The milestones of a term were reviewed. Chairman of the Provincial People's Committee Le Van Dung informed that the three strategic breakthrough tasks for the 2021 - 2025 period were determined, including: Building a synchronous infrastructure system and urban development; Proactively participating in the Fourth Industrial Revolution associated with developing high-quality human resources; Promoting improvement of the investment environment and innovative startups.
Quang Nam has faced many difficulties since the beginning of its term. The COVID-19 pandemic appeared, developed complicatedly, and lasted for a long time. Natural disasters and floods occurred continuously, which had a significant impact on the organization and implementation of the Resolution of the 13th National Party Congress and the Resolution of the 22nd National Party Congress of the Provincial Party Committee as well as the implementation of strategic breakthrough tasks. However, Party committees and authorities at all levels in the province have taken many drastic measures, adapted safely and flexibly.
Quang Nam has resolutely implemented many policies to become an attractive destination for large domestic and foreign investors... This will be a very important driving force to promote economic growth and affirm investors' confidence in Quang Nam's investment environment.

Continuing the achievements of the three breakthrough tasks of the 2015 - 2020 term, in the 2020 - 2025 period, the whole province has synchronously and effectively implemented solutions to restore and develop the socio-economy, helping the economy to flourish and achieve many positive results.
The average GRDP growth rate (at 2010 comparative prices) for the 5 years 2020 - 2025 is expected to be around 3.3%. The economic scale in 2025 is expected to be nearly 136.4 trillion VND, an increase of nearly 38 trillion VND compared to 2020.
In recent times, Quang Nam has prioritized resources to develop synchronous infrastructure in all sectors and fields, focusing on connecting traffic routes and urban areas. Many important projects and works have been completed and put into use, contributing to promoting the growth of the province's economy.
Along with the speed of socio-economic development, the speed of urbanization increases in quantity and scale. Urban infrastructure develops rapidly, the face of the countryside changes clearly, the development gap between urban and rural areas is gradually narrowed. In addition, urban development is initially in the direction of smart urban and ecological urban areas, associated with tourism development.
“Solutions to promote development, especially improving the investment environment and supporting business development, have been focused on to unlock resources.
Quang Nam has resolutely implemented many policies to become an attractive destination for large domestic and foreign investors, especially domestic private corporations with prestige, capacity and business experience. This will be a very important driving force to promote economic growth and affirm investors' confidence in Quang Nam's investment environment," said Chairman of the Provincial People's Committee Le Van Dung.
The limitations were pointed out in the context of the implementation of the targets and tasks of the term not reaching expectations. Infrastructure has not met the requirements of rapid and sustainable development; there has not been an effective connection between synchronous infrastructure development and economic restructuring. Strategic infrastructure has not been effectively exploited and is not commensurate with its potential.
Meanwhile, digital transformation infrastructure, disaster prevention and response infrastructure, and technical infrastructure of industrial parks have not met requirements. The quality of human resources is also something that Quang Nam is concerned about...
Breakthrough for development goals
Architect Ngo Viet Nam Son, an expert in the field of planning, shared that through many returns to Quang Nam, he clearly saw the receptiveness, innovative thinking and desire for breakthroughs, based on the sustainable foundation of Quang Nam.
“Economic development still cannot match the potential. Quang Nam has a very large area, which is both favorable and challenging. We have the foundation for development, but on the contrary, we also have to worry about a very large area, with a scattered population and costly investment scale. Therefore, we need to have a new breakthrough development mindset. The province has been doing it, but it needs to be raised to a higher level,” Mr. Son raised the issue.
According to Mr. Son, the top priority is to attract human resources, especially high-quality human resources. Comparing them to Hue and Da Nang, he said that although these two localities have developed very quickly in recent times, there have been barriers in terms of land funds, airports, seaports, and the "favorable weather and terrain" factors for Quang Nam at present.
The issue of settling down is very important, however, Quang Nam lacks opportunities for urban development, projects that create job opportunities, build an ecosystem to help residents live and work well. The COVID-19 pandemic has greatly adjusted their thinking. Residents can consider other regions, and if Quang Nam does well, creates jobs, good social security, many workers will come here to seek opportunities.
“We have a lot of resources, but the connection is still too poor. The connection must create opportunities for residents to be willing to invest money, the Central Government is ready to provide mechanisms and financial support. Another important thing is the budget. With a limited budget in hand, with a large area like the present, investment must be effective wherever it is and priority must be given to the most effective places. Social security must be linked to that.
Quang Nam should focus its economy on areas that generate the largest revenue, encouraging population, labor, and human resources growth. In the remaining areas, the issue will be to effectively exploit resources that do not require much resources and population, focus on infrastructure, and ensure social security for all people," Mr. Son commented.

Quang Nam also needs to consider many factors to ensure the development process maintains sustainability, contributing to building a sustainable ecological society" - Prof. Dr. Truong Quang Hoc said.
