Two historic flash floods occurred in June 1990 and August 1996 in Muong Lay town, taking the lives of 126 people and injuring hundreds of others; many agencies, offices and houses were swept away, buried by rocks or severely damaged... Until today, that terrible devastation is still deeply engraved in the minds; at the same time, it is also the regret of many generations of people in the whole province.
During the Great Requiem Mass on April 5, Party, government, local leaders and a large number of people performed the ritual of bringing the souls of the deceased to the pagoda to pray for the early liberation of the souls of the deceased compatriots, and to bless the nation and the people. The horrifying memories of the two flash floods will forever be preserved as a historical lesson, so that today's generations can further raise awareness of preventing and combating the complex developments of natural disasters, contributing to protecting the lives and property of the people and the State.

The project is expected to be built on an area of 1.5 hectares in Song Da Ward. The project's goal is to build a memorial space for the souls of compatriots and soldiers who died in the flash floods in 1990 and 1996.
