Renovation and embellishment of 12 items

On July 18, Mr. Nguyen Thanh Hien - Director of the Management Board of Development Projects of Khanh Hoa province - the investor of the project to restore and embellish the Dien Khanh ancient citadel relic said that the Department of Cultural Heritage (Ministry of Culture - Sports and Tourism) has issued a document on the agreement on the design of the construction drawings to restore and embellish the Dien Khanh ancient citadel relic, Dien Khanh district, Khanh Hoa province.

Accordingly, the Department of Cultural Heritage has agreed to design and construct the construction drawings for the restoration and embellishment of Dien Khanh Citadel, including 12 items. Specifically, the restoration, embellishment and restoration of the earthen rampart (completing the remaining part to create a closed route, including 6 sections in the following directions: Northeast, Southwest, Southeast, Northwest, close to the South Gate, close to the North Gate); construction of a brick-paved road outside the protective boundary inside the citadel; construction of 3 parking lots; construction of 2 public toilets (at sub-parks No. 1 and No. 3).

Along with that, we will build a bridge across the moat at the North Gate; build 5 small parks at the corners of the citadel; renovate and improve the East, West and South gate bridges; renovate and build a water supply and drainage system for the citadel and moat, a wastewater collection system; build a lighting system for the area inside the citadel; dredge mud and soil, clean the moat bed and roof, waterproof the moat walls and bottom; build a pumping station; renovate trees along one side of the protective boundary road inside the citadel.

The Department of Cultural Heritage also requested the Department of Culture and Sports of Khanh Hoa province to coordinate and guide the investor to establish a relic evaluation council according to the provisions of Circular No. 15/2019/TT-BVHTTDL dated December 31, 2019 of the Minister of Culture, Sports and Tourism detailing a number of regulations on preservation, restoration and rehabilitation of relics to maximize the preservation of original elements and historical values ​​of the relics.

At the same time, the Department of Cultural Heritage noted that the restoration of the earthen ramparts and dredging and waterproofing of the moats should prioritize manual methods, limiting the use of mechanical vehicles (bulldozers, excavators), especially at locations near the citadel gates and corners.

For the renovation of the mounds in the small park, the grass planting positions on the mound roofs should not be made flat and create a complete circle (to avoid causing conflicting opinions about the inherent structure of the corners), but should create slopes that follow the natural contour lines, only leveling locally to respect the current terrain as much as possible...

The process of clearing the site in preparation for construction and constructing project items requires supervision by specialized archaeological staff in order to promptly propose additional archaeological exploration and excavation or discovery and handling of archaeological artifacts (if any) according to regulations.

The Department of Heritage also noted that relevant local agencies are responsible for compensation and site clearance plans for project implementation areas in accordance with the provisions of law.

Over 166 billion VND to restore the ancient citadel

According to Mr. Nguyen Thanh Hien, the Dien Khanh Citadel was built in 1793, on an area of ​​3.5 hectares, with a length of 2,600 m and a wall height of 3.5 m. This structure was the political and administrative center of Khanh Hoa province from 1802 to 1945. In 1988, the citadel was ranked as a National Historical and Cultural Relic.

According to the decision approving the feasibility study report for the project to restore and embellish the Dien Khanh Citadel, there will be 12 items. Of which, many items will be restored and preserved in their original form, including: a 2,500 m long earthen rampart, a citadel top more than 4 m wide, a 2.6 m wide brick walkway...

The newly built projects include a 2,000 m long, 6 m wide road running close to the foot of the citadel, an arched bridge across the moat, small parks, and the renovation of bridges at the citadel gates; dredging mud and cleaning the moat bed and roof, and waterproofing the moat walls and foundations...

According to the above decision, to implement the project, the authorities will clear about 55,000 m2 of ancient citadel land, more than 39,000 m2 of land for organizations and agencies, and more than 100,000 m2 of land currently used by households.

According to Mr. Nguyen Thanh Hien, the project cost is more than 166 billion VND. Of which, 70 billion VND is construction cost, more than 67 billion VND is compensation for site clearance. Since the beginning of 2024, the Board has announced information related to this project for people to know. It is expected that the Board will organize the selection of contractors in August and the project is expected to start construction in September 2024.
