At around 11:00 a.m. on August 21, on National Highway 18, near Dai Yen Multi-purpose Gymnasium, Dai Yen Ward, Ha Long City, Quang Ninh Province - a road section belonging to the Dai Duong BOT project (Ha Long - Uong Bi section), a "death" hole appeared, nearly 3 square meters, 0.8 meters wide, and more than 3 meters long.
The incident caused traffic congestion for nearly 1 hour from Ha Long to Uong Bi.
Mr. Tran Chien, Head of the BOT Dai Duong Operation and Maintenance Board of BOT Dai Duong Joint Stock Company - the investor in the project to renovate and upgrade National Highway 18, Uong Bi - Ha Long section, said that the hole on the road surface was about 3 square meters, but it went deep down.
BOT station forces temporarily set up warning barriers, not allowing vehicles to pass through this area because the roadbed is weak and dangerous; at the same time, temporarily diverted traffic to the road from Uong Bi to Ha Long.
Mr. Tran Chien added that in the immediate future, the unit will temporarily fill the sinkhole to allow traffic to pass, and for long-term handling, it must report to the authorities to have a specific plan.
Mr. Nguyen Thien Vuong, Chief of Office of the Traffic Safety Committee of Quang Ninh province, said that the authorities have allowed the removal of the hard median strip in the middle of the road to separate traffic, allowing vehicles traveling from Ha Long-Uong Bi to move to the lane in the direction of Uong Bi-Ha Long.
The Traffic Safety Committee and Dai Yen Ward have deployed forces to guard and direct traffic. By 1 p.m. the same day, traffic was flowing smoothly.
According to people at the scene, at first the sinkhole was less than 1m2 wide, but later it became wider and cut across National Highway 18, more than 3m long. There was a stream of water flowing under the sinkhole.
The authorities have intervened and are looking for solutions to overcome the consequences.
The project to renovate and upgrade National Highway 18, Uong Bi-Ha Long section, started in October 2011 with a total investment of over VND2,800 billion, over 30km long, 4 lanes, built under the form of investment-exploitation-transfer (BOT) and opened to traffic on May 18, 2014.
However, immediately after that, on May 25, 2014, the Department of Construction Management and Traffic Works Quality in coordination with the State Appraisal Department of Construction Works Quality did not accept and did not allow the project to be put into operation to collect tolls, due to discovered damage, many sections of the road surface had deep ruts.
The Ministry of Transport has requested Dai Duong BOT Joint Stock Company to urgently determine the cause and repair and completely overcome the above damage to ensure safe operation and traffic. At the same time, the project toll collection will only be implemented after the repair work has been completed. By October 6, 2014, the company had completed the treatment of the wheel tracks.
