According to the report of Vinh Phuc Provincial People's Committee, in 2023, the total central public investment capital is 7,688,404 billion VND. By November 30, the whole province had disbursed 7,938 billion VND, an increase of 3.2% compared to the central capital plan, ranking 7th out of 63 provinces and cities nationwide. This is also the year with the highest rate and volume of public investment disbursement ever in the province.
In the context of many difficulties in the world and domestic economy, realizing that the disbursement of public investment capital cannot be delayed and is part of the three major orientations to create breakthrough development, Vinh Phuc province has focused on urging and making efforts to remove difficulties and obstacles, speeding up the progress of project implementation.
Since the end of 2022, the Provincial People's Committee has implemented the 2023 Public Investment Plan for programs and projects, creating conditions for investors to implement projects in the first months of the year. Along with that, the province has established a special working group to promote the disbursement of public investment capital in 2023; organize monthly thematic meetings to listen to reports on the implementation status, remove difficulties and obstacles, direct specialized agencies to organize meetings, specifically resolve difficulties and obstacles regarding procedures, procedures, prices of construction materials, land prices, etc. At the same time, the provincial leaders also directed departments, branches and sectors to strengthen training and guidance on the Law on Public Investment, Law on Bidding, Law on Construction, Law on State Budget for localities and investors; District-level People's Committees have strengthened compensation and site clearance for projects, etc.
The efforts have paid off when the province has completed, handed over and put into use many important works and projects for social security such as: Vinh Phu Bridge; Ring Road 2, section from National Highway 2B to National Highway 2C; Project to Renovate, Upgrade and Expand the Right Dike of Pho Day River, Lap Thach District; Project to Upgrade and Renovate Lap Thach Medical Center; Project to Renovate Phuc Yen City Medical Center, Phase 2; Project to Renovate and Upgrade National Highway 2B, section from Chan Suoi Bridge to Tam Dao I Tourist Area...
At the same time, many new works and projects were also started, bringing a new look to the whole province such as: Provincial Radio and Television Station Project; Project of Office of the Department of Transport and the Management Board of Investment and Construction Projects of Traffic Works; Project of Hanoi - Lao Cai Railway Parallel Road, Northern route, section from Khai Quang Industrial Park to Binh Xuyen Industrial Park; Project of Tran Phu High School...
Favorable weather conditions, along with the construction capacity of contractors and timely disbursement of public investment capital, it is expected that this December, Vinh Phuc will have a number of additional works and projects completed and put into use such as: Ben Gao Bridge Opening Project across Pho Day River on Highway 305; Tho Tang Communal House Restoration and Renovation Project, Tho Tang Town, Vinh Tuong District; Vinh Yen City Ring Road 2 Project, section from Ton Duc Thang to Highway 2B...
In 2024, Vinh Phuc plans to have a total public investment capital of VND 7,701,818 billion. From this capital source, the province will allocate sufficient capital for works and projects that have been finalized, completed, handed over and put into use before December 31, 2023; transitional projects must be completed in 2024 according to regulations. It is expected that the province will allocate capital for tasks and projects to implement resolutions of the Provincial People's Council such as: National target program on building advanced new rural areas, model new rural areas; Resolution No. 06/2023/NQ - HDND, dated May 5, 2023 of the Provincial People's Council promulgating Regulations on a number of specific policies to support the construction of model cultural villages in the province, period 2023 - 2030; Resolution No. 71/2019/NQ - HDND, dated October 23, 2019, regulating the mechanism for supporting investment and restoration of the system of historical and cultural relics ranked in Vinh Phuc province, period 2019 - 2025...
The achievements in 2023 in disbursing public investment capital are a solid springboard to expect that in the future, Vinh Phuc will have more projects and works invested in construction to serve socio-economic development and improve all aspects of people's lives.
3 major directions to create breakthrough development The Resolution of the People's Council of Vinh Phuc province sets out three major orientations to create breakthroughs in the development of Vinh Phuc province: - Perfecting synchronous mechanisms and policies for socio-economic development; enhancing competitiveness, improving the investment and business environment, taking people and businesses as the center of service. - Developing human resources, especially high-quality human resources; attracting, employing and rewarding talents; promoting the application and transfer of science and technology, digital transformation, developing the digital economy and digital society. - Mobilize and use all resources effectively and economically, create breakthroughs in building a synchronous and modern socio-economic infrastructure. Prioritize creating clean land funds to attract investment, implement key projects with spillover effects and inter-regional connectivity. |
