Bustling activities at border economic zones
In 2024, customs clearance and delivery of goods at border gates will take place smoothly, without any congestion of goods, facilitating import and export activities through the area. Attracting more than 300 enterprises to carry out customs procedures for import and export of goods through border gates in the area. By December 15, 2024, the total import and export turnover of goods through the province reached 900 million USD, of which import turnover reached 156 million USD, export turnover reached 576 million USD; the value of goods supervised, temporarily imported for re-export, and bonded warehouses reached 168 million USD. The total state budget revenue in the area reached 2,309.24 billion VND, exceeding 30.6% of the estimate assigned by the Central Government, of which import and export tax revenue was more than 905 billion VND, exceeding 56% of the estimate assigned by the Central Government, accounting for 39.2% of the total budget revenue in the area.
After more than 1 year of being upgraded to an international border gate, the import and export activities at Tra Linh International Border Gate have been bustling. Head of the Tra Linh International Border Gate Management Office (Trung Khanh) Nguyen Trung Kien said: Tra Linh Border Gate was upgraded to an international border gate at the end of 2023 and customs clearance activities resumed after the Covid-19 pandemic, creating favorable conditions for people to enter and exit, import and export goods, meeting the needs of sightseeing, studying, people-to-people exchange as well as trading goods, promoting trade and service activities, and developing the border gate economy. The Tra Linh International Border Gate Management Office has well performed the planning management of the Tra Linh Border Gate and Po Peo Border Gate areas within the scope of adjustment approved by competent authorities, strengthening coordination with relevant agencies and local authorities to regularly inspect and supervise the implementation of construction management according to approved planning.
In 2024, Tra Linh International Border Gate processed entry and exit procedures for 19,543 people, 111,085 people entering and exiting the border. Processed procedures for 6,426 vehicles entering and exiting the border, including 3,240 vehicles exiting the border and 3,186 vehicles entering the border. Total import and export turnover was 335.36 million USD, of which export turnover was 305.808 million USD, import turnover was 29.553 million USD. The turnover of temporarily imported and re-exported goods in bonded warehouses and transferred to border gates supervised by Tra Linh Border Gate Customs Sub-Department was worth 82.98 million USD, down 15%. The main export goods were cashew nuts, pepper, durian, dried mango, shrimp, frozen fish, unprocessed lead...; Imported goods include garment fabrics, sugar yeast, coke, speaker clamps, etc. Tra Linh International Border Gate Customs Branch collected import and export taxes on goods passing through the area of over 91.1 billion VND, an increase of 21.5% over the same period in 2023.
At Ta Lung International Border Gate (Quang Hoa), import and export activities were stable, the authorities maintained good implementation of regulations, creating favorable conditions for entry and exit activities, border entry and exit for people and vehicles passing through the border gate area. The total import and export turnover was 497.2 million USD, including export turnover of 282.5 million USD, import turnover of 129.3 million USD, and supervision turnover of 85.4 million USD. Ta Lung Border Gate Customs Branch collected nearly 812 billion VND in import and export taxes, exceeding 35.3% of the province's assigned estimate.
Effectively implementing the breakthrough task of developing border gate economy
To carry out the breakthrough tasks, sectors and localities continue to maintain and effectively implement mechanisms and policies for developing border gate economy; coordinate to uniformly manage activities at border gates. Accelerate the opening and upgrading of border gates and border openings. Strengthen trade promotion and import and export. Complete investment in and construction of border gate economic infrastructure projects according to plan and effectively implement planning management, focusing on developing 1/2,000 scale construction planning projects for border gate areas and openings of Border Gate Economic Zones.
The agencies continue to coordinate with the province to organize and implement the plan of the Provincial People's Committee on opening and upgrading border gates and border crossings in the province. Discuss and request the Chinese side to complete legal procedures to announce the upgrading of the Ta Lung - Thuy Khau border gate pair into an international border gate and put the Ta Lung - Thuy Khau road bridge II into operation. Request the People's Government of the Guangxi Zhuang Autonomous Region (China) to carry out procedures to officially open the Po Peo - Nhac Vu border gate pair, including the Dinh Phong - Tan Hung cargo clearance and Ha Lang - Khoa Giap border gate to the main border gate.
Continue to invest in implementing a number of projects in border gate areas. Currently, agencies are reviewing plans to implement procedures for building a dedicated road for transporting goods at Soc Giang - Binh Mang Border Gate. On January 1, 2024, the province held a groundbreaking ceremony for the Dong Dang - Tra Linh Expressway Project; construction of tunnels and some sections is underway.
Currently, in the economic zone, there are 54 domestic and foreign investment projects with a total investment capital of nearly 5,000 billion VND, of which 43 projects are in operation, creating jobs for about 600 workers, and providing trade and logistics services at the border gates; revenue reached 316.5 billion VND, contributing 38 billion VND to the State budget.
Up to now, the province has completed the approval and held a conference to announce the 1/2,000 scale Construction Zoning Plan for the Ta Lung Border Gate area; completed the second consultation with the Ministry of Construction on the 1/2,000 scale Construction Zoning Plan for the Tra Linh Border Gate area; completed the selection of a consulting contractor to prepare the planning task for the 1/2,000 scale Construction Zoning Plan for the areas: Soc Giang Border Gate, Po Peo Border Gate, Dinh Phong Opening Area, Ly Van Border Gate, Ban Khoong Opening, Ha Lang Border Gate and Na Lan area.
Head of the Ta Lung International Border Gate Management Office Pham Van Hoai said: Import and export activities of goods through the Ta Lung Border Gate area tend to increase compared to the same period in 2023 in terms of both turnover and types of import and export goods. Ta Lung Border Gate has received much attention from the province in investing in building many works since previous years, however, basically, the current technical infrastructure system is still not really synchronous and modern. The expansion of the planning of the Ta Lung Border Gate area will require investment in many works and projects, however, the research, adjustment and supplementation of investment projects in the province's programs and plans have not received timely attention...
Entering the new spring, when the Dong Dang - Tra Linh expressway is completed, it will become an important driving force to promote the development of the border gate economy, expected to open the door to trade adjacent to China, soon making Cao Bang a gateway connecting the southwestern provinces (China) with neighboring provinces Cao Bang - Lang Son - Hanoi to Hai Phong; the southern provinces of Vietnam connecting with Bac Kan - Thai Nguyen - Hanoi provinces, connecting with Ha Giang - Tuyen Quang province and the northwestern provinces of Vietnam.
