According to the draft Resolution of the National Assembly Standing Committee on administrative unit arrangement drafted by the Ministry of Home Affairs, the local authorities where the administrative headquarters of the new administrative unit is expected to be located after the arrangement are responsible for balancing and allocating budget resources to repair, renovate and upgrade the working headquarters that will continue to be used.
The Ministry of Home Affairs also clearly stated the responsibility of local authorities in arranging public housing for cadres, civil servants, public employees, and workers of administrative units, and arranging to stabilize working conditions in the new administrative units after the arrangement.
The Draft Resolution also clearly states the responsibilities of agencies and organizations in implementing administrative unit arrangement.
Notably, the drafting agency proposed that the People's Council and People's Committee at the provincial level be responsible for, based on budget capacity, promulgating policies and mechanisms to support travel and working conditions for cadres, civil servants, public employees and workers of agencies and organizations in administrative units to arrange work at the new administrative center of the provincial and commune-level administrative units after the arrangement.
The People's Council and People's Committee at the provincial level are also assigned the responsibility of organizing propaganda, mobilization, and providing complete and timely information to cadres, civil servants, public employees, workers and people about the arrangement of administrative units.
Also according to the request of the Ministry of Home Affairs, the People's Council and People's Committee at the provincial level organize the arrangement and consolidation of the organizational apparatus, proactively plan the arrangement of leaders and managers at the provincial level, specialized agencies under the People's Committee at the provincial level and communes and wards to meet the requirements of the tasks; at the same time, arrange the staff, civil servants, public employees and workers of local agencies and organizations; stabilize the lives of local people, ensure national defense, security and socio-economic development requirements in the administrative units after the arrangement.
Also according to the draft Resolution, the Ministry of Finance is responsible for guiding the use of funds for administrative unit arrangement; allocating local budgets and allocating investment capital to localities after the arrangement.
Ministries and branches guide the implementation of specific regimes and policies and other contents related to the implementation of administrative unit arrangement; organize and arrange affiliated agencies and units located in the administrative units implementing the arrangement.
The Supreme People's Court and the Supreme People's Procuracy shall preside over and coordinate with the Government to submit to the National Assembly Standing Committee for consideration the establishment and dissolution of provincial-level People's Courts and People's Procuracies; and arrange and perfect the organizational structure, staff, civil servants, and employees of provincial-level People's Courts and People's Procuracies.
The Supreme People's Court and the Supreme People's Procuracy need to coordinate with ministries, branches and localities to handle redundant public headquarters due to administrative unit rearrangement.
