1 year of removing bottlenecks in implementing Project 06: Do not be subjective, complacent, or rest on your laurels

According to the Government Office's report, after 1 year of implementation, the awareness and actions of all levels and sectors on digital transformation in general and the implementation of Project 06 in particular have basically changed positively. Sectors and localities have a clearer view of the current state of infrastructure, human resources, data, security and safety and the need for improvement to meet the requirements of Project 06.

However, the handling of bottlenecks has not been completed, in which, for legal bottlenecks, the speed of reviewing, amending, simplifying administrative procedures, and perfecting institutions is still slow; some localities have not completed the issuance of resolutions on exemption and reduction of fees and charges for performing online public services. Regarding bottlenecks in technology infrastructure, 19 ministries, branches, and localities have not reported on network safety and security criteria; there are still "blank" villages without electricity. Data bottlenecks have not been able to overcome the fragmentation, division, and clustering of data. Security bottlenecks, data leaks, and data safety bottlenecks have not been reduced. Resource bottlenecks for implementation, resource allocation is still difficult due to problems related to legal bases.

Reporting on the results of 1 year of implementing Directive 18/CT-TTg of the Prime Minister and tax management of e-commerce activities in Vietnam, currently, Vietnam's e-commerce, according to the assessment of the Ministry of Industry and Trade, is 20.5 billion USD and will reach 30.5 billion USD by 2025. Vietnam is identified as the country with the fastest growth in e-commerce in Southeast Asia. Implementing Directive 18 of the Prime Minister, the Ministry of Finance has promoted and shared e-commerce data, combated tax losses; advised the Prime Minister to issue Official Dispatch No. 56 dated June 26, 2024.

In Tuyen Quang province, agencies, units and localities have made efforts and actively coordinated to review and count the tasks of Project 06 assigned to their units. From there, synchronously deploy solutions and measures to overcome shortcomings and limitations, gradually completing assigned targets and progress according to 5 groups "Institutions - Information technology infrastructure - Online public services - Data - Resources". In particular, many large and difficult tasks have been proactively and made efforts to complete in a short time.

As for the results of 61 assigned task groups, up to now, the province has completed and regularly implemented 34 assigned tasks in 2023; and is implementing 27 tasks in 2024.

The conference assessed what has been done, the shortcomings, limitations, weaknesses, and obstacles, discovered the causes, clearly analyzed the shortcomings to resolve difficulties, challenges, and shortcomings, and quickly transformed the state of institutions, policies, investment in digital infrastructure development, building digital platforms, developing digital human resources, ensuring network security, information security, etc.

Delegates shared good experiences and creative ways of developing digital infrastructure, providing online public services, developing national and specialized databases; connecting and sharing information, connecting information systems to form big data, promoting e-commerce development... At the same time, they pointed out lessons learned, clearly identified viewpoints, directions, tasks, and key solutions in the short and long term...

Speaking at the conference, Prime Minister Pham Minh Chinh assessed that the implementation of Project 06 on developing applications of population data, identification and electronic authentication in the 2022-2025 period, with a vision to 2030, is one of the "bright spots" of digital transformation in our country in recent times, which has been strongly directed by the Government and the Prime Minister, and implemented relatively synchronously, actively and effectively by members of the Working Group, ministries, branches and localities.

The implementation of Project 06 has brought about specific and practical results in the management and operation of all levels, sectors and localities, serving socio-economic development, providing utilities for people and businesses. Project 06 plays a pioneering and leading role in promoting national digital transformation, innovating national governance methods using digital technology, contributing to the development of digital government, digital economy, digital society, and digital citizens.

In addition to the outstanding results achieved, the Prime Minister suggested frankly recognizing the shortcomings and limitations in order to find solutions to overcome them. Ministries, sectors and localities must absolutely not be subjective, complacent, or "rest on their laurels".

The Prime Minister assigned the Ministry of Public Security and the Ministry of Finance to absorb the discussion opinions to issue conclusions on implementation. The Working Group must periodically meet monthly to review and evaluate the implementation work, urge the implementation to remove bottlenecks. Ministries and branches proactively connect with the Ministry of Public Security to connect data for management; strengthen the dissemination of good models and good practices about the Project for replication and dissemination.
