QR codes are posted at the one-stop transaction department for people to reflect.

Identifying administrative reform as one of the key political tasks, in recent times, the People's Committee of Luu Vinh Son commune (Thach Ha) has focused on innovation in leadership, direction and operation on the basis of clearly assigning people, tasks, responsibilities, processes and efficiency.

In particular, to promptly detect "bottlenecks" in the process of communication and serving people in administrative transactions, Luu Vinh Son commune has researched and successfully built an integrated model to receive people's feedback and recommendations on the commune's electronic information page and scan QR codes to connect to the management group via Zalo.

Accordingly, the unit has set up a QR code that allows people to scan the code to send recommendations and questions to the leaders of the Commune People's Committee about the spirit and service attitude of the commune's officials and civil servants, especially in handling administrative procedures and issues related to administrative reform. To ensure confidentiality, the management group only includes the Chairman of the Commune People's Committee and the civil servant in charge of the Office of the People's Council - Commune People's Committee. All QR codes are publicly posted at the one-stop transaction department and 18 village cultural houses in the area.

In addition, the commune's electronic information page also sets up a section for people to directly provide information and exchange recommendations in administrative transactions sent to the leaders of the Commune People's Committee.

Sharing about the birth of the model, Chairman of the People's Committee of Luu Vinh Son Commune, Tran Ba ​​Hoanh, said: "Every day, many people come to do administrative procedures, among which, many people because they do not understand some simple administrative procedures have to go to the People's Committee of the commune to ask, wasting time, effort, and waiting. Moreover, despite regular inspection, supervision and dissemination, it is very likely that there will still be situations where officials cause trouble for people, so we have built this model to promptly grasp the recommendations and wishes of the people."

The reflection via QR code and electronic information page of Luu Vinh Son commune was deployed from the end of March 2023.

It is known that the model has been implemented since the end of March 2023 until now. The implementation of the model helps people minimize inconvenience, do not need to travel far and worry about whether their opinions and reflections are received. At the same time, the processing progress is clearly updated on the system, special cases will be responded in writing; if the assigned departments and units respond slowly or late, the Commune People's Committee will take measures to urge and remind promptly.

Mr. Nguyen Van Thanh (Vinh Trung hamlet, Luu Vinh Son commune) said: "Because my family lives far away and my wife is not from the area, I did not know what documents were needed when registering the birth of my child. When I reported it via Zalo, the commune officials gave me instructions, avoiding having to go back and forth many times and saving a lot of time and effort."

It is known that Luu Vinh Son commune is a pioneer in integrating receiving people's feedback into the electronic information page and scanning QR codes to connect to the leaders of the entire province.

Feedback and recommendations are only received by the Chairman of the Commune People's Committee and the civil servant in charge of the Office of the Commune People's Council - People's Committee, ensuring a high level of confidentiality.

According to statistics from the Office of the People's Council - People's Committee of Luu Vinh Son commune, since the model was deployed, the zalo system and the commune's electronic information page have received 16 comments from people. The main comments are questions related to administrative procedure settlement, especially the necessary documents and papers when conducting administrative transactions.

What we are concerned about is that out of 16 feedbacks, there has not been any feedback about officials, civil servants, and public employees harassing, annoying, or making things difficult for people during administrative transactions. Perhaps, people do not really trust the level of confidentiality and are afraid of making things difficult later.

Therefore, we will continue to focus on propaganda work so that people can grasp, understand and frankly share and reflect on shortcomings, helping localities promptly grasp and correct them.
