The Prime Minister said that in October, the socio-economic trend continued to be positive, surpassing that of September; overall, the results achieved in the first 10 months were better than the same period in 2023 in most areas.

Continuing the Session Program, on the afternoon of November 12, at the parliament, Prime Minister Pham Minh Chinh, on behalf of the Government, clarified groups of issues related to the Government's management work.

Premise for the country to enter a new era

The Prime Minister expressed his sincere gratitude to the National Assembly for basically agreeing with the Government's reports on socio-economic issues and many other documents. Most opinions affirmed that we have achieved important and quite comprehensive results in all fields.

Under the correct direction of the Party Central Committee, the Politburo, the Secretariat, headed by the late General Secretary Nguyen Phu Trong and current General Secretary To Lam; the National Assembly, the National Assembly Standing Committee, and the National Assembly's agencies have always paid attention to, accompanied, supported, and closely and effectively coordinated with the Government, ministries, branches, and localities to promptly institutionalize the Party's policies and remove institutional obstacles, difficulties, and bottlenecks, and decide on important issues to promote national development.

“The Government would like to sincerely thank the National Assembly deputies, compatriots and voters nationwide for accompanying, helping, sharing and appreciating the flexible and effective direction of the Government, all levels, sectors and localities; at the same time, frankly pointing out the limitations and shortcomings and contributing many dedicated, responsible and quality opinions and proposing suitable and feasible solutions for the Government to refer to,” affirmed the Prime Minister.

Emphasizing that the Government seriously accepts the valid opinions of National Assembly deputies and compatriots and voters nationwide to continue innovation in leadership and management, Prime Minister Pham Minh Chinh said that in October, our country's socio-economic situation continued to have a positive trend, surpassing that of September; in general, the results achieved in the first 10 months were better than the same period in 2023 in most areas.

The Government has reported and proposed to the Politburo to agree on a plan to handle all 12 projects that have been behind schedule and ineffective for many years, some of which have been profitable; the compulsory transfer of 2 weak banks has been completed. The work to overcome the consequences of storm No. 3 has been implemented resolutely, promptly and effectively.

Based on the positive results of the past 10 months, from now until the end of the year, the Government will focus on directing with high determination, great efforts, drastic and effective actions to maintain momentum, maintain rhythm, and strive for GDP growth in the fourth quarter to reach over 7.5% so that the whole year will reach over 7%.

Thereby, ensuring the achievement and surpassing of all 15 main socio-economic targets for 2024 set by the National Assembly, creating momentum for the implementation of the 2025 plan, the entire 2021-2025 period, creating a premise and basis for the country to enter a new era, an era of striving to become a rich and prosperous nation.

Handling one case, alerting the whole region

According to Prime Minister Pham Minh Chinh, public investment is one of the growth drivers; therefore, the Government and the Prime Minister have directed strongly from the beginning of the year, issued many documents to promote the allocation and disbursement of public investment capital and achieved certain results.

However, the disbursement situation is still slow; the disbursement rate in 10 months reached 52.29%, while in the same period in 2023 it was 56.74%; ODA capital disbursement only reached 27.88%; 29 ministries, central agencies and 21 localities have disbursement rates below the national average.

The main reasons are that some related mechanisms, policies and legal regulations are still cumbersome and overlapping; there are problems with investment procedures. There is a lack of material supply; project preparation is not good; leadership, direction, inspection and supervision are sometimes lacking in determination and closeness, especially the role of the leader.

The management and operation capacity of many project management boards is still limited. Coordination between agencies is still lacking. Discipline and order are not strict in some places; there is still a situation where officials avoid and fear responsibility...

“In the coming time, the Government and the Prime Minister will continue to resolutely direct the acceleration of public investment disbursement with the spirit of “5 determinations,” “5 guarantees,” striving to disburse over 95% of the plan by 2024,” said Prime Minister Pham Minh Chinh.

Regarding the practice of thrift and the fight against waste, according to Prime Minister Pham Minh Chinh, in recent times, this work has been focused on by the Government and the Prime Minister and has achieved some positive results. However, this work still has many shortcomings and limitations.

Therefore, in the coming time, the Government and the Prime Minister will focus on directing the urgent review and amendment of legal regulations. Continue to review, cut and save state budget expenditures, especially regular expenditures.

Strengthen inspection and examination in all fields, especially investment, public assets, land, minerals, etc.; strictly handle violations in the spirit of "handling one case, warning the whole region, the whole field."

Simplify and cut down administrative procedures to the maximum; focus on reviewing and thoroughly handling backlog, prolonged, ineffective projects, and weak credit institutions.

Strengthen communication, build a culture of thrift and fight waste throughout society; Build a state administrative apparatus in the spirit of General Secretary To Lam's direction "Refined - Lean - Strong - Effective - Efficient - Effective - Efficient".

Strong development of offshore wind power

Regarding ensuring short-term and long-term electricity supply, the Prime Minister said that in the coming time, electricity demand is forecast to increase rapidly, with an increase of about 12-13% in 2025 and even higher in the following years.

The Government continues to perfect and synchronize legal regulations to remove obstacles in implementing power infrastructure projects. Build a smart and flexible power grid system with high automation capabilities.

Focus on completing procedures, starting construction and putting into operation large and important power projects. Strengthen energy saving measures and manage electricity demand. Review and resolve invested renewable power projects with legal problems and ensure correct, adequate and reasonable pricing to encourage the development of power sources. Ensure adequate infrastructure and fuel for power production.

“In the long term, to ensure sufficient electricity for rapid and sustainable socio-economic development, the Government has been proposing to competent authorities to restart nuclear power projects, strongly develop offshore wind power... The Electricity Law has been submitted to the National Assembly for consideration and amendment to create institutional breakthroughs, remove obstacles, and develop power sources and grids. The Government respectfully requests the National Assembly to pay attention, share, and coordinate with the Government to improve quality and consider passing it at this Session to promptly remove obstacles and legal bottlenecks,” Prime Minister Pham Minh Chinh stated.

Notably, clarifying the issue of developing and applying science and technology, promoting innovation associated with training high-quality human resources, Prime Minister Pham Minh Chinh stated that the Government and the Prime Minister have issued documents and directed the implementation of many mechanisms, policies, and projects on developing science and technology, innovation, and training high-quality human resources, and have achieved certain positive results in recent times. However, the development of science and technology, innovation, and training high-quality human resources have not yet achieved the set goals.

Therefore, Prime Minister Pham Minh Chinh said that with the viewpoint of developing high-quality human resources and developing science and technology, innovation is the goal, driving force, and important resource for development, in the coming time, the Government will continue to direct the completion of mechanisms and policies for developing science and technology infrastructure, accepting risks and persevering in scientific and technological research and innovation activities; strongly promoting the innovation system and the national, regional, and local creative startup ecosystem; taking enterprises as the center, research institutes, and universities as the foundation.

“Ensure at least 20% of total state budget expenditure for education and training; have breakthrough policies in recruiting, using and rewarding talents at all levels, sectors and localities, especially in new growth drivers such as digital economy, green economy, circular economy, knowledge economy...

Mobilize and effectively use resources, especially public-private partnerships, to train high-quality human resources, aiming at international standards and meeting market demand. Quickly complete training of at least 50,000 high-quality human resources to meet the development requirements of the semiconductor industry,” the Prime Minister stated./.
