(To Quoc) - In order to implement and concretize the Party and State's policies on cultural development, as the highest management and advisory agency, the Ministry of Culture, Sports and Tourism has developed the National Target Program on Cultural Development for the period 2025-2035. After a long period of consultation and asking for opinions from ministries, branches, localities, experts, scientists... The program has been officially submitted to the Government; reported to the 15th National Assembly in the 7th and 8th sessions. This is expected to be a "bright path", a strategy for cultural development, building long-term, synchronous and comprehensive soft power to create a solid spiritual foundation and motivation.
The 13th Party Congress Document clearly stated the specific goals for national development in the coming years: By 2025, the 50th anniversary of the complete liberation of the South and national reunification, Vietnam will be a developing country with modern industry, surpassing the low middle income level (GDP per capita is estimated at 4,700-5,000 USD/year). By 2030, the 100th anniversary of the founding of the Party, we strive to be a developing country with modern industry and high middle income (GDP per capita is estimated at about 7,500 USD/year). By 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, will become a developed country with high income (GDP per capita must reach over 12,535 USD/year).
The path of cultural development and revival to build soft power and endogenous strength of the entire nation was clearly set out by late General Secretary Nguyen Phu Trong at the 2021 National Cultural Conference.
In his concluding speech at the 2021 National Cultural Conference, the late General Secretary Nguyen Phu Trong also affirmed: We must continue to build, preserve, revive and develop culture, so that culture truly becomes a "spiritual foundation", "a driving force for development", and "lights the way for the nation to go".
To realize these directions and carry out the tasks of the Party, the National Assembly, and the Government, the Ministry of Culture, Sports, and Tourism has developed the National Target Program on Cultural Development for the 11-year period (2025-2035). After many consultation workshops, seeking opinions on the content of the Program with ministries, branches, localities, experts, scientists, etc.; based on the proposals and comments of 63 provinces, cities, ministries, branches, and related socio-political organizations, the Ministry of Culture, Sports, and Tourism is currently submitting the program to the National Assembly for approval at the 8th session of the 15th tenure. The program has set out basic, general goals, as well as specific and practical solutions to put the policies of the Party and State into practice. This is expected to be the key to open the door for culture to enter the integration period with new momentum, while removing bottlenecks, clearing resources, creating a clear corridor for culture to develop commensurately and on par with the economy, politics, society... This is the strategy, the bright path to bring culture to make great strides and breakthroughs in the coming years.
The program focuses on building an advanced Vietnamese culture imbued with national identity, in which, according to the report presented by Minister of Culture, Sports and Tourism Nguyen Van Hung at the 7th Session of the 15th National Assembly, it clearly stated: The program has 7 general goals and 9 specific target groups by 2030; 9 specific target groups by 2035. The program is designed to include 10 components, 153 detailed targets, 42 specific tasks, 186 detailed activities in accordance with the direction of the late General Secretary Nguyen Phu Trong at the 2021 National Cultural Conference.
To realize the ideas of the Party and the late General Secretary Nguyen Phu Trong, the Ministry of Culture, Sports and Tourism has built the National Target Program on Cultural Development for the period 2025-2035 to make culture truly the "spiritual foundation", "development driving force", and "light the way for the nation to go".
Thus, it can be seen that this is a very comprehensive, specific, and detailed cultural development strategy that demonstrates the dedication and intelligence not only of the cultural sector but also of the entire Party and people. The program is also systematically and scientifically constructed.
The program has set out basic, general goals, as well as fundamental solutions, especially providing a long-term perspective to match the position of a national program. At the same time, it creates a fundamental, great change in the cause of cultural development and building Vietnamese people; creating a driving force to arouse and promote cultural values, the strength of Vietnamese people, contributing to increasing investment resources, meeting the urgent need for comprehensive human development and building an advanced Vietnamese culture, imbued with national identity.
Edited many times and in the 8th session of the 15th National Assembly taking place in October 2024, it is hoped that with its practical values, the Program will be approved by delegates so that it can be implemented immediately in 2025. This will be a tool and support strategy to achieve the goals set by the Party, while ensuring consistency and connection between cultural programs and projects nationwide. The Program will also be a guideline to ensure comprehensive and harmonious investment and development between cultural activities. The Program is also a premise and a key to open the gate for Vietnam to integrate with the world in the new era...
The National Target Program for Cultural Development 2025-2035 was elaborately and carefully developed, demonstrating the dedication and intelligence of the entire Party and people, and was reported to the Government and submitted to the National Assembly in many sessions.....
Most recently, in the 38th session of the 15th National Assembly Standing Committee, after listening to Chairman of the Committee for Culture and Education Nguyen Dac Vinh present his opinions on the review of the National Target Program for Cultural Development 2025-2035, the National Assembly Standing Committee highly appreciated the content and preparation process of the Program. National Assembly Chairman Tran Thanh Man affirmed: With their dedication to culture, experts have "suggested" many solutions so that the national macro-cultural program, when approved, will truly be a "bright path" opening up many hopes and expectations for the breakthrough development of the country's culture, especially meeting the expectations and wishes of the late General Secretary Nguyen Phu Trong. Is this the solution, the solution to the cultural problems that have lasted for many years, while focusing on "successfully building an advanced Vietnamese culture, imbued with national identity, continuing to bring glory to the nation, to the race, creating an unparalleled strength to build our Fatherland to be increasingly prosperous, our people to be increasingly happy, our country to be increasingly prosperous, worthy of the thousand-year-old tradition of civilization and heroism of a heroic nation, standing shoulder to shoulder with the world's great powers" as the late General Secretary Nguyen Phu Trong affirmed.
