A blue-plate car entered Vinh airport to pick up the daughter of the President of the Women's Union of Ha Tinh province. When moving, it turned on its emergency lights and horn.

On February 7, Ms. Nguyen Thi Le Ha, President of the Women's Union of Ha Tinh province confirmed the incident that occurred at Vinh airport, Nghe An, on the evening of February 2.

That day, the official driver took Ms. Ha to wish a happy new year to the senior female cadres in Nghe An. Upon receiving news that her daughter was about to board a plane from Ho Chi Minh City to Vinh airport to return home, Ms. Ha used the agency car and the driver to go to the airport to pick up her daughter and take her back to Ha Tinh.

Because the plane was late, the blue-plate car had to park near the exit on the second floor of the airport terminal for nearly an hour. At 10 p.m. that same day, when Ms. Ha’s daughter got into the car, the driver moved, turned on the emergency lights and horn. The incident was recorded by many people and posted on social media.

Ms. Ha admitted that using an official car to pick up her child at the airport was wrong. She also said that when she first started working at the Ha Tinh Women's Union (more than a year ago), she saw that the unit's car had priority lights and an air horn installed, and she repeatedly reminded the driver to remove them, but he had not done so.

The Ha Tinh Provincial Women's Union is a socio-political organization managed by the Ha Tinh Provincial Party Committee. The above official vehicle was issued to the unit from 2021.

The leaders of Ha Tinh province said they were aware of the matter and assigned the provincial Women's Union to report, from which the Standing Committee of the Provincial Party Committee will seriously review. "Regarding the installation of sirens and priority lights on official vehicles, the province is assigning the police to review. Any departments, branches, and localities that use them incorrectly will have them recalled and rectified," said the provincial leader.

According to current regulations, vehicles equipped with sirens and priority lights include: fire trucks, military vehicles, police vehicles, ambulances, dyke protection vehicles, vehicles on duty to deal with natural disasters, epidemics or vehicles on duty in emergency situations. Cars illegally equipped with priority signal lights can be fined 2-3 million VND, have their equipment confiscated, and their driving licenses revoked for 1-3 months.

Decree 63/2019 stipulates that the use of public vehicles for personal purposes or for work for positions that do not meet standards without approval from competent authorities will be subject to a fine of 10-20 million VND.
