Decree No. 130/2024/ND-CP of the Government clearly stipulates 10 subjects exempted from highway tolls when traveling on highways represented by the State as the owner and directly managed and operated.
Fire trucks of the Fire Prevention, Fire Fighting and Rescue Police force mobilized for firefighting missions with priority signals are exempted from highway tolls.
The Government has just issued Decree No. 130/2024/ND-CP regulating the collection of highway usage fees for vehicles traveling on expressways owned by the entire people and directly managed and operated by the State.
According to the Decree, subjects exempted from highway tolls when traveling on highways owned and directly managed and operated by the State include:
1. Ambulance.
2. Fire trucks of the Fire Prevention, Fire Fighting and Rescue Police force and fire trucks of other forces mobilized for fire fighting tasks have priority signals according to the provisions of law.
3. Specialized vehicles serving national defense include vehicles with license plates: Red background, white letters and numbers embossed with specialized equipment for national defense (including: Tanker trucks, crane trucks, vehicles carrying armed forces on the march are understood as passenger cars with 12 seats or more, covered transport vehicles with seats installed in the trunk, control vehicles, military inspection vehicles, specialized vehicles for transporting prisoners, rescue vehicles, satellite information vehicles, other specialized cars serving national defense), vehicles on emergency missions using one of the priority signals as prescribed by law in case of emergency missions.
4. Specialized vehicles of units under the organizational system of the People's Public Security force include:
a) Traffic police patrol cars have the following characteristics: there are rotating lights on the roof of the car and the words "TRAFFIC POLICE" are printed on both sides of the car;
b) Police car 113 has the words "POLICE 113" printed on both sides of the car body;
c) Mobile police cars have the words "MOBILE POLICE" printed on both sides of the vehicle;
d) Transport vehicles with seats installed in the trunk of the People's Public Security force on duty;
d) Prisoner transport vehicles, rescue vehicles, and other specialized vehicles of the People's Public Security force;
e) Special vehicles (satellite information vehicles, bulletproof vehicles, anti-terrorism and anti-riot vehicles and other special vehicles of the People's Public Security force);
g) Police vehicles on emergency missions must use priority signals as prescribed by law.
5. Specialized vehicles for funeral services, including:
a) Vehicles with specialized structures for funeral services (including: hearses, refrigerated trucks used to store and transport corpses);
b) Funeral-related vehicles (including: Passenger vehicles accompanying the hearse, flower trucks, and photo-carrying vehicles) are vehicles used only for funeral activities with a vehicle registration certificate bearing the name of the funeral service unit. The funeral service unit has a written commitment that these vehicles are only used for funeral activities sent to the electronic payment service provider (specifying the number of vehicles and license plate numbers for each type).
6. The convoy was led by a traffic police car.
7. Vehicles of defense forces participating in drills, force maneuvers, and transporting weapons and equipment are guided by specialized military vehicles.
8. Police and defense vehicles use national road tickets.
9. Dike protection vehicles; vehicles on emergency duty to prevent and fight floods and storms as dispatched by competent authorities.
10. Vehicles carrying medicine, machinery, equipment, supplies, and goods to disaster areas or epidemic areas according to the provisions of law on emergency situations in case of major disasters or dangerous epidemics.
This Decree comes into force from October 10, 2024.
