Dong An is a commune in Region I located in the Northwest of Van Yen District (Yen Bai Province), 16km from the district center. The commune is located in a prime location with a convenient transportation system, the commune has Yen Bai - Khe Sang provincial road passing through and the district roads Dong An - Xuan Tam, Dong An - Phong Du Ha, Quy Mong - Dong An provincial road, Noi Bai - Lao Cai expressway convenient for trading goods and people's travel.

Implementing the National Target Program on New Rural Development, the commune has mobilized all resources and actively implemented to complete the criteria. In 2019, Dong An commune was recognized by Yen Bai Provincial People's Committee as a commune meeting new rural standards.

Immediately after being recognized as a commune meeting new rural standards, the Party Committee and the Dong An commune government continued to lead and direct the implementation of the program. Up to now, the whole commune has had 4/8 villages meeting the standards of a model new rural village. Currently, the locality is continuing to build 1 more village meeting the standards of a model new rural village in 2024. Along with that, the socio-economic infrastructure in the commune continues to be invested synchronously to serve socio-economic development; socio-culture is given attention and direction, the material and spiritual life of the people is increasingly improved.

Determining agricultural economic development is important in the local economic development strategy. In 5 years of maintaining and improving the quality of new rural construction criteria, agricultural production in Dong An commune has achieved certain progress, many areas have exceeded the planning targets assigned by the District People's Committee. The Commune People's Committee has organized and directed production in the direction of goods with output links for products, gradually consolidating stable and sustainable linkage chains, associated with the implementation of Resolution 69/2020/NQ-HDND of Yen Bai province. Since its implementation, 98 models have been implemented and developed, including 30 cooperative groups supporting livestock development. Thereby creating jobs for many workers, contributing to the development of the local economy.

In recent years, thanks to the policy of supporting economic development projects of the province and district, local people have actively participated in developing economic models, establishing production groups and teams to support each other to become rich legitimately. At the same time, the locality has also implemented policies for people to borrow capital from preferential credit programs of the State through the Social Policy Bank. Poor households, near-poor households, newly escaped poverty households, and unemployed workers have been able to borrow capital to develop their family economy, support the creation of new industries, thereby creating momentum for people to develop the socio-economy in the locality stably.

The above activities have contributed to increasing the income of rural residents. In 2024, the average income per capita of the commune reached 62,497 million VND/person/year.

In the process of building new rural areas, the locality has effectively implemented investment capital and state support, combined with other legal capital sources in socio-economic development; infrastructure has been gradually invested in and built, economic structure and production forms have been suitable to local advantages. Thereby, contributing to solving the problem of labor and employment, effectively implementing social security work, and gradually reducing poverty sustainably.

In the coming time, the locality will continue to promote the achieved results, maintain and improve the quality of the achieved but not yet sustainable criteria; maintain and improve the quality of villages that have met the standards of model new rural villages, continue to build the remaining villages into model new rural villages, creating the premise for building communes that meet the standards of model new rural villages.

Many new rural criteria exceeded at a high level

Mr. Ngo Quyet Chien - Chairman of Dong An Commune People's Committee said: After achieving new rural standards in 2019, the locality started to build advanced new rural areas.

In the process of building advanced new rural areas, Dong An commune is one of the localities with many favorable conditions in Van Yen district, especially the traffic system connecting many major roads, so it is very convenient for people to travel and trade goods.

In addition, thanks to the local propaganda process, people's awareness of new rural construction is increasingly improved. People understand their role as subjects in new rural construction, so they have consensus and are ready to respond positively when implementing programs.

As a locality with diverse economic development models in the district, Dong An commune has a very developed livestock industry with many large-scale farms. The level of knowledge of the people about livestock farming is very high, considered the top in the district. This year, the locality is implementing 10 models according to the province's livestock development project, supporting household-scale livestock farmers.

Along with that, the commune also strongly develops forestry trees such as cinnamon and fruit trees. There is a grapefruit farm with a scale of up to 20 hectares with an investment cost of tens of billions of VND. Besides, in the area, many dynamic young people have boldly invested in building models of processing specialized, organic agricultural products to the market, which are highly appreciated by consumers.

These production models have contributed to the completion of production organization criteria and the improvement of income criteria in the local new rural construction. Thanks to that, the commune's income criteria exceed the general criteria for the district's advanced new rural areas, ranking among the communes with the highest income in Van Yen district. In addition, other criteria such as environment and culture have been effectively implemented by the locality.

"Up to this point, according to the district's assessment, the commune has met all the advanced new rural criteria," affirmed the Chairman of the People's Committee of Dong An commune.
