Provincial People's Committee held a meeting to listen to a report on the implementation of national target programs in the first 8 months of 2023

On September 26, Comrade Nguyen Long Bien, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired a meeting to listen to reports on the implementation of the two national target programs (NTPs) on sustainable poverty reduction and socio-economic development (SEDP) in ethnic minority and mountainous areas in the first 8 months of 2023; difficulties, obstacles and key solutions to promote implementation progress in the coming time. Attending were leaders of relevant departments, branches, localities and units.

In 2023, the total capital allocated for the National Target Program on Sustainable Poverty Reduction is 167.29 billion VND to implement 7 component projects; the total capital allocated for the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas is 404.47 billion VND, implementing 10 component projects. By September 15, 2023, the National Target Program on Sustainable Poverty Reduction has disbursed 71.3% of development investment capital, 37.2% of public service capital; the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas has disbursed 63.2% of development investment capital; public service capital has reached 23.8% of the plan, not reaching the set target. Concluding the meeting, the Vice Chairman of the Provincial People's Committee requested departments, branches and localities to uphold their sense of responsibility in directing, operating, inspecting and supervising; actively sharing, exchanging information and learning from experiences with other localities, provinces and cities with good implementation results to have appropriate application mechanisms to the practical situation in their localities. The standing agencies of each program must proactively coordinate, especially maintaining regular meetings every 2 weeks to remove difficulties and obstacles right at the grassroots level. Along with that, it is necessary to review the list and projects on feasibility, efficiency and disbursement capacity to propose to competent authorities to adjust and make timely decisions to ensure savings, efficiency and avoid wasting state budget resources; focus on disbursing contents, activities and projects that have sufficient grounds and legal bases for implementation in accordance with regulations. At the same time, proactively prepare well for the completion of procedures for approving investment projects, projects, models to support production development and other tasks in implementing national target programs to ensure that detailed assignment can be carried out immediately after the Prime Minister assigns the 2024 capital plan to the province.
