In an official dispatch sent to the Department of Planning and Finance ( Ministry of Finance ) on April 3, the Tax Department (formerly the General Department of Taxation) said that regarding the 2025 expenditure estimates of units after being reorganized according to the new organizational structure, the Tax Department has made decisions to assign and adjust the estimates of units to the Ministry of Finance.

However, after 15 days, the Tax Department and its units have not received the budget estimate on the TABMIS system (budget and treasury management information system) at the State Treasury for salary payment and regular operations.

On the other hand, the Ministry of Finance has not issued any other instructions on the assignment and adjustment of budget estimates according to the new organizational structure of the units under the Ministry. At the same time, the Tax Department has not received any documents from the Department of Planning and Finance regarding the assignment of the Tax Department's budget estimates, whether there are any problems or difficulties to coordinate and handle and implement according to regulations.

Notably, as of April 3, regional tax branches under the Tax Department had no budget at the State Treasury to pay salaries, electricity, water, telephone bills, etc. for March and early April. Service providers have announced that they will stop providing services if payment is not made.

Therefore, the Tax Department requests the Department of Planning and Finance to promptly report to the Ministry of Finance for approval and adjustment of the salary fund and regular expenditure estimates according to the administrative management expenditure norms so that units can pay salaries to civil servants and employees and pay for services and regular expenditures.

Talking to Tuoi Tre Online about the above content, the Tax Department said that the above reflection of the Tax Department had been resolved by the Ministry of Finance on the afternoon of April 11.

However, according to Tuoi Tre Online, customs officials in the regions just received their March salaries on April 11. Currently, in some regional reserve branches such as Regional Reserve Branch 4, officials have not yet received their March salaries.
