28 new communes, wards and towns in Hai Duong prepare to elect leaders

On the afternoon of October 28, Comrade Nguyen Minh Hung, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired a thematic meeting to discuss and review the draft Plan to organize the implementation of the resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Hai Duong province in the period of 2023-2025.

According to the National Assembly resolution, after the reorganization, Hai Duong has 29 new commune-level administrative units. Of which, 28 units will elect leadership positions in early December. Only Kim Xuyen commune (Kim Thanh) will adjust part of the administrative boundary of Quynh Khe 1 village without holding elections.

According to the draft plan, the district-level People's Committee must organize the ceremony to announce the resolution of the National Assembly Standing Committee before November 30. The district-level People's Committee must direct specialized agencies to coordinate with the provincial police to complete the engraving of the seal of the new commune-level administrative unit before November 25; and hand it over to the units on December 1.

On the morning of December 1, the People's Councils of communes, wards and towns held a meeting to elect the positions of Standing Committee of the People's Council and leaders of the People's Committee.

Deputy Standing Committee of the Provincial Party Committee's Organization Board Pham Manh Hung spoke to clarify some contents related to the organization of the new commune-level administrative apparatus.

Based on the plan for arranging and assigning cadres, civil servants, and non-professional workers in the new commune-level administrative unit, which has been agreed upon by the Standing Committee of the district-level Party Committee, the Chairman of the district-level People's Committee decides on personnel to complete key commune-level cadre positions in a timely manner when the new commune-level administrative unit is formed.

The Chairman of the District People's Committee directs the new Commune People's Committee to arrange and assign civil servants and part-time workers in the new commune-level administrative unit according to the orientation and plan of the Standing Committee of the District Party Committee.

Localities shall implement policies and regimes for redundant cadres, civil servants and part-time workers during the arrangement according to current regulations of the Government and the province.

Comrade Do Huy Chinh, Deputy Director of the Department of Home Affairs, presented the draft plan to organize the implementation of the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units in Hai Duong province for the period 2023 - 2025.

The District People's Committee coordinates with the Provincial Police and relevant agencies and units to direct the implementation of contents on renaming agencies, units and organizations with names associated with the names of commune-level administrative units that are arranged to operate with the prescribed names to come into operation from December 1.

The relevant district-level authorities and commune-level People's Committees shall deploy and guide individuals and organizations to carry out procedures for converting relevant documents. Implementation time is from December 1.

The district-level People's Committee directs communes, wards and towns to arrange and manage all assets and facilities in their original state after handover; strictly prohibits auctioning, leasing or transferring assets and facilities without the consent and approval of competent authorities...

Chairman of Gia Loc District People's Committee Vu Van Cap spoke and requested clarification on policies for cadres, civil servants, and part-time workers who retire early when implementing the rearrangement.

After listening to the opinions of the delegates at the meeting, Comrade Nguyen Minh Hung, Vice Chairman of the Provincial People's Committee requested the Department of Home Affairs to fully absorb the opinions of the delegates; seek the opinions of the Ministry of Home Affairs to unify the level of organization of the resolution announcement ceremony.

Departments, branches and sectors review the instructions based on the updated documents and new instructions of the vertical sector to promptly guide localities in implementing the arrangement. The provincial police review the regulations to implement the seal carving for new units to ensure consistency and synchronization.

The Provincial People's Committee assigned the Department of Home Affairs to coordinate with departments and branches to issue a press release on the arrangement of commune-level administrative units in the 2023-2025 period to unify and disseminate widely and effectively.

Appoint 2 Vice Chairmen of People's Committee

At the meeting, delegates discussed and gave opinions on the draft report proposing the number of Vice Chairmen of People's Committees at commune-level administrative units for the 2021-2026 term.

Based on the plan to arrange commune-level administrative units for the period 2023-2025 and the current situation of commune-level cadres and civil servants in the province, the Provincial People's Committee proposed that the Standing Committee of the Provincial Party Committee issue a policy allowing the arrangement of a sufficient number of Vice Chairmen of the People's Committee at the commune level according to regulations. Specifically, commune-level administrative units of type I and type II shall arrange 2 Vice Chairmen of the People's Committee at the commune level; commune-level administrative units of type III shall arrange 1 Vice Chairman of the People's Committee at the commune level.

Currently, all type I and type III communes have arranged enough Vice Chairmen of People's Committees. However, in the province, 180/194 type II communes only have 1 Vice Chairman of People's Committee.
