Vietnam restarts Ninh Thuan nuclear power plant

Two locations planned for Nuclear Power Plants 1 and 2 in Ninh Thuan

The above content is stated in the Resolution of the 8th session, approved by the National Assembly on the afternoon of November 30.

Accordingly, the Government is assigned to allocate resources to restart the Ninh Thuan nuclear power project according to the conclusion of competent authorities. The Government also needs to assign relevant ministries and branches to study and amend relevant laws, including the Law on Atomic Energy.

Thus, the Ninh Thuan nuclear power project was restarted after 8 years of suspension.

Nuclear power is a green and sustainable source of electricity. Therefore, developing this source of electricity helps diversify supply sources, ensure energy security and green energy transition, achieving the goal of net zero emissions by 2050 as committed at COP26.

Not to mention, developing nuclear power helps Vietnam have the opportunity to attract financial resources, science and technology, and high-quality human resources through cooperation programs and create opportunities to participate in the industrial supply chain in this field.

The locations chosen for the Ninh Thuan 1 and 2 nuclear power plant projects have been carefully surveyed and evaluated by domestic and foreign consulting units. These are the two best locations, meeting strict international criteria, suitable for building a nuclear power plant in Vietnam.

The Government said that after the policy of restarting the Ninh Thuan nuclear power project is approved, it will assign agencies, ministries and sectors to review and update the direction of nuclear power development in related development strategies such as the energy development strategy, electricity sector... Authorities will establish a Nuclear Power Development Plan, which will clarify the potential for development of all types, including large, small or micro scale.

Nuclear power development will use modern technology, ensuring the highest level of safety, minimizing risks to people, the environment and investment efficiency, according to the Government.

The Electricity Law (amended) passed by the National Assembly on the afternoon of November 30 sets out general regulations on the development of this type of energy. Accordingly, the nuclear power development plan must be closely linked to and consistent with the electricity plan to ensure the goal of energy security. The investment in construction, operation and termination of operations, and ensuring the safety of nuclear power plants must comply with the provisions of the Atomic Energy Law and other relevant laws.

As of the end of August, there were 415 nuclear power reactors in operation worldwide, with a total installed capacity of 373,735 MWe, and 62 reactors under construction with a total capacity of about 64,971 MWe. Nuclear power provides about 10% of the world’s electricity production and plays an important role in the power mix of many countries. In addition to the 32 countries that own and operate plants, 20 other countries are considering development to meet energy needs and realize climate commitments.

Currently, nuclear power technology has developed, mainly through the construction of new light water reactors (LWR) with generation III+ technology; research and completion of generation IV reactors and commercialization of small modular reactors (SMRs). Nuclear power technology is also being researched and developed to support the exploitation of renewable energy sources and promote the efficiency of primary energy sources.
