Realizing the Party's resolutions, in recent years, Vietnam's digital economy has achieved many remarkable results.

The Prime Minister assessed that in 2023, national digital transformation will be promoted in a comprehensive and all-people direction, with practical results, positively contributing to the country's socio-economic development.

According to Google and Temasek, Vietnam is the country with the fastest digital economic growth in Southeast Asia for two consecutive years (2022, 2023); e-commerce increased by 11%, digital tourism economy increased by 82%, digital payment increased by 19%. The Ministry of Information and Communications estimates that the digital economy in 2023 contributed about 16.5% of GDP.

Key factors attracting foreign investment in digital technology

Shared platforms and e-commerce are increasingly demonstrating their expansion and effectiveness. The digital economy is an irreversible trend with great potential and room for development in Vietnam. However, she also warned that Vietnam is also facing challenges related to institutions, infrastructure and digital human resources. According to Associate Professor, Dr. Dinh Thi Nga, in the current context, with the aspiration of a strong Vietnam, it is necessary to implement synchronous, effective and flexible solutions to limit difficulties and seize opportunities to keep up with the trend. One of the solutions to develop the digital economy in Vietnam is to improve digital skills and the quality of human resources. “High-quality human resources are the key factor to attract foreign investment in Vietnam's digital technology sector,” Associate Professor, Dr. Dinh Thi Nga emphasized.

The Ministry of Home Affairs said that currently, the demand for IT-qualified people in many ministries, branches and localities is greater than 50% of the assigned staffing quota (in 2021, 10,865/5,426 staffing quotas will be used; in 2022, 11,253/5,568 staffing quotas will be used; in 2023, 14,682/6,215 staffing quotas will be used). According to the forecast of the Ministry of Information and Communications, the data on supply and demand of IT and digital technology human resources in Vietnam in 2025 will be 1,601,967 people; in 2030, it will be 2,718,751 people. Therefore, the Deputy Director of the Institute of Economics said that Vietnam needs to ensure that human resources with high professional skills meet international training standards and quantity. Along with that is increasing the quantity and quality of human resources in the information technology industry and related industries; shifting from "processing" (labor deficit) to participating in the global value chain in the high-tech and high-value production segment (technology and knowledge deficit). In addition, Associate Professor, Dr. Dinh Thi Nga believes that it is necessary to quickly deploy a digital university education model; innovate training programs, focus on training digital skills associated with the market and meet the requirements of national digital transformation.

Training 50,000 semiconductor engineers by 2030

Recently, Vietnam has attracted a number of large technology corporations to open high-tech manufacturing plants. In 2023, the world's leading semiconductor corporations have chosen Vietnam as an investment destination for projects worth hundreds of millions to billions of dollars. Notably, in the joint statement on the Vietnam - US Comprehensive Strategic Partnership, the two sides acknowledged Vietnam's great potential to become a key country in the semiconductor industry, in which the US Government will provide an initial seed funding of 2 million USD. This is a new step for Vietnam on the path to penetrating the industry worth hundreds of billions of dollars.

Nearly 3 months later, Mr. Jensen Huang, Chairman - General Director of Nvidia Corporation (the world's most valuable chip manufacturing corporation with a market value of nearly 1,200 billion USD) visited Vietnam. Mr. Jensen Huang affirmed that Nvidia wants to establish a center and stronghold in Vietnam to attract talent around the world, thereby contributing to the development of the semiconductor and artificial intelligence ecosystem, promoting startups, designing and developing supercomputers, producing software of the future..., contributing to the digital future of Vietnam. Dr. Hung Tran - an overseas Vietnamese who founded a technology company in the US, said that young people in Silicon Valley are willing to join hands to train high-quality technology human resources, helping Vietnam take advantage of the opportunities brought by the Vietnam - US relationship. During his working trip to Japan in mid-December 2023, the Prime Minister called on Japanese enterprises to join Vietnam in developing the semiconductor industry; at the same time, he asked Japan to support Vietnam in training high-quality human resources. Because according to the head of the Government, if Vietnam wants to go fast, it must 'take a shortcut', which must be science and technology, the semiconductor industry. He hopes that Japanese enterprises will come to Vietnam to invest, support Vietnam in the semiconductor field, train high-quality human resources, build design, production, packaging and export factories. In addition, the Government leader also committed that Vietnam must quickly train high-quality human resources in the field of information technology to meet the requirements of investors in the semiconductor industry. Currently, Vietnam has 1 million information technology engineers and the Government assigned the Ministry of Education and Training to train 50,000 semiconductor engineers to meet the requirements by 2030.
In Japan, the ceremony of exchanging the Diplomatic Note for the Vietnam - Japan Human Resource Development Scholarship Project (JDS) took place. Accordingly, the Japanese Government will provide the Vietnamese Government with a non-refundable aid of 685 million Japanese Yen (about 4.8 million USD) for full scholarships to train Vietnamese citizens working in state agencies to study in Japan. It is expected that in 2024, there will be a maximum of 45 candidates receiving scholarships to study for a master's degree and 5 candidates for a doctorate.
