The Head of the Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention of Nghe An province has just sent an order to the Director of Ban Ve Hydropower Company regarding the operation of Ban Ve Hydropower Reservoir to release water to reduce flooding downstream.

Accordingly, based on Decision No. 1605/QD-TTg dated November 13, 2019 of the Prime Minister on promulgating the Inter-reservoir Operation Procedure on the Ca River Basin; Based on Official Dispatch No. 34/CD-UBND dated September 4, 2024 of the Chairman of Nghe An Provincial People's Committee on urgently deploying response to storm No. 3 in 2024; Based on the hydro-meteorological forecast bulletin of the National Center for Hydro-Meteorological Forecasting - General Department of Hydro-Meteorology (Document No. XTND- 21/8h00/DBQG); Pursuant to Document No. 296/DBTB-Forecast dated September 5, 2024 of the North Central Hydrometeorological Station on consulting on the operation of Ban Ve Hydropower Reservoir, the water level at Con Cuong Hydrological Station at 7:00 a.m. on September 5, 2024 was 24.10 m, below alarm level I (BĐ I): 3.90 m; The water level at Cho Trang Hydrological Station at 7:00 a.m. on September 5, 2024 was -0.07 m, below alarm level I (BĐ I): 3.07 m

Water flow to Ban Ve Lake at 9:00 a.m., September 5, 2024 is 274 m/s; Water level of Ban Ve Lake at 9:00 a.m., September 5, 2024 is 193.84 m;

The discharge flow through the unit and overflow at 9:00 a.m. on September 5, 2024 is 327 m/s;

Forecast in the next 24 hours, the maximum flow to the lake is likely to be at: 350 m'/s to 380 m3/s.

At the request of the Chief of Office of the Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention of Nghe An province, the Head of the Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention of Nghe An province orders:

The Director of Ban Ve Hydropower Company operates Ban Ve Hydropower Reservoir to discharge water downstream with a flow greater than the flood flow to the reservoir to gradually lower the reservoir water level to the water level of 193 m (according to the provisions of Point a, Clause 1, Article 8, Decision No. 1605/QD-TTg dated November 13, 2019 of the Prime Minister).

Order execution start time: 20:00, September 5, 2024.

Discharge flow through the project from 400 m/s to less than 1000 m/s.

During the operation of lowering the lake water level, if the water level at Con Cuong Hydrological Station exceeds alarm level 1 but is still below alarm level II or the flow to the lake is from 1,000 m3/s to 1,200 m3/s, then operate the water discharge through the project with a flow rate equal to the flow to the lake to maintain the lake water level.

During the process of lowering the lake water level, if a flood occurs causing the flow to the lake to increase above 1,200 m3/s or the water level at Con Cuong Hydrological Station or Cho Trang exceeds the alarm level II, the Director of Ban Ve Hydropower Company shall carry out flood reduction operations for the downstream (according to the provisions of Point c, Clause 1, Article 8, Decision No. 1605/QD-TTg dated November 13, 2019 of the Prime Minister). During the process of flood reduction operations for the downstream, if the lake water level is likely to reach an elevation of 200 m, the Director of Ban Ve Hydropower Company shall gradually adjust the discharge flow through the project so that when the lake water level reaches an elevation of 200 m, the discharge flow through the project is equal to the flood flow to the lake and switches to the mode of ensuring the safety of the project.

When the flow to the lake gradually decreased to below 1,000 m/s and was unable to increase again, the Director of Ban Ve Hydropower Company operated under normal conditions.

The Departments of Agriculture and Rural Development, Industry and Trade, and the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control, according to their assigned functions and tasks, inspect and supervise the implementation of operational orders in accordance with regulations, minimizing damage to downstream areas./.
