Mr. PTT (39 years old, residing in Tam Ky City, Quang Nam, formerly an employee of the Pharmacy Department - General Hospital of Quang Nam Medical College), representing many staff working at the hospital, sent a petition to the People's Committee of Quang Nam province to resolve the situation of unpaid wages and other debts.

Since January 15, Quang Nam Medical College General Hospital has sent a document to the Quang Nam Provincial People's Committee requesting to temporarily suspend hospital operations. As a result, dozens of staff members have become unemployed.
It is worth mentioning that 22 officers and employees of this hospital have not been paid salaries and allowances from February 2022 to January 15, allowances for the first quarter of 2022 have not been paid, overtime pay for the school years 2018-2019, 2019-2020, 2020-2021...
In addition, welfare money, advanced labor bonus in 2021, protective clothing money in 2020, 2021, 2022... have not been paid yet.
"Most of the staff at Quang Nam Medical College General Hospital have worked here for over 12 years, some have worked for at least 3 years. Many are having a hard time because of family responsibilities and raising young children. Meanwhile, we have not received any salary for the entire year of 2022," a representative of the hospital's employees reflected.
According to hospital workers, they did not receive their salaries last year, so their social insurance was not paid. As a result, some female workers who gave birth in 2022 did not receive maternity benefits in time.
In particular, there are cases where workers do not have health insurance when giving birth, so they have to pay hospital fees themselves. Life is already difficult, but now it is even more difficult for workers, greatly affecting both their physical and mental lives.
For the above reasons, 22 hospital staff have submitted a petition to the People's Committee and the Chairman of Quang Nam province requesting consideration and early decision on appropriate handling for all these workers.
Regarding the questions of hospital staff, Mr. Huynh Tan Tuan - Principal of Quang Nam Medical College, and Deputy Director in charge of the hospital - said that the reason for the hospital's debt in the period from 2016 to 2019 was that the hospital exceeded the ceiling, exceeded the fund source and exceeded the total payment.
Mr. Tuan explained that in the first years of its establishment, the hospital's team of doctors and staff provided attentive and thoughtful care, so many patients came for examination and treatment, leading to exceeding the ceiling and total amount of health insurance examination and treatment.
Regarding the situation of exceeding the ceiling and budget over the years 2016-2020 with the amount of more than 11 billion VND, the hospital has also reported many times to the Social Insurance Agency of Quang Nam province, Vietnam Social Insurance, Quang Nam Provincial People's Committee, Quang Nam Department of Health for settlement, but so far it has not been paid.
However, the hospital has also paid wages, salaries and allowances to employees during the period 2016-2020.
The principal of Quang Nam Medical College said that since 2020, after the Covid-19 pandemic broke out, the number of patients coming for medical examination and treatment has gradually decreased, causing the hospital to lose revenue. Along with that, the hospital was requisitioned as a facility to treat severe Covid-19 cases, leading to a serious decrease in the unit's revenue.
The school has repeatedly worked with the authorities to request compensation for the loss of revenue during the time the hospital was requisitioned for Covid-19 treatment, but has not yet received any support. Therefore, the hospital has no source to pay salaries and wages to workers.
Due to revenue shortfall, on January 15, the school sent a document to the People's Committee of Quang Nam province requesting to temporarily suspend hospital operations to restructure the apparatus and stabilize human resources to continue operations.
"The school commits that after receiving payment from the Social Insurance for the amount exceeding the ceiling and budget from 2016 to 2020, it will direct the hospital to transfer all debts to employees as soon as possible," said Mr. Huynh Tan Tuan.
