Tragic accident
Until now, after more than 4 months, Mr. V.D.T. born in 1981, in Ai Quoc ward (Hai Duong city) has not yet overcome his pain. After the traffic accident on July 14, Mr. T.'s wife passed away forever. That day, Mr. T.'s wife, Ms. NHT born in 1984, and their 11-year-old son were riding a motorbike back to their hometown. When they reached km 35 of National Highway 18, the intersection between the National Highway 18 bypass in Chi Minh ward (Chi Linh), they were hit from behind by a car 98LD - 009.52 driven by a 34-year-old man from Trung Son commune, Viet Yen district (Bac Giang) traveling in the same direction from Thai Hoc - Chi Minh. Ms. T. died at the scene and her son, who had a broken leg, was taken to Viet Duc Hospital (Hanoi). The cause of the accident was that the car driver did not keep a safe distance. The person who caused the accident was later prosecuted and paid for his mistake, but the pain of the accident still remains with Mr. T's family.
Another serious accident occurred at 3:10 p.m. on August 20, at km 41+350 of National Highway 18, in Hoang Tan Ward, between two motorbikes, which took the life of Mr. BHG, born in 1954 in Hoang Tan Ward. That day, Mr. G. was riding motorbike 34AB-006.56 from Quang Ninh to Sao Do intersection. When he reached the above area, he was hit by a motorbike rider 20E1-413.08 going in the same direction who recklessly overtook him. Mr. G. suffered a traumatic brain injury and was taken to Hai Duong General Hospital for emergency treatment, but due to the severity of his injuries, Mr. G. died on August 22, 2024.
These are just two of many serious accidents that have occurred on National Highway 18 through Chi Linh City. National Highway 18 is a vital route connecting the provinces of Quang Ninh, Hai Duong, Bac Ninh, Hanoi and leading to the northern mountainous provinces, of which the section through Chi Linh City is nearly 20 km long. Traffic density on this route is always high with many vehicles transporting goods and passengers.
According to data from the Provincial Traffic Safety Committee Office, in the first 11 months of 2024, there were 18 traffic accidents on National Highway 18 through Chi Linh, resulting in 6 deaths and 20 injuries. Compared to the whole year of 2023, traffic accidents on National Highway 18 increased by 7 cases, 1 death and 13 injuries.
It is noteworthy that traffic accidents only occur in a few areas. The sections on National Highway 18 where accidents often occur include km 26-km28, km 30-km35, km 39-km42. Of which, the most traffic accidents on National Highway 18 in Pha Lai ward occurred with 8 cases, followed by Van An ward with 5 cases.
Many dangerous intersections
Analysis of traffic accidents shows that in addition to people's awareness of obeying traffic laws, there are also inadequate traffic infrastructure causes.
The area where the traffic accident occurred on July 14 at km 35, National Highway 18 is the intersection between the bypass and National Highway 18 in Chi Minh Ward (Chi Linh). This area has been put into operation and use since July 2021, with a large number of people and vehicles passing through, especially during rush hour. Although traffic lights have been installed here, due to the arrangement of signal times for both straight and turning directions at the same time, many motorists did not pay attention, causing collisions. To ensure safety, through synthesizing people's opinions, the People's Committee of Chi Linh City has repeatedly proposed adjusting the traffic lights at this intersection to be reasonable, and at the same time arranging speed bumps to ensure safety for vehicles traveling through this area.
At the scene of the traffic accident on August 20, the Provincial Traffic Safety Committee requested the road management agency to direct the unit managing and exploiting National Highway 18 to add reflective tape to the hard median strip at km 41+400 of National Highway 18.
Mr. Nguyen Ngoc Nha in Pha Lai Ward said that many traffic accidents on National Highway 18 occurred because it was dark and there were no lights at night, making it difficult for road users to see. A typical accident occurred on the evening of January 19, 2024, at Pha Lai Bridge in Pha Lai Ward, a motorcyclist heading from Bac Ninh to Hai Duong crashed into a pedestrian crossing the street, killing the pedestrian. A similar traffic accident also occurred near this location, killing two people.
Voters in Chi Linh City have repeatedly voiced their opinions on the installation of lighting on National Highway 18. The Traffic Safety Committee of Hai Duong Province has also sent a document to relevant agencies and units requesting the addition of a lighting system from km 26+435 to km 45+300. According to Pha Lai BOT Joint Stock Company, the unit assigned to manage National Highway 18, the company has sent a document to the Vietnam Road Administration requesting consideration of this issue but has yet to receive a response.
In addition, on Highway 18, there are also some dangerous areas with potential traffic accident risks such as at km44+300 on Highway 18 in the Trung Tam residential area, Hoang Tien ward. This intersection has a residential road in Hoang Tien ward intersecting perpendicularly with Highway 18. Through inspection and review, the People's Committee of Chi Linh City identified 12 locations with inadequate infrastructure, posing a potential risk of traffic accidents on National Highway 18. These are km 29+650, the intersection of Thanh Xuan - Pha Lai road on the left side, which has no traffic lights. At km 31+650, the intersection of Trai Thuong residential area and Kiet Doai residential area (Van An ward) has no speed bumps. At km 32, the intersection of Van An ward People's Committee on the left side has no hazard warning lights. At km 32+150, Trai Sen intersection, Van An ward is an intersection where many students often participate in traffic but has no traffic lights. At km 33, the intersection of Tuong residential area (left), Kiet Dong residential area (right), also in Van An ward, the speed bumps are requested to be repainted. At km 35+600, the intersection of Mat Son market and Mat Son residential area, it is proposed to install speed bumps on both sides and hazard warning lights. At km 37, the intersection of Ba Trieu street and the gate of Chi Linh City People's Committee, there are no speed bumps or hazard warning lights. At km 38+600, the intersection of National Highway 18 with Yet Kieu street (Viet Tien Son urban area), it is proposed to install speed bumps and additional lighting. At km 40, the left intersection into Chuc Thon and Cong Hoa residential areas in Cong Hoa ward, it is proposed to install speed bumps and lighting. At km 44+300, the intersection of Hoang Tien crossroads (Hoang Tien ward), the market area and near the school, it is proposed to install a traffic light system. At km 44+700, the left intersection into Thach Duong street (Hoang Tan ward), there are currently no speed bumps or hazard warning lights.
