Streamlining staffing associated with improving operational efficiency of the apparatus
According to the report of the Steering Committee for the management of the organizational structure and payroll of Hanoi City, in the third quarter of 2024, the work of leadership, direction and implementation of the review, arrangement and consolidation of functions, tasks, organizational structure and payroll of the political system towards streamlining, effective and efficient operation, was given attention by the Steering Committee, identified as a key, continuous task, and directed resolutely, especially completing the regulation of functions, tasks and organizational structure of Party Committees and the Office of the City Party Committee.
The city's departments, branches and units have reviewed, developed a list, completed the job description and competency framework according to regulations; completed the transfer of the Medical Center from the Department of Health to the People's Committee of districts, towns and cities; implemented plans for rotation, transfer, secondment and job position conversion according to Plan No. 188-KH/TU and key projects and tasks of the city.
In particular, the work of leading, directing, coordinating and implementing necessary contents to prepare for the promulgation of policy mechanisms according to the provisions of the Capital Law No. 39/2024/QH15 of the National Assembly is under the authority of the City.
All levels, sectors, localities, agencies and units of Hanoi City have also proactively implemented assigned tasks, been creative in directing and organizing implementation scientifically, methodically, in accordance with regulations, and synchronously across the Party, mass organizations and government.
The Steering Committee has promptly advised the Standing Committee of the City Party Committee to lead and direct the implementation of the Central regulations on reorganizing the apparatus to improve the efficiency of staff management, associated with streamlining staff according to the roadmap. Removing difficulties in payroll management
Concluding the conference, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen highly appreciated the meticulous, objective and scientific preparation work of the Standing Office of the Steering Committee. Accordingly, based on previous conclusions and the city's practice, the quality of the Steering Committee's activities and direction has been practical, creating clear effects and changes in the implementation of the assigned tasks.
Basically agreeing with the draft, reports, and submissions of the agencies presented at the conference, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen suggested that from now until the end of 2024, focus on disseminating the leadership and orientation of the Central Steering Committee on staff management for all areas in the city, thereby strengthening unity and focusing on task implementation. In particular, promptly concretizing the Capital Law 2024 approved by the National Assembly. In particular, pay attention to promptly implementing the contents under the authority of the City and coordinating and proactively advising on the contents under the authority of the Ministries.
Regarding the organizational structure, the Standing Deputy Secretary of the City Party Committee requested the Department of Home Affairs and the Party Committee of the City People's Committee to direct the implementation of the arrangement of the organizational structure and staffing of commune-level administrative units to implement the plan to arrange administrative units for the period 2023 - 2025 in the city.
Regarding the pilot implementation of the Public Administration Service Center, the Deputy Head of the Steering Committee for Management of the City's organizational apparatus and payroll requested units to complete the final process on personnel work to soon launch and put it into operation.
The Standing Deputy Secretary of the City Party Committee proposed to review the job positions and staffing of agencies and public service units in the city; develop a plan to assign staffing in 2025 to the city's political system, ensuring that it is consistent with the functions, tasks and characteristics of each locality and unit. At the same time, continue to research and recommend the Central Government to consider and remove difficulties in the city's staffing management.
Along with completing the consolidation, reorganization, dissolution, and establishment of new branches and public service units according to the conclusion of the Standing Committee of the City Party Committee, it is necessary to focus on completing 3 projects: Management of sidewalks and roads in the city; Completing and organizing the activities of the City Land Registration Office under the Department of Natural Resources and Environment; Project to innovate the organizational model and management methods, preserve and promote the value of the historical relic site and special national scenic spot of Huong Son complex (Huong Pagoda), My Duc district.
In addition, the Standing Deputy Secretary of the City Party Committee requested functional units to report to the Central Propaganda Department and the Ministry of Information and Communications on continuing to implement the Project on arranging and developing affiliated press agencies according to Plan No. 48/KH-UBND, dated February 27, 2020 of the City People's Committee; the direction of development and management of the city's press after 2025.
