In Document No. 188/BCH-PCTT, dated October 10, 2023, it is stated: Based on the water level at Con Cuong Hydrological Station at 1:00 p.m. on October 10, 2023, it is 24.49 m, below alarm level I (BĐ I): 3.51 m; The water level at Cho Trang Hydrological Station at 1:00 p.m. on October 10, 2023 is 1.37 m, below alarm level I (BĐ I): 1.63 m; The water flow to Ban Ve Lake at 4:00 p.m. on October 10, 2023 is 307 m 3 /s; The water level of Ban Ve Lake at 4:00 p.m. on October 10, 2023 is 199.48 m; The discharge flow through the generator and overflow at 4:00 p.m. on October 10, 2023 is 0 m /s;

Forecast: In the next 24 hours, the maximum flow to the reservoir is likely to be at: 300 m3 /s to 330 m3 /s; According to the report of Ban Ve Hydropower Company in Official Dispatch No. 656/TDBV-KTAT dated October 10, 2023 on the operation of Ban Ve Hydropower Reservoir during the upcoming flood season.

The Head of the Steering Committee for Disaster Prevention, Search and Rescue of Nghe An province ordered: The Director of Ban Ve Hydropower Company operates the Ban Ve Hydropower Reservoir to discharge water downstream with a flow greater than the flood flow to the reservoir to gradually lower the reservoir water level to the water level of 198m (according to the provisions of Point a, Clause 1, Article 8, Decision No. 1605/QD-TTg dated November 13, 2019 of the Prime Minister).

Order execution start time: 22:30, October 10, 2023.

Discharge flow through the project: From 600 m3 /s to 1,000 m 3 /s.

The document also clearly states: During the process of lowering the lake water level, if the water level at Con Cuong Hydrological Station exceeds alarm level I but is still below alarm level II or the flow to the lake is from 1,000 m 3 /s to 1,200 m 3 /s, then operate the water discharge through the project with a flow rate equal to the flow to the lake to maintain the lake water level. During the process of lowering the lake water level, if a new flood occurs causing the flow to the lake to increase above 1,200 m 3 /s or the water level at Con Cuong Hydrological Station or Cho Trang exceeds alarm level II. The Director of Ban Ve Hydropower Company shall immediately report to the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Disaster Relief (through the Standing Office of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Disaster Relief) to receive further orders.

When the process of lowering the lake water level is completed, the Director of Ban Ve Hydropower Company operates to maintain the water level not exceeding the elevation of 198m and reports to the Head of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention (through the Standing Office of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention).

The Departments of Agriculture and Rural Development, Industry and Trade, and the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control, according to their assigned functions and tasks, inspect and supervise the implementation of the operation order in accordance with regulations, minimizing damage to downstream areas.
