Over the past years, the management, protection and handling of violations of dike corridors in localities in the province have been regularly carried out by all levels and sectors. However, there are still some violations of dike corridors that have not been completely handled, affecting flood and storm prevention work.
The construction violating the dike corridor of Ma River, Dong Hai Ward (Thanh Hoa City) has not been thoroughly handled.
Although the relevant functional forces of the province discovered and recorded the case, up to now, Mr. Do Viet Lanh's household in Xuan Truong commune (Tho Xuan) has not yet dismantled the construction violating the dike protection corridor. Previously, in March 2021, through patrols and controls of Tho Xuan Dike Management Department, it was discovered that Mr. Do Viet Lanh's household had arbitrarily leveled and built a house foundation measuring 8x10m in the Chu River dike protection corridor. Faced with the above situation, the Dike Management Department has repeatedly coordinated with the People's Committee of Xuan Truong commune to make a record of working with the violating household to request the demolition of the construction and restoration of the riverbank's current status. On March 15, 2021, the Provincial People's Committee also issued Decision No. 867/QD-XPVPHC on administrative sanctions in the field of natural disaster prevention and control, exploitation and protection of irrigation works and dikes against Mr. Do Viet Lanh's household and requested the restoration of the current status of the riverbank. However, up to now, it has not been completely handled by relevant sectors and Tho Xuan district.
In Thanh Hoa City, there are still constructions violating the Ma River dike corridor of Le Hoang Development Investment Joint Stock Company. In August 2022, the Thanh Hoa City Urban Rules Inspection Team conducted an inspection and discovered that Le Hoang Development Investment Joint Stock Company demolished an old house and built a new house on the Ma River alluvial ground, in Dong Hai Ward, with an area of 52.5m2, 10.5m long, 5m wide, 3m high without a license. Dong Hai Ward People's Committee issued Decision No. 140/TB-UBND dated August 8, 2022 to suspend construction; on August 23, 2022, the Irrigation Sub-Department issued Document No. 738/CCTL-QLDD to Thanh Hoa City People's Committee directing the handling of forcing the enterprise to restore the original state of the land before the violation. However, as of April 15, 2024, the Thanh Hoa City People's Committee has not yet completely handled the case according to the provisions of law.
According to statistics from the Irrigation Department, from 2018 to April 2024, there were 32 violations of the law on dikes and natural disaster prevention in the province, such as: Construction of works and houses within the dike protection area; encroachment on riverbeds and river banks... All violations of dikes and natural disaster prevention and control were focused on and thoroughly handled by relevant departments of the province and localities according to the provisions of law. However, there are still 4 violations of construction works within the dike protection area in Tho Xuan, Hau Loc districts and Thanh Hoa city that have not been handled and are pending for a long time.
To enhance the effectiveness and efficiency of State management, strictly implement the provisions of the law on dikes and Directive No. 24/CT-TTg, dated October 7, 2019 of the Prime Minister on strengthening the handling of violations of the law on dikes and other directives of the Provincial People's Committee, the agricultural sector and localities in the province resolutely prevent and thoroughly handle violations as soon as they arise according to the provisions of the law, not allowing them to last or linger. At the same time, attach responsibility to the heads of localities in allowing violations of the law on dikes to occur. Along with that, review the remaining violations, direct the development of strict and thorough handling plans to ensure compliance with the provisions of the law. Local police strengthen inspection and strictly handle violations of oversized and overloaded vehicles on dike routes. Require owners of mines and sand and gravel trading yards to sign a commitment not to sell or load sand to vehicles exceeding the permitted load on the dike; and to repair any damage to the dike caused by the transportation of sand and gravel.
Localities with dykes regularly organize the clearing of dyke slopes and toes and the collection of materials and waste from the dyke protection areas on all dyke routes in the area; provide guidance on the collection of waste in the right places; strictly prohibit the collection of materials and dumping of waste on the surface, slopes, toes and within the dyke protection corridor. At the same time, strengthen the work of information, propaganda and dissemination of laws on dykes and natural disaster prevention and control to the community, especially organizations, businesses and households along the dykes, to raise people's awareness, improve management efficiency and ensure the safety of dyke works.
