Review of the overall project for the construction of the urban railway system

Speaking at the opening of the session, Mr. Nguyen Ngoc Tuan, Chairman of the Hanoi People's Council, said that the session took place right after the success of the 7th session of the 15th National Assembly with many very important and meaningful contents for the City. That is to give opinions to complete the Capital Planning for the period 2021-2030, with a vision to 2050 and to adjust the overall Master Plan for the construction of the Capital to 2045, with a vision to 2065. In particular, the National Assembly voted to pass the amended Capital Law with a very high consensus rate.

These are very important legal bases to promptly institutionalize viewpoints and development orientations, create breakthrough mechanisms, maximize resource mobilization, effectively exploit potentials and strengths, and help the Capital continue to develop rapidly and sustainably.

At this session, Mr. Tuan said that the City People's Council will review and evaluate the implementation of socio-economic development tasks, national defense and security, budget revenue and expenditure in the first 6 months of the year and key tasks in the last months of the year.

Specifically, the socio-economic situation continued to develop, with many indicators achieving high results. GRDP in the first 6 months of the year is estimated to increase by 6.0%. State budget revenue is estimated at VND 252,054 billion, equal to 61.7% of the estimate, up 12.5% over the same period. Of which, domestic revenue reached VND 237,747 billion, accounting for about 94.3% of total state budget revenue. This is a fairly high increase in the context of many difficulties and challenges. All economic sectors have grown and developed stably.

Mr. Nguyen Ngoc Tuan delivered the opening speech at the Session.

In the first 6 months of the year, the number of tourists to Hanoi increased by 13.7%, of which international visitors reached 3.14 million, up 52.6% over the same period. Attracting foreign direct investment (FDI) reached more than 1.1 billion USD, up 52% over the same period in 2023. Urban planning, management, renovation and development work has been accelerated and achieved many positive results. Economic development and new rural construction continue to be promoted, so far all 18/18 districts, towns and 382/382 communes have met new rural standards.

In addition to the achieved results, through the supervision of the People's Council, the Standing Committee of the City People's Council shows that there are still some difficulties, challenges, shortcomings and limitations in the development process. From there, Mr. Tuan suggested that the City People's Council delegates carefully study the reports and documents to analyze and evaluate objectively and comprehensively the achieved results, frankly point out the existing shortcomings, inadequacies, causes and propose appropriate and feasible solutions to promote socio-economic development, strive to complete the goals and targets of 2024 and the entire term.

At this session, the City People's Council also reviewed and approved specialized reports and resolutions, including many important contents such as: updating and adjusting the Public Investment Plan; Master plan for the construction of the urban railway system; Project to improve capacity and ensure fire prevention, fighting and rescue safety; Regulations on the management of the City's architecture; Regulations on awarding the Medal "For the cause of building the Capital".

At the same time, consider and decide on contents to promptly serve the management work of all levels and sectors; specific mechanisms and policies with far-reaching impacts to ensure social security and care for and support the subjects and forces performing tasks at the grassroots level such as: support levels for people participating in protecting security and order at the grassroots level, the local police force, the communal police; spending levels for activities of the Fatherland Front at all levels; spending levels, support levels for policy families, people with meritorious services and activities to celebrate the 70th Liberation Day of the Capital.

Regarding the above contents, Mr. Tuan affirmed that the Vietnam Fatherland Front Committee of Hanoi City has organized social criticism on important contents that have a profound impact on social life, serving as a basis for the City People's Council to discuss and decide, ensuring that the resolution is put into practice.

Regarding supervision activities, Mr. Tuan informed that the Standing Committee of the City People's Council plans to discuss two groups of issues: Questioning the implementation of discipline, responsibility in performing public duties at state agencies in Hanoi; Questioning vocational training and job creation in the City. These are important and practical contents, which the City is focusing on directing, reflected through the opinions and recommendations of voters, through supervision and proposals of the People's Council Committees, People's Council Delegation Groups and City People's Council delegates.

With the motto of continuing to innovate, improve quality, effectiveness and efficiency, Mr. Tuan requested the City People's Council delegates, based on the functions, tasks and powers of the People's Council and People's Council delegates as prescribed by the Law, to promote a high sense of responsibility, democracy and intelligence, focus on research, discuss thoroughly, contribute many dedicated and quality opinions, contributing to the success of the session.
