Provincial People's Committee: Meeting and discussing with businesses in the first quarter of 2024

On April 12, Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the Conference to meet and discuss with enterprises in the first quarter of 2024 to remove difficulties and obstacles, promote production and business. Attending were Comrade Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee; leaders of departments, branches, localities; associations, enterprises, cooperatives in the province.

In the first quarter of 2024, under the close direction of the Provincial Party Committee, along with the solidarity, determination, joint efforts, consensus and efforts of the entire political system and business community, the province's socio-economic situation maintained stable growth and promoted efficiency; GRDP increased by 8.26% (ranked 10th out of 63 provinces and cities nationwide and 3rd out of 14 provinces in the North Central and Central Coast regions), the State budget revenue reached 1,207 billion VND, reaching 30.2% of the plan, up 36.3% over the same period. The province's PAPI index in 2023 ranked 6th out of 63 provinces and cities. All sectors and fields grew quite well; effectively exploited many potential strengths, especially in the fields of manufacturing and processing industry, energy, tourism, services, high-tech agriculture, and marine economy. Investment promotion and attraction were promoted; Key and driving projects are focused on to accelerate progress; work to remove difficulties for businesses is strengthened.

In the first quarter of 2024, 99 newly established enterprises were established with a total registered investment capital of VND 837.6 billion; the total number of enterprises operating in the province as of March 31 was 4,405 with a total capital of VND 91,344.5 billion. In the first quarter, the province issued investment policy decisions and adjusted investment policies for 19 projects/VND 8,440 billion. Accompanying enterprises, departments, branches and localities implemented flexible and effective policies and solutions to adapt to the new situation; supported in resolving difficulties and problems for enterprises through maintaining periodic and thematic dialogues, promptly removing recommendations related to compensation procedures, land, investment, site clearance, etc. Up to now, there have been 39 recommendations, focusing on issues related to planning; compensation, site clearance; land prices, land use purpose conversion; environmental licensing;... has been directed to be resolved, resolutely and effectively.

At the conference, businesses made recommendations and proposals to remove difficulties and obstacles related to law, administrative procedures, access to capital, land, labor, raw materials, taxes, fees, etc. Representatives of sectors and localities answered and provided specific information on each content of the businesses' proposals and recommendations.

Speaking at the meeting, the Chairman of the Provincial People's Committee acknowledged and highly appreciated the proposals, recommendations, reflections and sharing of enterprises on difficulties and obstacles in the process of investment, production and business activities in the past time. He requested departments, branches and localities to take action more quickly and effectively in removing the obstacles that enterprises have proposed; strengthen discipline, create changes in direction and administration, put serving people and enterprises first; prioritize timely removal of difficulties, obstacles and bottlenecks in investment, land, construction, environment and planning policies. Implement well the motto "Government actively and proactively accompanies enterprises", enhance the interaction of state agencies with enterprises, grasp the operational situation, difficulties and obstacles of enterprises to have timely support and resolution measures.

Strengthening connections, creating conditions for enterprises to access land and mechanisms and policies on investment incentives, support for the application of science and technology, branding, trade promotion, human resource training, and access to credit to boost production and business. Accompanying and providing maximum support for enterprises to develop, considering removing barriers and difficulties for enterprises as one of the key tasks of the province; clearing bottlenecks with the motto "soonest, most effective"; reviewing, cutting down, and simplifying administrative procedures related to business activities. Business associations and industry associations play the role of "bridges" in close coordination with departments and branches to effectively implement programs and solutions to support enterprises, synthesize recommendations, difficulties and problems of enterprises, report to the Provincial People's Committee, and recommend competent authorities to consider and resolve.