According to the roadmap, if the 8th session of the 15th National Assembly receives the consensus of the delegates at the parliament to press the button to pass, the National Target Program on Cultural Development for the 2025-2035 period will come into practice. However, in order for the Program to be truly implemented as a program of "the Party's will and the people's heart", the leading, guiding, and supervising role of the Government and the Ministry of Culture, Sports and Tourism is needed. In particular, the allocation of investment budget for activities and localities must be correct and "on target"... to encourage and motivate all levels, sectors, localities and people to join hands to successfully carry out this particularly important political task.
At the 7th session (May 2024), on behalf of the Government, Minister of Culture, Sports and Tourism Nguyen Van Hung presented a report on the Cultural Target Program for the 2025-2035 period, in which the proposed estimated amount to implement this "great project" is 256,250 billion VND. Of which, the investment budget for cultural development in the 2025-2030 period is more than 122,000 billion VND, and in the 2030-2035 period is more than 135,000 billion VND.
It can be said that this is the largest resource that the Government plans to invest in a National Target Program, higher than the investment level of the 3 National Target Programs currently being implemented and many times higher than the National Target Program on culture implemented in previous stages. The plan to allocate such a large investment source shows the Government's great determination to realize the goals, targets, tasks and solutions for cultural development set forth by the Party and State in Resolution XIII.
At the 38th session, the National Assembly Standing Committee also gave its opinion on the investment policy for the National Target Program on Cultural Development for the 2025-2035 period. Presenting the review opinion at the session, Chairman of the Committee on Culture and Education Nguyen Dac Vinh said that the Committee on Culture and Education agreed with the necessity of the investment policy for the Program and believed that the development of the Program at the present time fully meets the political, legal, scientific and practical bases. The Program dossier has met the requirements prescribed by law. Regarding the budget for implementing the Program, the Committee on Culture and Basic Education basically agreed with the estimated total investment and capital sources to implement the Program. At the same time, it emphasized that the allocation of adequate resources is necessary to fully and effectively concretize the Party's viewpoints and policies on cultural development.
The program is expected to be a "bright path" opening the door for cultural integration and "take-off" in the new era, the era of national growth.
Assessing the entire Cultural Development Target Program from 2025-2035, National Assembly Chairman Tran Thanh Man also affirmed: This is a very large and elaborately designed Program through many adjustments. The Program reported at the 8th session of the 15th National Assembly has been completed and is more reasonable and logical, with no more overlap with programs and projects that have been approved or are being implemented.
With 7 general goals, 9 specific target groups by 2030; 9 specific target groups by 2035, 10 component contents, 153 detailed targets, 42 specific tasks, 186 detailed activities closely following 6 groups of tasks and 4 solutions that the late General Secretary Nguyen Phu Trong proposed at the National Cultural Conference in 2021, the Cultural Development Target Program from 2025-2035 has basically solved the requirements in pushing back the limitations, embarking on cultural revival in the new period with specific, detailed, comprehensive tasks, solutions, activities...
Regarding the implementation roadmap of the Program, the Government proposed that the National Assembly allow the Program to be implemented in the period of 2025-2035. In 2025, the focus will be on implementing activities to build policy mechanisms, a system of documents and guidance documents for implementing the Program's tasks, a system for monitoring and evaluating the implementation of the Program, training and improving the capacity of Program management staff, preparing for investment in tasks and other management contents, etc.
Phase 1 in the medium term 2026-2030 will focus on solving the limitations and challenges that have arisen in the past; Phase 2 in the medium term 2031-2035 will continue to develop culture to become an endogenous strength of the Vietnamese economy.
Over the years, the Party and the State have always paid attention to cultural development. The Party and the State have also made many decisions and policies to build and develop an advanced Vietnamese culture imbued with national identity, but perhaps from the past to the present, there have been very few programs that have been developed to implement the Party's policies and the State's policies as specific, detailed, comprehensive and synchronous as the National Target Program on Cultural Development for the 2025-2035 period.
In order for the National Target Program on Cultural Development to not only be beautiful ideas on paper, empty slogans or stories of the movement... but to truly come to life, to become a program of "the Party's will, the people's heart" as Assoc. Prof. Dr. Nguyen The Ky - Chairman of the Central Council of Cultural and Arts Associations affirmed: To implement the Target Program on Cultural Development for the period 2025-2035, the entire political system must participate. We must consider building culture and building people as building a bright future for the nation. If we do not have an advanced culture, imbued with national identity, we do not have Vietnamese people who meet the requirements of national development in the new period, then it will be very difficult for us to move the country forward. All people, cadres, party members, people in the lowlands, mountainous areas, ethnic groups, religions... must understand the purpose, meaning, and content of the Cultural Development Goals program to unite and be determined to carry out this revolution.
"All beginnings are difficult", there will be no path to success that is "full of roses", moreover, it is the "path" to contribute to the revival, construction and development of culture and the soft power of the nation. But we believe and expect that, with the synchronous and drastic participation and active participation of all levels, sectors and the whole society, the National Target Program on Cultural Development for the period 2025-2035 will soon be deployed and put into practice, bringing about the desired results; creating a combined strength for the whole nation to overcome all challenges, successfully realizing the goal of making our country increasingly prosperous and prosperous./.
