(QBĐT) - On the morning of April 9, the Steering Committee for the arrangement and reorganization of administrative units (DVHC) at district and commune levels in Quang Binh province held its third meeting to deploy a number of key tasks in the coming time.

Comrade Le Ngoc Quang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee chaired the meeting. Attending the meeting were Comrade Tran Phong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Steering Committee; members of the Steering Committee and representatives of relevant departments, branches, sectors and localities.

Speaking at the meeting, Provincial Party Secretary Le Ngoc Quang emphasized that this arrangement of administrative units is an opportunity to reorganize the local government system in a more modern and effective direction; not only changing the boundaries, but also reforming the apparatus, improving the quality of service to the people, creating a foundation for sustainable development. He asked the delegates to focus their intelligence, promote the highest sense of responsibility, work urgently, scientifically, creatively, on schedule but at the same time ensure strictness and efficiency, contributing to the successful completion of this important political task...

At the meeting, the representative of the Department of Home Affairs - the Standing Office of the Steering Committee reported on the project to arrange and reorganize administrative units at district and commune levels in Quang Binh province. Accordingly, the plan to arrange administrative units at commune level will be developed according to the following orientations, principles and criteria: Implement the arrangement of administrative units at commune level to ensure a reduction of about 50% of the current number of administrative units at commune level; do not arrange administrative units with isolated locations or important locations related to national defense and security (QP-AN), protecting national sovereignty; in case of arranging wards with administrative units at communes, the administrative units after the arrangement will be wards; in case of arranging communes and towns, the administrative units after the arrangement will be communes.

When arranging commune-level administrative units, it is necessary to pay attention to specific factors of history, tradition, culture, ethnicity, religion, belief, customs and practices; geographical location, natural conditions, sub-regional connectivity; scale and level of economic development; national defense and security, politics, social order; traffic infrastructure and information technology; ensure reasonable correlation, avoid creating large gaps in natural area and population size between new communes and wards after arrangement; ensure that local authorities at the grassroots level are truly close to the people.

The implementation of the arrangement of commune-level administrative units is not limited to the current administrative boundaries of the district and commune levels. The naming of grassroots-level administrative units after the arrangement must be easy to identify, concise, and scientific; it is encouraged to name them according to the serial number or the name of the district-level administrative unit (before the arrangement) with the serial number attached to facilitate the digitization and updating of information data; naming administrative units with historical, traditional, and cultural values ​​and supported by local people.

The location of the headquarters of the grassroots administrative unit after the rearrangement needs to choose the headquarters of one of the current administrative units to ensure that the grassroots government quickly goes into stable operation; the headquarters of the new administrative unit has a favorable geographical location, a developed transportation system, synchronous socio-economic infrastructure; has space for future development, ensuring national defense and security.

In his concluding remarks at the meeting, Provincial Party Secretary Le Ngoc Quang highly appreciated the close coordination of the Standing Office of the Steering Committee with localities, the active and responsible participation of the Steering Committee members, and the profound and practical contributions, suggesting many important solutions to effectively and scientifically implement this task, suitable to the actual conditions of the province.

He said that this is an important, complicated task with far-reaching impacts, requiring the highest political determination, drastic and synchronous actions in accordance with the direction of the Central Committee, in the context of the requirement to complete the project in a time too short compared to the amount of work to be done.

The Provincial Party Secretary requested that after the meeting and as soon as there is a plan from the Provincial Party Standing Committee to continue to reorganize the apparatus of the political system according to Conclusion No. 121-KL/TW, dated January 24, 2025 of the Party Central Committee and the conclusions of the Politburo and the Secretariat of the 13th tenure, relevant agencies, units and localities need to urgently deploy the specific tasks assigned, ensuring completion within the prescribed deadline to promptly report to the Central and the Government; especially the completion of the Project on reorganizing administrative units at the commune level; the plan for arranging cadres, headquarters, means and working equipment of the communes after the reorganization (report to the Provincial Party Standing Committee for comments before April 20; receive and complete the report to the Government through the Ministry of Home Affairs before May 1).
