There are still 13,844 red books not yet given to land users.

On January 8, news from the Quang Tri Provincial Land Registration Office said that the whole province still has 13,844 land use right certificates (red books) signed but not yet delivered to land users, a decrease of 9,352 red books compared to the beginning of April 2024.

There are many reasons for the backlog of red books at the authorities, mainly because people have not yet completed the procedures for declaring financial obligations; in some cases, people have declared taxes and received notices from the tax authorities but have not yet fulfilled their financial obligations as prescribed.

Some red books have been issued but not in accordance with regulations such as incorrect subject, area, location, incorrect land use purpose, land use period, land use origin or not meeting the conditions for issuance...

In some cases, the red book was replaced but the old red book could not be recovered, the area was increased, causing financial obligations, the red book was still mortgaged at credit institutions, and the old red book was lost. There were cases of receiving transfers, inheritances, donations, and changes in land use purposes but the procedures were not fully implemented. Some commune-level People's Committees have not actively notified land users to receive red books.

Another reason is that the land registration office branches in Quang Tri have sent notices with lists to commercial banks and credit institutions to coordinate in exchanging red books but have not received any response from the banks.

The Quang Tri Provincial Land Registration Office recommends that the Department of Natural Resources and Environment allow the implementation of: In cases where the Branch of the Land Registration Office has sent a notice to the people to receive the red book, after the 90-day notice period, if the land user does not come to receive it, the Land Registration Office will confirm in the "Changes after granting the certificate" section of the red book and put it into storage. The confirmation content: "The certificate has not been granted due to...", which may be due to disagreement with the information on the certificate, not having fulfilled financial obligations, not having a need to record debt, the land user does not come to receive it...

After confirming that the red book has not been granted and put into storage, if the land user needs to receive the red book, the Branch of the Land Registration Office will confirm the reason "Certificate has been granted" in the section "Changes after granting the certificate" and give it to the land user.

Red books signed with incorrect subjects, areas, purposes, origins, land use duration, or not meeting the conditions for issuance... shall be destroyed according to regulations.
