According to Google and Temasek, Vietnam is the country with the fastest digital economic growth in Southeast Asia for two consecutive years (2022, 2023); e-commerce increased by 11%, digital tourism economy increased by 82%, digital payment increased by 19%. The Ministry of Home Affairs said that currently, the demand for IT-qualified people in many ministries, branches and localities is greater than 50% of the assigned staffing quota (in 2021, 10,865/5,426 staffing quotas will be used; in 2022, 11,253/5,568 staffing quotas will be used; in 2023, 14,682/6,215 staffing quotas will be used). According to the forecast of the Ministry of Information and Communications, the data on supply and demand of IT and digital technology human resources in Vietnam in 2025 will be 1,601,967 people; in 2030, it will be 2,718,751 people. Therefore, the Deputy Director of the Institute of Economics said that Vietnam needs to ensure that human resources with high professional skills meet international training standards and quantity. Along with that is increasing the quantity and quality of human resources in the information technology industry and related industries; shifting from "processing" (labor deficit) to participating in the global value chain in the high-tech and high-value production segment (technology and knowledge deficit).
