20 years of building and developing the heroic homeland of Tay Hoa

Tay Hoa district was established and officially operated from July 1, 2005 on the basis of separating Tuy Hoa district into two districts Dong Hoa and Tay Hoa according to Decree No. 62/2005/ND-CP dated May 16, 2005 of the Government. This land is rich in the tradition of steadfast revolution in two resistance wars, so the district, along with 9/11 communes and towns, were awarded the title of Hero of the People's Armed Forces by the State.

During the war, this place was not only a revolutionary base, but also had many famous historical events and places such as Hoa Thinh commune, which marked the brilliant milestone of the Dong Khoi movement in late 1960, Mrs. Ngo Thi Kinh, famous as "Hoa Dong mother blocking enemy tanks" in mid-1964, the national historical site "Route 5 Victory" which crushed the enemy's strategic retreat from the Central Highlands to the plains after the fall of Buon Ma Thuot, contributing to the great victory of spring 1975, liberating the South and reunifying the country...

In peacetime, the Party Committee, government and people of Tay Hoa district have always been proactive in overcoming difficulties, making breakthroughs in the journey of construction, innovation and socio-economic development. The two communes of Hoa Binh 1 and Hoa Phong were awarded the title of Labor Hero in the renovation period by the State. On November 18, 2024, the President issued Decision No. 1219-QD/CTN to award the Third Class Labor Medal to the Party Committee, government and people of Tay Hoa district for their outstanding achievements in building new rural areas, administrative reform and budget collection.

In the total area of 16,317 hectares of agricultural land in Tay Hoa district, there are fields of more than 6,900 hectares of rice, producing two crops per year. Besides, there are 37,409 hectares of forestry land, accounting for nearly 60% of the district's natural area and is a potential for developing a forest economy combined with ecotourism. Over the past years, Tay Hoa district has regularly focused on shifting the economic structure, gradually reducing the proportion of agriculture, increasing industry and services. In 2024, the production value of all industries reached 5,957 billion VND, the average income per capita was 60.3 million VND, an increase of 9.6 times compared to 2006. The budget revenue in the period of 2020-2024 increased by an average of 10.6%, of which in 2024 it reached 254 billion VND, an increase of 24.5 times compared to 2005, reaching 195% of the estimate assigned by the province.

A highlight of Tay Hoa district is that the National Target Program on New Rural Development has been effectively implemented, with 10/10 communes meeting the New Rural Development standards since 2018. Tay Hoa is the first New Rural Development district in Phu Yen according to Decision No. 799/QD-TTg dated June 28, 2019 of the Prime Minister. Not stopping there, up to now, there have been 9 communes meeting the advanced New Rural Development standards, of which 2 communes Hoa Dong and Hoa Phong have met the model New Rural Development standards for production, 2 villages have met the smart New Rural Development standards, 11 villages have met the model New Rural Development residential area and 1 model New Rural Development garden.

In cultural and social activities, Tay Hoa people are always proud of, embellish and promote the cultural values of 1 national historical relic and 11 provincial historical relics. Many new models and effective methods have created positive changes in the movement of the whole people uniting to build a cultural life in residential areas, 72/72 villages and neighborhoods maintain the title of culture, the sustainable poverty reduction policy has always been effectively implemented by Party committees and authorities from district to commune levels, so the poverty rate in the period of 2021-2024 decreased by an average of 0.59% per year, the health insurance rate in the whole district reached 96.7%. Educational infrastructure has been invested in and completed, the quality of education and training continues to innovate, the average rate of qualified teachers at all levels is 82%, in the school year 2022-2023, the rate of students completing primary school and students graduating from secondary school reached nearly 100%.

Identifying national defense and security as an important task, contributing positively to the innovation and socio-economic development in the locality, in recent years, the Tay Hoa District Party Committee and People's Committee have always focused on leading and directing the solid construction of national defense and security from the district to the commune level. The annual military recruitment rate always meets the target, political security and social order and safety remain stable; creating a proactive position to effectively fight and prevent all types of crimes, protect peaceful life, and avoid passivity and surprise.

The two projects "National Population Database", "Production, issuance and management of CCCD" and Project 06 of the Government on "Development of population data applications, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030" have been implemented drastically and effectively by Tay Hoa district; at the same time, investing in technical infrastructure, applying information technology in management, operation, administrative reform in the construction and development of e-government, digital government, contributing to improving the effectiveness of administrative reform and state management...

To achieve today's achievements, throughout the 20-year journey of construction and development, the District Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Tay Hoa District have always closely followed and thoroughly grasped the Party's guidelines and policies, the Resolutions, Directives, and Action Programs of the Provincial Party Committee, People's Council, and People's Committee of Phu Yen Province. In addition, the Party Committee, government, and people of Tay Hoa District have always been united, overcome difficulties, innovated their thinking, and strived to create a new socio-economic appearance, worthy of the heroic homeland's tradition.
