Prime Minister requests early implementation of the route connecting Bac Giang - Hai Duong - Quang Ninh

(Chinhphu.vn) - On the afternoon of January 10, Prime Minister Pham Minh Chinh visited, inspected, and listened to reports on a number of works and projects in Hai Duong province, which are important in connecting traffic with Bac Giang and Quang Ninh, promoting regional connectivity, as well as further promoting the significance and value of the relic and scenic complex "Yen Tu-Vinh Nghiem-Con Son, Kiep Bac".

These projects include the project to renovate and upgrade National Highway 37 through the Con Son - Kiep Bac relic site connecting from National Highway 18 to An Linh intersection, Chi Linh city; planning the Thanh Long Lake eco-tourism project at the Con Son - Kiep Bac relic site; the Dong Viet bridge project across the Thuong River connecting Bac Giang - Hai Duong, etc.
Early implementation of the connecting route Bac Giang - Hai Duong - Quang Ninh
National Highway 37 is the traffic axis connecting the provinces of Bac Giang, Thai Nguyen, Lang Son... to Hai Phong and Quang Ninh seaports and vice versa, from Hai Duong, Quang Ninh, Hai Phong, Thai Binh provinces to Lang Son border gate. However, the section of National Highway 37 connecting from National Highway 18 passing through the Con Son - Kiep Bac special national relic site and connecting to Bac Giang province has a narrow road surface, not meeting the transportation needs of large traffic volume; often congested, causing traffic insecurity, especially during festivals.

Currently, Hai Duong province is focusing on completing 3 traffic projects connecting with National Highway 37 in the region with a total investment of 1,967 billion VND, including: Dong Viet Bridge project across Thuong River between Bac Giang - Hai Duong, connecting with National Highway 1 and Hanoi - Bac Giang Expressway; the route connecting National Highway 37 (at An Linh intersection) to Kiep Bac Temple with a total investment of 1,218 billion VND; the project to expand the road from National Highway 37 to Con Son Pagoda with a total investment of 279 billion VND. In 2024, the completion of the above 3 projects will attract a large volume of traffic through National Highway 37, especially the section from National Highway 18 to An Linh intersection, so it is necessary to promptly deploy synchronous expansion investment to meet practical requirements and promote the effectiveness of project investment. The project to renovate and upgrade National Highway 37 through the Con Son - Kiep Bac relic site, connecting from National Highway 18 to An Linh intersection, has been assigned by the Prime Minister to the Ministry of Planning and Investment to coordinate with the Ministry of Transport, the Ministry of Finance and the People's Committee of Hai Duong province to propose a capital allocation plan. Up to now, the Ministry of Transport is considering approving the investment proposal for implementation according to regulations. According to the proposed investment plan, the total length of the route is more than 12 km, with an estimated investment cost of VND 2,297 billion.

Inspecting the site and listening to the report, Prime Minister Pham Minh Chinh welcomed the province's initiative in implementing the above projects. The Prime Minister said that the project to renovate and upgrade National Highway 37 from National Highway 18 to An Linh intersection, and the Dong Viet bridge connecting road project are of great significance in connecting the three provinces of Bac Giang, Hai Duong, and Quang Ninh and regional connectivity. Therefore, the three provinces need to work together urgently with a scale of at least 4 lanes, high speed, the shortest and straightest route possible, opening up new spaces and creating new development momentum.
Further promoting the value of Con Son - Kiep Bac relic site
The Thanh Long Lake project is part of the overall plan for the conservation of the Con Son - Kiep Bac historical and cultural relic site associated with tourism development in Chi Linh city, Hai Duong province, which has been approved. Located in the center of the Con Son - Kiep Bac relic site, during the Tran Dynasty, the Thanh Long Lake area was a place for gathering warships and training marines, and the villages around the lake were logistical bases. The Thanh Long Lake eco-tourism project covers an area of about 1,568 hectares, located in Le Loi commune, Hung Dao commune, Chi Linh city, Hai Duong province, and adjacent to Bac Giang province. The project is expected to have an investment scale of thousands of billions of VND, completed in 2035.

The project includes items to protect the ecological environment, beautify the natural landscape; restore historical and cultural relics, restore traditional festivals; develop a comprehensive tourist area of national and international stature; contribute to preserving and enriching the value of the Con Son - Kiep Bac relic complex, exploiting and promoting cultural values, developing the socio-economy, increasing budget revenue, creating more jobs and increasing income for people in the region. Listening to the report on the planning and project implementation ideas, the Prime Minister said that the implementation of this project will contribute to consolidating, promoting and exploiting the value of the Con Son - Kiep Bac relic complex, as well as the relic and scenic complex "Yen Tu-Vinh Nghiem-Con Son, Kiep Bac" which is being actively implemented by agencies to nominate UNESCO for recognition as a world heritage site. This is a very sacred area and has great potential for tourism development. The Prime Minister requested Hai Duong province to coordinate with relevant agencies to continue to complete planning, build projects, identify investors, calculate and mobilize resources for implementation. If there are any problems with mechanisms and policies during the implementation process, they must be resolved according to their authority. If they exceed their authority, they must be reported to competent authorities for consideration and decision.
