or other legal sources of income and must be publicly disclosed.

Therefore, schools are allowed to collect money for student uniforms and all of this revenue must be transparent.

In addition, there are some fees that are paid according to the agreement between the school and parents such as: Meal fees, boarding care, boarding equipment; school supplies for preschool children; drinking water for students; etc. This fee is applied depending on each locality and unit.

Previously, schools were also allowed to collect tuition fees from students according to Circular 17/2012 of the Ministry of Education and Training promulgating regulations on extra teaching and learning. However, in the content of Circular 29/2024 recently issued to replace the old circular, the Ministry of Education and Training stipulates that schools are not allowed to collect tuition fees from students, and the funding for organizing extra teaching will be taken from the budget.
