
LESSON 1: TRANSFORMING PERCEPTION, SELF-RELIANCE
Through the mobilization of authorities at all levels and associations, people in the highlands have changed their thinking and working methods, and have confidently registered to escape poverty. This is an important premise for poverty reduction to become practical and effective in reducing poverty.
Practical model
In Song Kon commune (Dong Giang), many poor and near-poor households have received livelihood support to develop their family economy.
Ms. Dinh Thi Ngoi - Chairman of Song Kon Commune People's Committee said that from the capital of national target programs (NTP), mainly the NTP for sustainable poverty reduction and the Socio-economic development program for ethnic minorities and mountainous areas, the locality has supported hundreds of households with seedlings and livestock such as cows, deer, pigs and durian, cinnamon, medicinal plants, etc.
The locality has made a list of eligible households that have registered to escape poverty sustainably to provide seeds and seedlings, and develop production according to the value chain, mainly poor and near-poor households receiving product output support.
At the same time, the commune supported sending some households to Huong Son (Ha Tinh) to learn the model of raising spotted deer for velvet, training in breeding techniques and building barns. Along with supporting breeding animals, the commune also supported seedlings such as durian, cinnamon, and grapefruit to develop production. Up to now, participating households have developed a garden economic model with quite positive initial results.
As one of the households supported in production within the commune's value chain, Mr. Ating Cao Linh (40 years old, Song Kon commune) from being a poor household before 2020, has now risen to become a well-off household, forming for himself a garden ecosystem with dozens of crops of high economic value.
Mr. Linh shared that in the past, he mainly farmed acacia trees, with very low income. After being encouraged by the authorities, he reclaimed more than 1.5 hectares of land to grow fruit trees and raise chickens and ducks.
Mr. Linh boldly registered and was considered for support for spotted deer in 2024. He invested in a methodical barn with a budget of about more than 70 million VND.
Up to now, Mr. Linh owns an orchard with more than 300 durian, mangosteen, jackfruit trees, hundreds of lemon and banana trees. In addition, he also raises chickens and digs fish ponds to earn extra income.
Mr. Linh said: “Currently, the garden economy has stabilized, the garden has invested in a full irrigation system, and care is easy. The output of all products is guaranteed, so I feel very secure. Hopefully, in the future, this garden-farm economic model will create a good source of income for the family.”
Recently, from capital sources of national target programs, Mr. A Lang Minh (47 years old, Song Kon commune) was supported with durian and jackfruit seeds to develop the economy.
Currently, with a garden area of about 1 hectare, he grows more than 200 jackfruit, durian, and green-skinned grapefruit trees. In addition, his family also raises pigs and chickens in the garden to improve income.
“To implement the garden economic model, my family borrowed production capital from the policy bank with an amount of about 100 million VND, the State supported 26 million VND. From this money, I renovated the garden, bought a generator for irrigation. Up to now, the durian and green-skinned grapefruit are more than 2 years old and are growing well,” said Mr. Minh.
Together we rise out of poverty
Previously, the Gie Trieng people in Phuoc Chanh commune (Phuoc Son) often raised pigs in households and let them roam freely in their gardens. This form of raising pigs was difficult to control and did not bring high economic efficiency.

To change people's thinking and working methods, in 2023, the Women's Union of Phuoc Chanh commune built a model of raising black pigs in groups of households in village 1 as a pilot and to replicate it throughout the commune.
From the State's support of 5 pigs/household, 10 members participating in the model have built barns together for concentrated farming.
Ms. Ho Thi Hau - Group leader said that due to the change in the form of livestock farming and not yet mastering the techniques, the operation encountered many difficulties at first. With the spirit of working together to escape poverty, households shared experiences, the model activities gradually became routine, and the collective working mindset began to form.
Thanks to that, the pig herd has grown rapidly and has begun to produce its first litters. Seeing the effectiveness, many households have proactively participated in the model and registered to escape poverty.
From the capital of the National Target Program for Sustainable Poverty Reduction, Phuoc Son has implemented more than 60 projects to develop production and livestock, focusing on models such as raising 3B cows; breeding buffaloes, cows, goats; free-range chickens, local black pigs, etc.
Notably, Phuoc Son proactively linked the implementation of the economic model with Directive No. 27 dated February 9, 2023 of Phuoc Son District Party Committee on the campaign "Changing the thinking and working methods of ethnic minorities to gradually rise up to escape poverty sustainably".

In which, Party committees, authorities, Fatherland Fronts, and organizations at all levels participate in guiding people to effectively use family resources and borrowed capital to develop the economy; apply scientific and technological advances to production; deploy effective production and business models...
Typically, in Phuoc Nang commune, the local government has built an organic rice model with a scale of 112 hectares, attracting 500 households to participate. After nearly 2 years of participating in the model, people have switched from farming methods to modern production, applying scientific and technical measures and mechanization to increase rice productivity.
Phuoc Nang commune also encouraged people to switch from growing acacia to growing large timber trees, fruit trees, and intercropping medicinal herbs and short-term crops. Up to now, Phuoc Nang has expanded the area of large timber planting to 35 hectares; piloted the concentrated planting of 5 hectares of Morinda officinalis, with 30 households participating.
Mr. Le Quang Trung - Chairman of Phuoc Son District People's Committee said that the effectiveness of changing thinking and working methods is that people eliminate the mindset of waiting, relying on and backward customs and practices to invest in business, diligently learn, practice thrift, build a civilized and cultural lifestyle in residential areas. The most obvious effect is that in 2023, the district will reduce 505 poor and near-poor households, and in 2024, it will reduce 487 poor households.
