VSTEP is an abbreviation for the English phrase "Vietnamese Standardized Test of English Proficiency", which means an English proficiency test according to the 6-level foreign language proficiency framework for Vietnam.
VSTEP is designed to assess the English proficiency of Vietnamese people from level 1 to level 6, equivalent to the English proficiency level according to the European reference framework (A1, A2, B1, B2, C1, C2). The VSTEP test tests 4 skills: Listening - Reading - Writing - Speaking.
According to the Department of Quality Management (Ministry of Education and Training), up to now, there are 36 universities nationwide that organize exams and issue English certificates according to the 6-level competency framework for Vietnam - VSTEP. However, currently, the number of universities accepting VSTEP certificates is very small.
Reason
Hanoi University of Science and Technology said that in addition to admission based on international certificates, candidates with VSTEP English certificates or international English certificates (registered for authentication on the system) can convert them into English subject scores when applying based on high school graduation exam scores (combinations A01, D01, D04, D07) and add bonus points when applying based on talent selection (category 1.2, 1.3), and applying based on Thinking Assessment test scores (Table 2).
For candidates applying for admission to English-taught programs, FL1 (English for Science, Technology and Engineering), FL3 (Chinese for Science and Technology), in addition to the necessary conditions (according to the admission methods), candidates must have one of the following conditions for English proficiency or equivalent foreign language proficiency: Have a VSTEP English certificate at level B1 or higher; have an IELTS certificate (academic) of 5.0 or higher or equivalent; Have a high school graduation exam score in English in 2025 of 6.5 points or higher.
For candidates applying for admission to international training programs including TROY-BA, TROY-IT, FL2 (International Professional English), in addition to the necessary conditions (according to the admission methods), candidates need to have one of the following English proficiency conditions: Have a VSTEP English certificate at level B2 or higher; Have an IELTS certificate (academic) of 5.5 or higher or equivalent.

In the South, Ho Chi Minh City Banking University converts IELTS, TOEFL iBT, TOEFL iTP, APTIS ESOL and VSTEP certificates into admission scores. VSTEP only accepts certificates provided by the Center for Training and Assessment of Foreign Language and Information Technology Proficiency of this school.
Ho Chi Minh City University of Industry and Trade accepts VSTEP certificates and converts them into English admission scores. It is expected that Saigon University will convert IELTS, TOEFL, TOEIC, Linguaskill, Aptis and VSTEP certificates into English admission scores in the admission combinations.
While dozens of universities consider international certificates, up to now only a few schools have announced that they will use domestic certificates such as VSTEP for admission.
Although he planned to apply to Hanoi University of Science and Technology this year, Nguyen Van Cam, a 12th grade student at a high school in Thuong Tin, Hanoi, decided to take the IELTS exam next April.
Cam said that if you take the VSTEP exam, you will only see a few schools nationwide that accept admission to certain schools, while the IELTS certificate is used by most universities for the university admission process.
"Although the price of an international certificate like IELTS is many times more expensive than a domestic certificate, its scope of use is wider than that of a Vietnamese certificate. Therefore, many of my friends study for this certificate and do not pay much attention to domestic certificates like VSTEP" - Cam said.
As for Thuy Linh - a final year student at Hanoi University, she intended to register for the VSTEP certificate exam to meet the school's output requirements. However, she changed to the IETL exam because she wanted it to be a necessary condition for graduation and to use it to enhance her profile after graduation or to continue her graduate studies.
Linh said: "VSTEP is suitable for students who need to meet the requirements to graduate, but if you want to study further or apply for a job at a foreign company, or teach extra, I think you need to improve yourself to take another foreign language certificate. Currently, private companies often require candidates to have an IELTS certificate, because they rarely know about VSTEP."
With decades of experience in exam preparation, a female teacher teaching and preparing for the VSTEP exam in Hanoi said that compared to international certificates, this teacher believes that the quality of VSTEP's 10 points is only equivalent to IELTS 6.5. In addition, the level of organization and quality of the exam cannot be as professional as international certificates.
"Instead of a one-time exam review that has wider utility, students will naturally choose to take the international certificate exam," said this teacher.
